Rapid environmental changes in information technology and increasing global competition have forced managers to rethink the ways they plan and manage their business. Devising a systematic approach to analysing their business has become imperative. Strategic management has wide application and has moved beyond the private sector, including government agencies, hospitals, educational institutions and not-for-profit organizations. The evolution of strategic management has no long history. There are usually three types of strategy: corporate strategy, business strategy, and functional strategy. Strategic management process comprises several steps, one of which is strategic planning, which facilitates formulation and implementation of strategy. There is a successful practice of strategic planning in public and private organizations, which have positive results for organizational performance. However, strategic planning has been criticized for being overly-rational and not always being practical and effective. Although participatory strategic planning seems to be less important to improve organizational performance, it is hard to imagine a non-participatory strategic planning process in the current new public governance era. Participatory strategic planning must be viewed as moderating effects and/or factors rather having a direct impact on organizational performance. Execution of strategic plans with balanced skills-task and people-can result in high organizational performance.

The present study adopts a quantitative research design in its quest to achieve a credible study. As such, the questionnaire was developed and used to elicit the respondents’ opinions on the effects of strategy formulation on the UAE public sector performance. 403 usable responses were analyzed using the statistical package for social sciences (SPSS) and pls (partial least squares) sem-vb (structural equation modeling-variance based) was employed to assess the research model. Non-probability sampling technique was adopted to gather the required quantitative data. Based on the findings in relation to this objective, the study concluded that the results indicated that strategy implementation (strategy, structure, and human resources) has a significant and positive impact on organizational performance and has explained 19.3% of the variance in organizational performance. Results would give insights for the public sector in the UAE specifically in the judicial departments in Abu Dhabi.
