ڈرگس دنیا کا وہ عذاب ہے جس میں اگر ایک بار انسان مبتلا ہوجاتا ہے تو پھر موت کے منہ تک پہنچنے کے بعد ہی دم لیتا ہے۔ ڈرگس جو ہیروئن کے نام سے بھی جانا جاتا ہے، ڈرگس پھیلانے والے شخص کا مقصد بھاری تعداد میں پیسے کمانا اور جوان نئی نسلوں کو برباد کرنا ہے۔ ڈرگس بیچنے والوں کا کوئی مذہب نہیں ہوتا۔ پیسہ روپیہ بس یہی ان کا مذہب ہے۔ بعض لوگوں کا مقصد دشمنی نکالنا بھی ہوتا ہے اور کچھ تو بس دیش کے غدار ہیں جو دوسرے ممالک سے ملے ہوتے ہیں اور جوان نسلوں کو نشے میں مبتلا کرکے دیش کو تباہ کرنا چاہتے ہیں۔

آج ہمارے معاشرے میں نشے کی بھرمار ہے۔ ایک طرف گورنمنٹ شراب پینے والے کو اریسٹ کرتی ہے تو دوسری طرف سرکاری شراب کی دکانیں دیکھنے کو ملتی ہیں۔ یہ سیاست ہی تو ہے، ایک طرف شراب چھوڑنے کے لیکچر اور نعرے بلند ہوتے ہیں تو دوسری طرف ڈرگس کی اسمگلنگ ہوتی ہے۔

ڈرگس پھیلنے کی وجوہات

خاندانی وجہ.

  • کچھ لوگوں کے یہاں خاندانی نشہ پیڑھیوں سے چلا آرہا ہے اور باپ دادا کی نسلیں جو ہیں وہ اچھی عادت اپناتے تو نہیں ہیں لیکن بری عادتیں ضرور اختیار کرلیتے ہیں۔ چھوٹے چھوٹے نشوں سے بات ڈرگس (ہیروئن) تک پہنچ جاتی ہے۔

تعلیم کی کمی

  • ایجوکیشن یعنی علم کا نہ ہونا زندگی پر بہت زیادہ اثر ڈالتا ہے۔ جس انسان کے پاس علم نہیں ہے وہ زیادہ سے زیادہ بری چیزوں کا عادی بن جاتا ہے۔ اور نشہ اس کی زندگی کا سب سے بڑا سہارا بن جاتا ہے۔ اگر انسان کو علم کی دولت حاصل ہے تو وہ کبھی نشے کا عادی نہیں بن سکتا۔ کیونکہ ہمارے اسکولوں اور مدرسوں میں سب سے پہلے بری عادتوں اور نشہ وغیرہ سے دور رہنے کے لیے تلقین کیا جاتا ہے۔ جس کی وجہ سے ڈرگس تو کیا انسان پان، بیڑی، سگریٹ سے بھی دور رہنا پسند کرتا ہے۔
  • اکثر اسکولوں کے کم عمر کے بچے ڈرگس کا شکار ہو جاتے ہیں۔ جس کی ایک یہ بھی وجہ ہے کہ وہ بری سنگت یعنی گندے بچوں کا ساتھ اختیار کر لیتے ہیں۔ بری سنگت کا مطلب، وہ برے لوگ جو ڈرگس کے عادی ہو چکے ہوتے ہیں اور دوستی یاری کا واسطہ دے کر دوسرے لوگوں کو بھی اس چیز کا عادی بنا دیتے ہیں۔اور کچھ دشمنی نبھانے کے لیے بھی دوست بن جاتے ہیں اور بات ہی بات میں انہیں ڈرگس لینے کے لئے اکساتے ہیں۔ ان کی مردانگی کو اکساتے ہیں جس کی وجہ سے لوگ غصہ اور جوش میں آکر اس جہنم میں کود جاتے ہیں۔

ڈرگس لینے کے نقصانات

  • اکثر جو ڈرگس کا نشہ کرتے ہیں ان کی آنکھیں بالکل سرخ اور سر بھاری ہو جاتا ہے۔ سنائی کم دیتا ہے اور ہاتھ پیر بالکل ڈھیلے پڑ جاتے ہیں۔ لوگوں کو پہچاننے کی طاقت کم ہوجاتی ہے اور جب بولتے ہیں تو زبان لڑکھڑانے لگتی ہے۔ انہیں دین و دنیا سے کوئی مطلب نہیں ہوتا۔ وہ صرف اپنی دنیا میں کھوئے رہتے ہیں۔ انہیں کسی چیز کی فکر اور کسی چیز کا ہوش نہیں رہتا۔ جو کام کرتے ہیں وہی کرتے رہ جاتے ہیں۔ جیسے اگر سو گئے تو سوتے ہی رہ گئے اور بیٹھ گئے تو بیٹھے ہی رہ گئے۔
  • اور اگر ڈرگس لینے والوں کو ڈرگس نہیں ملتا تو ان کی کیفیت پاگلوں جیسی ہو جاتی ہے۔ بس ایک ہی چیز کی طلب رہتی ہے کہ وہ کہاں سے مل جائے۔ نہ بھوک لگتی ہے نہ پیاس لگتی ہے اور نہ ہی نیند آتی ہے۔
  • یہ ایک بہت ہی برا نشہ ہے جو انسان کو اندر ہی اندر کھونکھلا کر دیتا ہے۔ انسان کے جسم کے سارے حصے (پارٹس) برباد کر دیتا ہے اور انسان بالکل خالی ہو جاتا ہے۔
  • ڈرگس جتنا زیادہ خطرناک ہے پوری دنیا میں اتنا ہی تیزی سے بڑھ رہا ہے اور لوگ جانتے بوجھتے اس زہر کو اپنی عادت اور شوق بنا لیتے ہیں۔ نہ تو گھر کی فکر اور نہ ہی خدا کا خوف۔ بس اپنی دنیا میں رہنا یہی زندگی بن جاتی ہے۔ ڈرگس دنیا کی سب سے بڑی لعنت ہے۔

ڈرگس سے بچنے کے طریقے

  • ڈرگس سے بچنے کے لئے سب سے پہلے لوگوں کو چھوٹی چھوٹی عادتوں سے پرہیز کرنا چاہیے۔ جیسے پان٬ گٹکھا٬ بیڑی٬ سگریٹ اور شراب وغیرہ۔ جب انسان ان سب عادتوں کو اختیار کرتا ہے تو دھیرے دھیرے اس کے شوق بڑھنے لگتے ہیں اور وہ چھوٹے سے بڑے نشے تک پہنچ جاتا ہے۔ اس لئے انسان کو ان سبھی بری چیزوں سے دوری بنانی چاہئے۔
  • ہمارے معاشرے کی گورنمنٹ کو بھی اس معاملے کی جانچ کروانی چاہیے کہ یہ زہر بھاری سے بھاری تعداد میں کہاں سے لایا جاتا ہے اور کس طرح شہر کے کونے کونے میں اسے سپلائی کیا جاتا ہے۔ ہر ایک چیز پر روک لگانی چاہیے۔
  • اگر ہمیں نشے سے بچنا ہے تو ہمیں دشمنوں اور بری سنگت سے دور رہنا چاہیے۔ کیونکہ دشمن بدلہ لینے کے لیے اور برا بنانے کے لیے بری چیزوں کی عادت لگا دیتے ہیں اور بری سنگت کے لوگ تو برے ہیں ہی اور وہ چاہیں گے کہ ہر انسان برا ہو جائے اور اس چیز میں مبتلا ہو جائے۔
  • اس کے علاوہ جو اس چیز کا عادی ہو جائے تو اسے شہر کے قریبی نشہ مکتی کیندر میں لے جانا چاہیے۔

Int'l Day against Drug Abuse observed

ISLAMABAD, (UrduPoint / Pakistan Point News - 26th Jun, 2022 ) :The International Day against Drug Abuse and Illicit Trafficking being marked around the globe on Sunday , several awareness campaigns, rallies and events were also held in Pakistan to create awareness among the society about the harmful effects of drugs .

This year the World Drug Day was being observed under the theme of addressing drug challenges in health and human crises.

Various events like drug awareness walks, rallies and events were held all over the country, to mark the day.

Parliamentary Secretary for Law and Parliamentary Affairs of Balochistan Assembly Dr. Rubaba Khan Buledi in her message said drugs were destroying our society like termites, which can be countered by collective measures so that the menace of narcotics does not spread, while protecting the youth of our society.

She said that according to a UN report, more than 7.6 million people in Pakistan were addicted to drugs while in Balochistan the number is around 0.3 million , also saying that counter-narcotics measures and legislation in the country needed to be made more effective.

Senior Joint Secretary Ministry of Narcotics Control Sabino Sikandar Jalal said ministry and its attached department (Anti Narcotics Force) observed the 'Drug Day' in collaboration with United Nations Office on Drugs and Crime (UNODC) every year to raise awareness about the threat of illicit drugs posed for our society.

" Media has an important role in spreading this awareness. Ministry of Narcotics Control has already developed a mobile app titled "zindagi" so that youth could be sensitized about narcotics hazards as well as treatment and rehabilitation facilities.

He said the government of Pakistan in collaboration with UNODC and other international agencies was making committed efforts to tackle menace of drugs .

"I am happy to state that with sustained efforts, Pakistan has maintained status of 'Poppy Free State' since 2001. Pakistan is signatory to all global conventions and protocols for control of drug abuse and illicit trafficking and continues to play its due role whenever, wherever required.

" In a message, UNODC Executive Director's Ghada Fathi Waly said this year's International Day Against Drug Abuse and Illicit Trafficking shines a spotlight on the impact of drug Challenges in health and humanitarian crisis.

"Conflicts, climate disasters, forced displacement and grinding poverty create fertile ground for drug abuse - with COVID-19 making a bad situation even worse. At the same time, people living through humanitarian emergencies are far less likely to have access to the care and treatment they need and deserve." She said on this World Drug Day International Day against Drug Abuse and Illicit Trafficking, we renew our commitment to ending this scourge and supporting those who fall victim to it." In a statement, Foreign Office Spokesperson said drug abuse undermined public health and the socio-economic development besides challenging the national security and prosperity.

He said Pakistan itself was a poppy free country, but its population became a victim of regional opiate production and trade.

Meanwhile, the Punjab Arts Council, in collaboration with Anti Narcotics Force (ANF), organized a special programme to mark the day.

On the occasion, Director General ANF Major General Ghulam Shabir Nareejo (Hilal-e-Imtiaz Military) who was the chief guest of the ceremony said, "I assure my nation and the international community that the ANF will continue to fight against drug use and trafficking with full dedication and high professionalism." He said that ANF would spare no effort in carrying out its duties and protecting the young generation from the dangers of drugs .

"We pledge to carry forward our manifesto with utmost determination, sincerity and devotion," he added.

He further said, "We also pay tribute to our martyrs who sacrificed their today for the better tomorrow and performed the sacred duty of a drug-free world ."Director Arts Council Waqar Ahmed said that anti-drug day had been observed every year since 1987 following a UN resolution .

This Urdu lesson teaches the dangers of glue and drugs and encourages the viewer to say no to them. The lesson teaches the viewer the long term effects drugs and glue have on the body that can lead to more serious illnesses and even death. Drugs and glue are particularly dangerous as they are addictive and can change a person’s behaviour. They can make a person more at risk of having an accident or being vulnerable to abuse. Drugs and glue can also have an affect on a users family and their community, as well as ruining their education or career. Often there is no outside help available to people with this addiction, so the lesson teaches the viewer not to start taking drugs or sniffing glue. Instead it encourages the viewer to participate in other activities such as sport or music. If the viewer is addicted they are encouraged to seek help from their family and friends. They are taught to raise the awareness of the dangers of glue and drugs and help those around them to stay away from them as well.

During her pregnancy, Laila endured mistreatment from her in-laws, prompting her to seek refuge at her parents' home. Eventually, she made the difficult decision to divorce her husband. 

“The aftermath of my divorce left me engulfed in loneliness, which led me down the path of addiction,” she shared.  

"It's unfathomable to grasp the state I was in before coming here,” Laila continued, referring to the treatment center. “I resorted to renting a room where I would languish in a haze of intoxication. 

“Someone alerted my family to my dire circumstances, revealing my unwitting descent into drug addiction," she recounted. 

"I was utterly devastated, having lost everything, particularly my financial stability. Regrettably, I even neglected my child, leaving them unattended in the room while I was under the influence." 

Witnessing Laila's plight, her family sought to convince Laila that her addiction was a treatable disease. Initially hesitant, Laila gradually embraced the notion.  

Supported by her family, she embarked on a three-month treatment program at a center with trainers trained by the United Nations Office on Drugs and Crime (UNODC). Funded by the International Narcotics and Law Enforcement Office (INL) of the US Embassy in Pakistan, UNODC is building the capacity of drug treatment and prevention professionals in Pakistan on the Universal Treatment Curriculum (UTC) and Universal Prevention Curriculum, training over 100 drug treatment professionals from civil society and health, education, and law enforcement organizations. 

The curriculums relate to the UNODC-World Health Organization “ International Standards for the Treatment of Drug Use Disorders ”, a guide which identifies major components and features of effective systems for the treatment of drug use disorders. They describe treatment modalities and interventions to match the needs of people at different stages and severities of drug use disorders. 

At the center, Laila came to terms with the “extensive harm” her addiction caused. “It defies adequate description. It's inconceivable that a girl who had once led a good life found herself in such a wretched state.  

“Reflecting upon the hardships endured by my family and brothers due to my drug addiction fills me with sorrow. Addiction stained my brothers' reputation, led to the dissolution of my marriage, and compelled me to leave my children," Laila lamented. "Nevertheless, I am now on the path to recovery, guided by faith and newfound hope. 

"Today, as I conclude my treatment, an overwhelming sense of joy permeates my being. I have emerged stronger than ever, enriched by invaluable wisdom gained during my time here. I fervently pray that I never plunge into such destitution again."

Speech on Drug Abuse :  Drug abuse has become the most common thing these days and many youth are destroying their lives by getting addicted to drugs. It’s very important to sensitize our youth on the subject of drug abuse. They are ruining the lives of our youth and putting their future in a great darkness. The use of drugs is making their lives vulnerable and prone to destruction. Therefore, it becomes very important to raise awareness about it amongst our youth and prevent them from succumbing to it. The  International Day against Drug Abuse and Illicit Trafficking  is celebrated annually on June 26th it serves as a significant platform for raising awareness and addressing the critical issue of substance abuse. You can even prepare a speech on drug abuse and deliver it on various occasions and platforms.

Drugs, as we all know, are an illegal matter which some people drink, smoke, inject or eat for the mental as well as physical effects that it leaves. There are several students who consume drugs out of fun or for various other reasons. People who deal in the selling of drugs create a network and mainly target students in order to make them addicted to drugs. Initially, the drugs are sold to the students for free and gradually when they get addicted to it, they start buying and consuming it. In fact, the students also eventually become a part of their network and start dealing in it.

It is observed that students start consuming drugs out of stress or unfair expectations of their teachers as well as parents. Lack of emotional support and disorder in their families make them vulnerable and increase their dependency on drugs. They use it in order to calm down their state of mental agitation. Other than this, it is poverty that compels some students to become a part of the selling and dealing network of drugs and derive their pocket money. Therefore, it becomes like a vicious circle of the drug addicted students from which they seem to find no escape unless the society comes for their rescue.

Sadly, the students fail to realize that the consumption of drugs has a severe impact on their physical and mental health, such as they start experiencing mental disorder, their intelligence level decreases, experience deadly diseases and untimely death. When one completely succumbs to the temptation of drugs, it gets very difficult for him/her to recover from its impact except in the centers for drug rehabilitation where they gain a new life, but which involves a high cost. In fact, there are many cases too where even rehabilitation centers fail because of the worst condition of the patients.

I, therefore, request all the students to refrain themselves completely from the consumption of drugs before it destroys their health, future and takes away their lives. Don’t even try to touch or come close to them. Drugs can even destroy a complete generation. So think wise and act smart. Shape your future which seems bright and full of achievements. The drugs that doctor prescribes to his / her patients must only be taken in order to combat a specific disease otherwise the government must take strict measures to ban its illegal trade in the market and save our youth from destruction.

I want to conclude by saying that drug abuse should be an absolute ‘No’ for all and I sincerely hope that our students will never ever try to consume drugs and will completely stay away from its use. Remember that our country needs you as you are its future and harbinger of progress.

Good morning friends – welcome to the 77 th  campaign for drug addiction ban..

It feels extremely great to see how the members of our organization are working hard in order to make every day count and reach out to the masses for spreading awareness about the drug addiction or drug abuse. Since day one and today it’s the 77 th  campaign of our organization – we haven’t really ever thought that we will grow this big, i.e. currently we have more than 200 people working for us and have gained a mass appeal. The response so far has been really good and we have been able to transform the life of the people for good, who earlier have been living under the influence of drugs.

So today I would further like to appeal to the masses to refrain themselves from using drugs and live a healthy life. Drug addiction or drug abuse is described as an excessive dependency on a substance, which inevitably becomes the compulsive need of the person using it. This need becomes so compulsive that without that substance the person cannot live his life like a normal person does. And, when such a substance is stopped being available in the market then that person is believed to be suffering from substance withdrawal.

The addiction of drugs has become one of the serious social problems in many developing as well as developed countries and it undeniably proves to be the principal obstruction in the all-round development of the people, society, country and the world at a large. Our country is a progressing country and it is already afflicted with so many other grave problems, such as unemployment, poverty and illiteracy that the problem of  Adolescence and Drug abuse   makes the situation even worse here as it further makes our economy regressive by destroying the lives of its youth.

Even sadder is the fact that several drug addicts cannot afford to make a purchase of expensive drugs so much so that in the end they have to resort to such activities as theft in their homes. These people are not born thieves, but their addiction to drugs makes them heinous and propels them to commit crimes in order to feed their body with drugs.

People can become addicted to drugs because of various reasons, some of which are mentioned below:

1. in order to de-stress themselves.

When a person is under the influence of drugs, he/she forgets everything and enters into a trance-like state. However, it is only later that people realize that the use of drugs is only aggravating the problem and not really helping them in getting rid of the stress.

2. Out of peer pressure

Many times, people start taking drugs because their friends are addicted to them. However, once they start taking it, it becomes really difficult for them to get rid of this habit.

3. Style Statement

Many teenagers these days think that the habit of drinking, smoking and even drug addiction is what helps them look cool and create a style statement in the front of others. However, it’s only when these people get trapped in its vicious circle that they realize the irreparable they have caused to their lives.

Teenagers and every person for that matter must understand that the habit of drug abuse not only greatly affects their body and mind, but also finishes their bright future. So we should strictly say ‘No’ to drugs and save our lives as well the lives of our loved ones by spreading awareness in our surroundings.

Respected principal, vice principal, teachers and my dear fellow students – warm welcome to all of you today, standing in the prayer hall i would like to take this opportunity to deliver a brief speech on drug abuse..

I request our principal and teachers to kindly allow me to speak on this subject as it is a high time to enlighten our youth about the dangerous habit of drug abuse. In the present times, there are many factors that push a man to resort to drug addiction and make his/her life miserable. The most glaring factors are rapid industrialization and urbanization, which have given birth to a new kind of behavior among the youth of today, i.e. individualism and permissiveness. People these days prefer nuclear families and in many cases both parents are working, as a consequence of which they become less forbearing in comparison to their previous generations. People are living their lives in isolation and avoid getting social because the stress in the modern times has become way too much to make them withdrawn figures in their personal lives.

In the end, such people become involved in the habit of drinking, smoking, drug addiction, etc. Besides, when a child doesn’t feel satisfied at home or when he/she is deprived of love, affection and care of his/her parents, a feeling of discontentment comes in and such children become prone to drug addiction and ruin their lives completely. What is more painful to see that if the drug addicted people are not allowed the use of drugs, then he/she suffers from bouts of depression, painful and uncontrollable convulsions as well as vomiting!

It is an obvious fact that the addiction of drugs is ruining the path of progress of many individuals and our nation as a whole so much so that proactive measures need to be taken in order to keep a check on this destructive habit of our youth. The most significant step in this direction would be about spreading awareness amongst the people on a national scale.

Our Indian government has in fact formulated various campaigns and even has been able to gain success in this direction. The individuals whose family and friends suffer from the addiction of drugs are requested to approach the rehabilitation institutions and camps in order to provide treatment to the addicts.

Drug abuse should not be tolerated and be completely banned as a taboo. However, it is not advised to torture the addict or treat him/her inhumanely for this habit because if you try and convince the person about its treatment then he/she may willingly choose to opt for it and get rid of this addiction by admitting himself/herself at the rehabilitation centers.

A person who has become the victim of drug abuse is forced by his/her bodily conditions to carry on with the addiction, but sooner they realize the bad impact of this habit. All that these people need is a helping hand and therefore we should provide encouragement as well as support to these people in making these addicts come back to their normal lives and lead a healthy life.

Hon’ble principal, vice principal, fellow colleagues and my dear students – warm greetings to one and all.

Firstly, I would like to extend a note of thank you to our respected Principal and Vice Principal for gracing this speech ceremony with their presence and giving their approval too. And, to all the fellow teachers – as without your support this event wouldn’t have been possible. I would also like to congratulate our dear students for making the desired arrangement on a short notice.

The topic for today’s speech is Drug Abuse! I have chosen to speak on this topic because these days I observe many campaigns being run on Drug Abuse in order to teach the people about its ill effects. As a teacher, it also becomes my responsibility to help them spread the message wherever we can and most importantly beginning from our very own school.

Drug abuse is considered one of the banes of our so called civilized society. It has affected all the sections and regions of our society. People with the illicit use of drug are found everywhere, i.e. in urban and rural regions, among men and women, among rich and poor. But it is exceedingly practiced by our young girls and boys living in hostels in nearly all technical and educational institutions.

The grave situation of drug abuse is prevalent across the world and unfortunately our very country India is more strongly affected by it. Our country is a transit country because it is placed between the Golden Triangle consisting of Burma, Thailand and Cambodia, including Golden Crescent consisting of Afghanistan, Pakistan and Iran – the places where most of the drugs, chiefly heroin and opium are produced. Pakistan is undeniably the nucleus of the world when it comes to any unlawful activity and as far as the drug production is concerned – it is the hub. In fact, a big proportion of drugs go by India in order that it can be exported to other countries.

This happens through the network of drug mafia who further has connections with formidable smugglers as well as terrorists. In the process, unfortunately several young men as well as women become victims to this diabolic activity. Pakistan with the help of ISI is involving itself in a proxy war in the region of Kashmir against India through money earned with the help of drug mafia. Thus, terrorism and drugs share very strong connections.

This addiction to drug is so deadly that people fall prey to its use and become almost a slave. If a person doesn’t get its regular dose, then that person starts feeling a lack of it and becomes depressed with severe pain which even leads to a lack of sensation in arms and legs. Drugs are of various kinds, such as heroin, opium, charas, ganja, etc.

There are some injections too which lead to a state of severe drowsiness. In case, a drug-addict is not able to receive the required dose of drug when needed, then he/she would be ready to do anything for it even by resorting to unfair means, such as theft or may be hurting someone physically, etc.

I therefore request everyone to strictly say ‘No’ to drugs and get such people admitted to rehabilitation centers where their conditions can be improved before it gets horrible and proves fatal for that person.

Drugs are chemical substances which have an effect on our body. There are two types of drugs, one is legal and the second one is illegal. The legal drugs are basically the medicines which we use in our everyday use for various problems in our body such as body ache, headache, etc. These drugs are to cure our body ailments.

Poverty is also one of the reasons behind this drug-selling network. Drug sellers target students and make them addicted to drugs. Initially, they give drugs to the students for free and once, they get addicted, they start charging them. They also target poor children and make them sell drugs in order to earn some money.

Drug consumption makes students mentally and physically weak. It also attracts various diseases. It makes students depressed and makes their recovery difficult.

The UN agency tackling crime and drug abuse (UNODC) released its annual World Drug Report on Wednesday warning that there are now nearly 300 million users globally, alongside an increase in trafficking.

The  International Day against Drug Abuse and Illicit Trafficking, or World Drug Day, is commemorated every year on June 26 and aims to increase action in achieving a drug-free world.

This year’s campaign recognises that “ effective drug policies must be rooted in science, research, full respect for human rights , compassion, and a deep understanding of the social, economic, and health implications of drug use”.

Ghada Waly, Executive Director of UNODC , said that providing evidence-based treatment and support to all those affected by drug use is needed, “while targeting the illicit drug market and investing much more in prevention”.

New threat from nitazenes

In the decade to 2022, the number of people using illicit drugs increased to 292 million, the UNODC report says.

It noted that most users worldwide consume cannabis – 228 million people - while 60 million people worldwide consume opioids, 30 million people use amphetamines, 23 million use cocaine and 20 million take ecstasy.

Further, UNODC found that there was an increase in overdose deaths following the emergence of nitazenes – a group of synthetic opioids potentially more dangerous than fentanyl – in several high-income countries.

Trafficking in the Triangle

The drug report noted that traffickers in the Golden Triangle, a region in Southeast Asia, have found ways to integrate themselves into other illegal markets, such as wildlife trafficking, financial fraud, and illegal resource extraction.

“Displaced, poor and migrant communities” bear the brunt of this criminal activity and on occasion are forced to engage in opium farming or illegal resource extraction for their survival; this can lead to civilians becoming drug users or fall into debt at the mercy of crime groups.

Environmental fallout

These illegal crimes contribute to environmental degradation via deforestation, toxic waste dumping and chemical contamination.

“Drug production, trafficking, and use continue to exacerbate instability and inequality, while causing untold harm to people’s health, safety and well-being,” UNODC’s Ms. Waly said.

The potency of cannabis has increased by as much as four times in parts of the world over the last 24 years.

Cocaine surge and cannabis legalisation

In 2022, cocaine production hit a record high with 2,757 tons produced – a 20 per cent increase from 2021.

The increase in supply and demand of the product was accompanied by a surge of violence in nations along the supply chain, especially in Ecuador and Caribbean countries. There was also a spike in health problems within some destination countries in Western and Central Europe.

Similarly, harmful usage of cannabis surged as the product was legalized across Canada, Uruguay, and 27 jurisdictions in the United States, much of which was laced with high-THC (delta9-tetrahydrocannabinol) content - which is believed to be the main ingredient behind the psychoactive effect of the drug.

This led to an increase in the rate of attempted suicides among regular cannabis users in Canada and the US.

The hope for World Drug Day

The UNODC report highlights that the “ right to health is an internationally recognized human right that belongs to all human beings , regardless of a person’s drug use status or whether a person is imprisoned, detained or incarcerated”.

UNODC’s calls for governments, organizations and communities to collaborate on establishing evidence-based plans that will fight against drug trafficking and organized crime.

The agency also hopes communities will assist in “fostering resilience against drug use and promoting community-led solutions".

International Day Against Drug Abuse and Illicit Trafficking Speech

We are greatly honoured as a province to host the International Day Against Drug Abuse and Illicit Trafficking which seeks to highlight the dangers of substance abuse and the potential this scourge has to destroy our communities and erode the social fabric of our society. This day also calls on society to act decisively to prevent the rampant increase of these drugs.

Indeed Programme Director, as we mark the International Day Against Drug Abuse and Illicit Trafficking, we reaffirm our commitment as the Provincial Government of the Northern Cape to step up the fight against all the social ills of society such as drugs, alcohol abuse, gangsterism, HIV/AIDS, poverty and unemployment.

With regard to these challenges Ladies and Gentlemen, the Provincial Government launched a provincial substance abuse strategy to mitigate these challenges through various programmes, and to also disseminate developmental information to empower our youth.

We also invited parents, families, the faith-based community, community based and non-governmental organisations, labour, business and all sectors to join us in this important campaign to ensure a substance abuse-free society.

Therefore, taking all factors into account, we must continue to forge effective partnerships with all sectors of society in mobilising communities behind the vision of a drug-free society and put education and awareness programmes at the centre of their strategies.

Ladies and Gentlemen, the scourge of substance abuse is a real threat to the sustainable livelihoods of communities and has the potential to undermine developmental efforts that are articulated in the Growth and Development Strategy of the Northern Cape, which has as its vision “building a prosperous, sustainable, growing provincial economy to reduce poverty and improve social development”. Substance abuse is the leading cause of crime and contributes to poverty, dysfunctional families and communities, the burden of disease, injury and premature death.

Programme Director, the National Youth Risk Behaviour Survey (2008), found that the Northern had the highest prevalence of learners who used dagga before the age of 13 (9.2%) compared to the Free State (3.2%) and the North West which had the lowest against the national average of 5.2%.

It also had the highest prevalence of learners having used dagga on school property. It also reported that the Northern Cape had the highest prevalence of learners who have used cocaine.

The Northern Cape had the highest prevalence of learners that have used club drugs (12%). Surprisingly, it is also found that the Northern Cape had the highest prevalence of learners (10.5%) who have used ‘Tik’; the national average is 6.6%.

It is evident, Programme Director, that the problem in the province has reached critical proportions, with studies showing a very high incidence of this scourge and the devastating impact it has on all sectors of society, particularly young people. The substance abuse prevention strategy is the response to a clarion call by the Provincial Government to adopt an integrated and holistic approach, by bringing together all sectors of society, to combat substance abuse and its associated social risks and consequences, in order to build safer and healthier communities and to improve the quality of life of its people.

Furthermore Ladies and Gentlemen, the main aim of the substance abuse prevention strategy in the Northern Cape is to:

  • Use supply reduction measures to curb the production, manufacturing and distribution of drugs, thereby promoting safe and drug free communities
  • To reduce the demand for substances through prevention and early intervention programmes, with a view to discouraging the use and abuse of alcohol and other drugs and promoting healthy lifestyles
  • To reduce the harm associated with substance abuse and to mitigate its health and psychosocial impact by providing holistic treatment services for affected individuals and families

Through this strategy, we seek to intensify efforts to combat alcohol and substance abuse and we have therefore declared an all out war on substance abuse, especially against the drug lords who supply these illegal substances. As the Provincial Government, in partnership with law enforcement agencies and law-abiding citizens, we assure the Northern Cape community that these drug lords and their pushers, will be dealt with within the confines of the law.  They will certainly have no room to hide.

Ladies and Gentlemen, all these efforts are at the heart of building a caring, people centred society and promoting healthy living standards, especially for our youth.

Working together with all the sectors of our society, we will build a collective consensus of zero drug tolerance. I thank you

A mum who was allegedly raped by multiple strangers after being drugged by her own husband today faced them all in a packed court room .

Gisèle Pélicot, a 72-year-old French woman, waived her legal right to anonymity on Monday at the opening of the trial of Dominique Pélicot, 71, and 51 other men.

All are accused of aggravated rape in a trial at the Vaucluse Criminal Court, in Avignon, which is due to last for four months. Twenty of them, including Pélicot, are in custody, while the others remain on bail.

Asked to confirm his name and address at the start of proceedings, Pélicot said: "My home is prison, you know it". Ms Pélicot, a mother-of-three, was supported by her adult children as she stood in the public gallery, listening to evidence.

The family home, in nearby Mazan, allegedly became a crime scene over almost a decade, when streams of men were invited to attack Ms Pélicot. Her husband is said to have used an online platform called coco.fr to contact them between 2011 and 2020.

Detectives have listed a total of 92 rapes committed by 72 men, 51 of whom have been identified.They are all being tried alongside Mr Pélicot , a former employee at French utility company, EDF.

In evidence from previous hearings, he said all the men who slept with his wife ‘knew she was drugged’ without her knowledge. Pélicot said ‘all had free will’ and ‘could have left the premises’ at any time.

Presiding Judge Roger Arata announced first thing on Monday morning that Ms Pélicot would be granted her wish for ‘full publicity’ until the end of the trial.

"Proceedings will be public," said the judge, who is president of a bench composed of five professional magistrates. Ms Pélicot’s lawyer, Antoine Camus, said: "She could have opted for a closed trial, but that’s what her attackers would have wanted."

Despite this, it would be a ‘horrible ordeal,’ said Mr Camus, adding: ‘For the first time, she will have to live through the rapes that she endured over ten years.

The Pélicots shared a large family house and – outwardly – were highly respectable pensioners with family members who visited regularly. Neighbours spoke about them as ‘lovely people’ who held parties around their swimming pool, in a well-kept garden, according to court evidence.

In fact, Pélicot was allegedly a serial rapist who moved his family from greater Paris in 1991, and later allegedly set up the sex ring. It involved advertising on a site for ‘partners’ on an online forum called ‘Without Her Knowing’.

Participants would discuss performing acts on unwitting partners, and then film their depravity, before storing the videos on a USB drive dubbed ‘Abuses’. In Pélicot’s case, the data eventually fell into the hand of police, who confirmed it enabled them to identify the 92 cases of rape. Of the 83 men involved, 51 aged between 26 and 73 were identified and arrested by the police.

Pélicot is said to have sedated his wife by putting tablets of a powerful anxiolytic drug into her evening dinner. He then invited strangers from the online forum into the couple's bedroom, so that his wife could be raped while unconscious. All were told to wash their hands, and not to wear aftershave, so she would not sense they were strangers.

Investigators only learned about the horror in 2020, when Pélicot was arrested in a supermarket in Carpentras for filming up the skirts of other customers.

When police searched his camera phone, and equipment kept at his home, they found all of the abuse images. Alleged rapists involved in the case include civil servants, ambulance workers, soldiers, prison guards, nurses, a journalist, a municipal councillor, and truck drivers.

A fireman accused of raping Ms Pélicot wore his uniform during the attack, one video shows. The fireman's computer contained 728 images of children being sexually abused, say prosecutors.

Some of his accomplices claimed they had no idea the sex was not consensual while one denied it was rape, saying: "It's his wife, he does what he likes with her." The trial continues, and is due to last until December 21.
