What Does the Research Say About Public Safety and Criminal Justice Reform?

As a spike in homicides triggers a political backlash, top experts identify how an inefficient and ineffective justice system fails to promote public safety.

In 2020 , a record spike in homicides struck cities from coast to coast, big and small, red and blue. While preliminary official 2021 crime counts suggest the rate of increase has slowed , homicides still sit at elevated levels, and public safety has become a top concern for voters leading into the 2022 midterm elections.

Experts have posited various potential explanations for this sudden shift in homicide trends: the increased number of guns on the street; economic and social disruptions caused by the COVID- 19 pandemic; lack of trust in and cooperation with the justice system that sharpened following the murder of George Floyd and the resulting protests and calls for racial justice in summer 2020 . Meanwhile, partisan politicians and pundits continue to insist, despite research and common sense showing otherwise, that local criminal justice reforms are responsible for this nationwide trend. Firm explanations for the causes for the crime spike are premature and challenging due to data limitations , which undoubtedly complicates the efforts of policymakers who need to take quick action to address violence. 

As a philanthropy dedicated to improving lives by driving sustainable change to the justice system, the spike in homicides and the resulting political pushback by some against criminal justice reform led Arnold Ventures to reflect on the relationship between community safety and justice reform . Arnold Ventures’ programmatic work, from policing to pretrial justice to corrections, is built on the idea that reform and safety are not opposite ends of a spectrum, but can operate in tandem. 

That is why we turned to the experts to help us understand what the evidence says about the relationship between community safety, the justice system, and reform. We collaborated with eight scholars who have deep substantive and methodological expertise in their respective issue areas, and asked that they write discussion papers looking at the state of research around specific aspects of the criminal justice system. These papers each respond to two broad prompts. 

First, how does a particular aspect of the justice system advance or undermine community safety? 

Second, what is your summary or assessment of the evidence, and are there remaining research questions that need to be answered? 

The following six papers are the scholars’ independent and thoughtful reviews of the available evidence in response to those prompts: 

  • Dr. Shani Buggs (University of California, Davis) discusses how sustained reductions in violence require investing in the people and neighborhoods most impacted by violence through adequately funded community-based violence intervention efforts.  Read the paper:  Community-Based Violence Interruption &  Public Safety
  • Dr. Aaron Chalfin (University of Pennsylvania) discusses how investments in law enforcement are a scalable and effective strategy to maintain public safety, particularly when their efforts are focused on the places and people at the highest risk of violent crime.  Read the paper:  Policing &  Public Safety
  • Dr. Sandra Susan Smith (Harvard University)  discusses how the costs of pretrial detention far outweigh its benefits for the vast majority of people brought into the system because of the extensive harms done to people detained, their families, and the communities in which they live.   • Dr. Jennifer Doleac (Texas A & M University) and Dr. Michael LaForest (Penn State University) discuss the limited empirical evidence of the effect of community supervision (probation and parole) policy and practice on community safety despite the scale of its use as a sanction for criminal behavior and alternative to incarceration.  Read the paper:  Community Supervision &  Public Safety
  • Dr. Daniel Nagin (Carnegie Mellon University) discusses how the current incarceration practices in the United States, particularly multi-decade sentences, are an inefficient use of public resources and are not shown by evidence to have a deterrent effect on crime.  Read the paper:  Incarceration &  Public Safety
  • Dr. Megan Denver and Ms. Abigail Ballou (Northeastern University) discuss how widespread post-conviction sanctions, restrictions, and disqualifications for individuals with criminal records and histories of justice system involvement can interact and accumulate in ways that are counterproductive to safety.  Read the paper:  Collateral Consequences &  Public Safety

These papers make a significant contribution to the public conversation as individual products, but they can also be read together as concluding: The evidence suggests there are real public safety benefits associated with the functions of the justice system. At the same time, some of the current practices remain inefficient, produce serious harms, and operate in ways that are counterproductive to community safety .

Reform efforts should be aimed at the specific practices and policies that fail to accomplish their stated goals, inflict unnecessary harm, and impose costs that outweigh the purported benefits. These financial, individual, and social costs aren’t limited to those who are arrested, prosecuted, detained, and incarcerated. Families, friends, communities, and the broader public all pay a price. 

It is also worth noting that policymakers and the public alike are waking up to the reality that, even during recent periods of historically low violent crime, gun violence and homicides have been concentrated in economically disadvantaged Black and Brown neighborhoods, and among young Black and Brown men. 1 2 3 4  For decades, the government has failed to provide the support and investment these neighborhoods need to be safe and thrive. In these communities, relationships with police and the justice system have been defined by a history of marginalization, coercion, and control and a lack of mutual trust and cooperation. 5 6 7

It is becoming increasingly clear that overreliance on punitive measures — like arrests, detention, and incarceration — not only have a disproportionate impact on poor Black and Brown communities, but are also insufficient to support lasting improvements to public safety. Experts and activists are working to craft and implement new ways to build sustainably safe neighborhoods by coupling community investments with a  system response .

At the same time, as these scholars discuss in their papers, significant gaps exist in our understanding of the efficacy of alternatives to the criminal justice system status quo. Consistent with our mission to maximize opportunity and minimize injustice — and encouraged by these compelling papers — Arnold Ventures will continue to build the evidence and test innovations on advancing safety and justice reform and use the best available evidence to drive public conversation and craft policy that can improve people’s lives.

I believe there is a dire need to consider society’s wellness, and thus, my desire to be a pillar of change inspired me to pursue a bachelor’s degree, majoring in public safety. Generally, public safety revolves around the diverse needs of individuals, societies, and the entire country. Local organizations collaborate with the police to include public safety into the mix of aspects addressed in the inclusive community development initiatives. Essentially, public safety’s primary objective is to protect citizens from disasters, crimes, and other potential threats, which could harm them or adversely affect their way of life.

Public safety helps to build strong, vibrant, cohesive, and participatory communities in a country. When citizens elect their government, they believe that its priority is to protect them. As a result, they engage in riots or rebellions when they feel neglected. Strengthening public safety helps people live peacefully and execute their daily activities without unnecessary anxieties. Therefore, public safety allows individuals to have the freedom to express themselves in various spheres of life, thus ensuring vibrant and unified communities, which promote peace across the entire nation.

In addition, public safety promotes collaborative activities between the government and its citizens. Government agencies and residents can deliberate on various mechanisms of improving their communities while addressing security and safety threats, such as cybercrimes, terrorism, thefts, and civil wars. Unfortunately, in areas characterized by crimes, people are often angry and resistant to government directives, thus weakening the development agendas. However, in a safe society, residents are often at the forefront to assist either the state or federal government in fulfilling its goals. I work as a legal assistant in the federal government, and I have witnessed the public safety topic helping in initiating constructive deliberations with locals towards addressing persisting problems, mainly in the criminal justice system.

Public safety also remains indispensable in promoting the economic growth of a country. For instance, such a country as the United States has enjoyed peace for an extended period. As a result, investors are inspired to establish their companies due to low security or safety threats to their properties. Other countries, such as Canada and Malaysia, have also experienced increasing economic growth due to practical safety measures, which ensure their populations’ full participation in building their economies. Consequently, public safety creates a favorable business environment, inspiring business people, both local and international, to invest, contributing to economic growth and development.

Public safety is an essential educational program because it helps create awareness of the dire need to embrace peaceful coexistence. It helps reflect on the diverse needs of the communities and entire country, thus encouraging citizens’ participation in the development agendas and other government initiatives aimed at reinforcing unity across the nation. Therefore, federal and state governments should strengthen public safety because it determines the nation’s social, political, and economic trend.

Our Fragmented Approach to Public Safety

This Essay explores the ways in which the division of funding and responsibility for various social services across local, state, and federal governments disincentivizes sound approaches to societal problems—particularly when it comes to addressing the needs of the unhoused. Whereas local governments primarily are responsible for funding and directing the police, most other services, including housing, healthcare, and substance abuse treatment, are funded and overseen by other government units. This Essay demonstrates how this fragmentation of authority has contributed to society’s overreliance on policing and criminal punishment in addressing the problem of homelessness. First, because fiscal responsibility for various government services is distributed across the various levels of government, no one government unit may have the financial incentive to depart from the more punitive status quo. Second, fragmentation creates a familiar sort of collective action problem: Unless all of the municipalities in a particular region step up to do their part, the few who do may find themselves carrying the burden for the region as a whole. Finally, even if all of the actors at various levels of government were equally invested in pursuing a more humane and cost-effective approach, fragmentation makes it more difficult to mount a coordinated response to problems that invariably spill over across jurisdictions and policy domains. This Essay concludes by pointing out that fragmentation may, if anything, be of still greater concern when it comes to the broader project of reimagining public safety and redefining the role of the police.

Introduction

Public safety is a significant part of every society life. To be happy, people need to feel safe. Moreover, safety s one of the stages in the Maslow’s hierarchy of needs. On the contrary, every individual has rights. I some cases, public safety and individual rights conflict with each other. This essay is aimed at researching the issue of relations between public safety and individual rights. The essay will be divided into four parts. In the first part, I will research the issue of statutory authorities and responsibilities of government officials, security personnel, and private citizens. The second part will be devoted to the issue of practices or laws relating to search, seizure, and surveillance by police, corrections, security personnel, and private citizens. In the third part of the essay, I will compare the laws relating to the use of force by police, corrections, and private security. The last part of the essay will be devoted to the issue of individual privacy rights and laws relating to policy, practice, and procedures. The last part of the essay will be devoted to my personal opinion on this issue.

Statutory authorities and responsibilities

Government officials, as well as security personnel should do their best to protect people from any harm. Public safety is a part of national secure presented in the form of protecting citizens from home and foreign dangers. Public safety is provided by laws and regulations. However, the danger is that some government officials, security personnel, as well as private citizens tend to violate their responsibilities, which can cause harm to anyone. Every government official, as well as the representative of security personnel should follow all the rules and regulations. The first task of security personnel is to protect citizens from any harm. A harm in this case means any action that may lead to unwanted consequences; in most cases, misdemeanors and felonies lead to such consequences. Moreover, government officials observe how citizens obey the law. On the other hand, citizens have statutory authorities and responsibilities, as well. The most significant obligation is to obey all the country’s laws and regulation. Moreover, every citizen should obey all the police regulations, authority orders and so on. However, I should say that in some cases, citizens’ obligations are too strict. The point is that sometimes police authorities tend to abuse their power.

Search, seizure, surveillance by police, corrections, security personnel, and private citizens

The fourth Amendment of the Constitution of the United States of America proclaim that “The right of the people to be secure in their persons, houses, papers, and effects, against unreasonable searches and seizures, shall not be violated, and no Warrants shall issue, but upon probable cause, supported by Oath or affirmation, and particularly describing the place to be searched, and the persons or things to be seized.” Amendment prohibits arbitrary searches and arrests , and also requires that arrest warrants had been authorized by the base and the court. The amendment also says that the warrant should be clearly stated that it is the object of the search , and any other objects found by conducting a search , even if illegal , can not be removed and attached to the case . Right of people to protect their persons, houses , papers, and effects, against unreasonable searches and seizures, shall not be infringed . No Warrants shall issue , but upon probable cause, supported by oath or affirmation, in this order must contain a detailed description of the place to be searched, the persons or things to be seized. Amendment prohibits arbitrary searches and arrests , and also requires that arrest warrants had been authorized by the base and the court. The amendment also says that the warrant should be clearly stated that it is the object of the search , and any other objects found by conducting a search , even if illegal , can not be removed and attached to the case. There have been many cases when the fourth Amendment was violated. In some cases, police officers tend to search and seizure people with doubtful appearance. The raising amount of drug selling and keeping cases gave the police officers a nice excuse for illegal searches. However, in such cases they violate the fourth Amendment. There is an unpleasant choice: to protect citizens’ security or to violate the main law of the country. Some police officers tend to violate the Constitution of the United States of America; some of them tend to ignore suspicious individuals. In my opinion, every police officer should have strong background to violate the fourth Amendment. Hence, to conduct searches police officers should have warrants. Surveillance is a rather difficult issue. There is no single opinion regarding it. Edward Snowden has become the person number one in the modern justice system. Edward Snowden is an American technical assistant , a former CIA and U.S. National Security Agency . In early June 2013 Snowden gave newspapers The Guardian and The Washington Post NSA secret information concerning total surveillance of U.S. intelligence for information communications between citizens of many countries around the world, using existing information and communication networks , including information about the project PRISM, and also X-Keyscore and Tempora. According to the Pentagon report closed , Snowden stole 1.7 million secret files , most of the documents for the " vital operations of the U.S. Army , Navy , Marines and Air Force ." In this regard, the United States June 14, 2013 Snowden absentia were charged with espionage and stolen government property. U.S. authorities announced an international search. Snowden revelations triggered a heated debate ( both in the U.S. and in other countries) on the admissibility of mass covert surveillance , within state secrets and the balance between the protection of personal data and national security in the post- September 11, 2001. Such action taken by the government of the United States of America prove that Edward Snowden stole only a small part of information. On the one hand, surveillance is the violation of human rights, as well as the violation of the Constitution of the United States of America. On the other hand, such measures can help to prevent terroristic acts in the country.

Laws relating to use of force by police, corrections and private security

“Law enforcement officers are authorized to use force in specified circumstances, are trained in the use of force, and typically face numerous circumstances during their careers when use of force is appropriate — for example, in making some arrests, restraining unruly combatants, or controlling a disruptive demonstration.” (Reno, 1999) The point is that most people have fear to address to police department and file a case against such police officers. They think that other police officers will refuse to take a complaint, because they will try to protect their comrades. The constitution of the United States of America states that every individual has the right to be protected by law. If someone abuses one’s power, he or she should be punished. The police authority abuse does not mean only taking bribes or covering criminals. According to the National Police Misconduct Statistics and Reporting project report, there are many cases, such as drugs or closing an investigation, when police officers may abuse their power. (Packman., 2010) Laws relating to use of force by the police are rather controversial. On the one hand, a police officer is allowed to search and seizure any suspicious person. Moreover, laws allow police to use force in case of resisting an officer. However, as it has been already mentioned above, some police officers tend to overuse their authorities. Corrections tend to overuse authorities, as well. Officers in jails tend to physically harm prisoners. There are no laws regulating superintendent’s power use. Every jail superintendent is enforced by law to use physical power in case of escape, for self-defense or to prevent a rebel among prisoners. Although, there are regulations, that prohibit jail superintendents to overuse physical force, not every superintendent follows them. The point is that in some case it is rather difficult to distinguish when a superintendent overused physical power or a prisoner was too aggressive.

Individual privacy rights and laws relating to policy, practice, and procedures

Individual privacy rights were stated and outlined for the first time in the Privacy Act 1988. The point is that the Act outlined the main principles of personal security: “you must be told why your personal information is being collected and whether it can be given to anyone else; your personal information can only be collected for a lawful purpose; you have the right to see what information is held about you and have it corrected if it is incorrect, out of date or incomplete (the Freedom of Information Act 1982 also covers this); you have the right to have your personal information stored securely and protected from unauthorized access or misuse; you have the right to know how your personal information will be used; if you believe your privacy has been infringed you can make a complaint to the department” (Privacy Act, 1988) However, the point is that nowadays not all principles are followed. It has been already mentioned that the Agency of National Security has created special surveillance programs. Hence, such programs violate not only the Constitution of the United States of America, but the Privacy Act, as well. To disclose such information, authorities should get either permission from information owner or a warrant. However, such law is not always observed.

Personal opinion

Scientist do not have a single opinion on this issue. My thought are controversial, as well. On the one hand, every citizen understands the importance of such programs as PRISM. They help avoid terroristic acts, as well as more horrible crimes against humanity. On the other hand, the ANS has information on every citizen in the world. Private information is called private, because people do not want to share it. Moreover, such information can be a dangerous weapon in hands of criminals. I should admit that one of the kinds of overusing the power by policemen is blackmailing. The point is that a police officer has access to confidential information. In some cases, such information can be used against citizens. Hence, the government of the United States of America and authorities of the Agency of National Security should realize that information can be dangerous in some cases. There is no single solution of this problem. I have already mentioned that surveillance is the violation of the United States of America Constitution, as well as the Privacy Act. However, such programs as PRISM should not be canceled, because they have saved many lives. I suggest that the Agency of National Security should monitor only suspicious people.

This essay was aimed at researching the issue of relations between public safety and individual rights. This issue if rather controversial, and there is no single opinion about it. On the one hand, citizens should feel safe in the country. On the other hand, some measures of achieving this goal violate the Constitution of the United States of America. In this essay, I have researched the issue from different points of view, and come to the conclusion that sides should arrive at agreement. In my opinion, the ANS should reduce the number of people observed. I suggested to observe only those who are suspicious. Moreover, such programs as PRISM should become more secret, so no one has access to such data. I have already suggested that police officers can violate their rights and overuse not only physical power, but means of getting information they have. Citizens of every country should feel safe, but should not sacrifice their personal life.

A new initiative gives young people a voice in shaping public safety

It’s not just the absence of crime that impacts the way youth are able to live their lives—it’s the presence of safety. A new set of indicators co-developed by researchers at the Government Performance Lab are designed to help a community get there.

It’s now commonplace for communities to measure crime and violence data. Communities also often capture resident perspectives and concerns on public safety. The problem is that those two sets of data rarely speak to each other.

This means that the “needs of the communities with the most at stake—those that are subject to high levels of violence and policing, especially Black and disinvested communities, are not sufficiently represented in the real-time public safety decision-making process,” according to a new report by the Government Performance Lab at Harvard Kennedy School. To put it another way, the absence of violence is not necessarily the presence of safety. The specter of violence may follow young people in certain communities and impact such simple decisions as when to leave their homes or where to sit on public transport.

As part of an ongoing collaboration with the City of Saint Paul, Minnesota, the Government Performance Lab (GPL) , housed at the Taubman Center for State and Local Government, worked with a youth-led organization, World Youth Connect, to conduct interviews and focus groups with 50 young people in the area. They focused on youths based on recommendations from a local Community-First Public Safety Commission to prioritize youth safety.

As a result, they developed a set of measurable indicators that city leaders can test to see whether their actions are contributing to people feeling safer in their community. These indicators are intended to help local public safety agencies and leaders evaluate the ability of young people in these areas to live without being on constant alert for possible danger. The indicators include simple tasks and activities, such as playing outside, visiting neighborhood stores, or using the main commuter train link to the city center.

“The data we've collected is a powerful reflection of Saint Paul youths' perspectives, opinions, and lived experiences around this complex conversation of violence and safety,” said Damonique Sonnier, a GPL Government Innovation Fellow who launched the research with Saint Paul stakeholders. “We found that the presence of violence restricted and deeply affected their behaviors; youth often shared what they are unable to do, rather than what they can do, in their communities. We developed these ‘aspirational’ safety indicators, rooted in youth lived experience, to signal clearly to the local government what truly matters to local youths and what needs to change to create a safer community.”

The City of Saint Paul is exploring ways to implement and test the use of these indicators. Additionally, the researchers believe their research aligns enough with needs articulated by other cities that their novel methods of surveying affected populations can also potentially be adapted and tested elsewhere.

“We developed these ‘aspirational’ safety indicators, rooted in youth lived experience, to signal clearly to the local government what truly matters to local youths and what needs to change to create a safer community.”

The research consisted of interviews and focus groups with 50 young people in Saint Paul who self-identified as “highly impacted by violence”—90% were exposed to a violent incident, 48% had a close friend or relative die from violence, and 44% had a relative incarcerated due to violence.

The respondents were aged 13-24; 58% were Black, 22% were Asian, and the rest belonged to other race and ethnic categories; 56% identified as male, 40% as female, and 4% as non-binary. They were interviewed between August and October 2023.

In a first phase, participants were asked open-ended questions about their experiences with safety, such as “Tell me about your neighborhood” or “Tell me about a recent time you felt unsafe,” according to the report. In a second phase, participants were provided with a list of activities and asked to rank them based on the likelihood that they would engage in them if they lived in a safer neighborhood and were asked what they would do with their friend if they lived in a safer neighborhood.

Excerpts from the interviews indicate how commonplace exposure to violence or other risky behavior, such as drug use, is for many young people, and how accustomed they have become to working around such behaviors.

“It used to be so normalized for me that I literally knew and still know exactly what days I expect violence to take place on, which is Tuesdays and Thursdays,” one 22-year-old respondent told researchers about violent crime in their neighborhood. “It’s become such a heavy thing that ... if it doesn’t happen, that’s weird.”

One frequent user of the Green Line, a light rail in Saint Paul, said that about half the time they would get off at stops and move to a different train car due to drug use. Others described strategically picking their car and seat to avoid dangerous situations.

And one 20-year-old respondent described how even a visit to a social media app would be a reminder of the violence in their neighborhoods. “Every time I opened Instagram, somebody else passed away. ... I just wanted to look at a funny video and laugh,” they said.

Researchers used the survey to compile eight indicators, related to safety in neighborhoods and public transport.

The indicators are:

  • Play outside, including biking, running, or taking walks.
  • Move freely without worry, including visiting nearby stores.
  • Socialize with others, including hanging out with family and friends.
  • Attend social gatherings, such as fairs or cultural events.
  • Go outside at night, including visits to a park or grocery store.
  • Ride the train, including to get to work and visit friends.
  • Sit in the preferred train car and seat.
  • Remain in the same train car for the duration of the ride.

The researchers also included examples of metrics that the municipality could use to see how they are performing in the various indicators. For example, the participation of young people in outdoor sports or recreational activities, collected from rosters or attendance data; and the number of young people riding the train outside of school hours, as measured from swipes of youth metro cards.

The GPL was assisted in its work by a council of five members of World Youth Connect, who co-designed the research approach, helped recruit participants, and facilitated interviews. “I hope that it’s safer, and I hope that people that are higher up than us can see the report or the data that we collected. I hope that they see this, and they make a change, ... just make a new law or something that will keep us safe, especially the youth,” said Mae, a 19-year-old resident of St. Paul and a World Youth Connect member.

The world’s largest experiment in driverless cars is underway on the busy streets of Wuhan, a city in central China with 11 million people, 4.5 million cars, eight-lane expressways and towering bridges over the muddy waters of the Yangtze River.

A fleet of 500 taxis navigated by computers, often with no safety drivers in them for backup, buzz around. The company that operates them, the tech giant Baidu, said last month that it would add a further 1,000 of the so-called robot taxis in Wuhan.

Across China, 16 or more cities have allowed companies to test driverless vehicles on public roads, and at least 19 Chinese automakers and their suppliers are competing to establish global leadership in the field. No other country is moving as aggressively.

The government is providing the companies significant help. In addition to cities designating on-road testing areas for robot taxis, censors are limiting online discussion of safety incidents and crashes to restrain public fears about the nascent technology.

Surveys by J.D. Power, an automotive consulting firm, found that Chinese drivers are more willing than Americans to trust computers to guide their cars.

“I think there’s no need to worry too much about safety — it must have passed safety approval,” said Zhang Ming, the owner of a small grocery store near Wuhan’s Qingchuan Pavilion, where many Baidu robot taxis stop.

C AN PRIVATE companies pushing forward the frontier of a revolutionary new technology be expected to operate in the interests of both their shareholders and the wider world? When we were recruited to the board of OpenAI—Tasha in 2018 and Helen in 2021—we were cautiously optimistic that the company’s innovative approach to self-governance could offer a blueprint for responsible AI development. But based on our experience, we believe that self-governance cannot reliably withstand the pressure of profit incentives. With AI ’s enormous potential for both positive and negative impact, it’s not sufficient to assume that such incentives will always be aligned with the public good. For the rise of AI to benefit everyone, governments must begin building effective regulatory frameworks now.

If any company could have successfully governed itself while safely and ethically developing advanced AI systems, it would have been OpenAI . The organisation was originally established as a non-profit with a laudable mission: to ensure that AGI , or artificial general intelligence— AI systems that are generally smarter than humans—would benefit “all of humanity”. Later, a for-profit subsidiary was created to raise the necessary capital, but the non-profit stayed in charge. The stated purpose of this unusual structure was to protect the company’s ability to stick to its original mission, and the board’s mandate was to uphold that mission. It was unprecedented, but it seemed worth trying. Unfortunately it didn’t work.

Last November, in an effort to salvage this self-regulatory structure, the OpenAI board dismissed its CEO , Sam Altman. The board’s ability to uphold the company’s mission had become increasingly constrained due to long-standing patterns of behaviour exhibited by Mr Altman, which, among other things, we believe undermined the board’s oversight of key decisions and internal safety protocols. Multiple senior leaders had privately shared grave concerns with the board, saying they believed that Mr Altman cultivated “a toxic culture of lying” and engaged in “behaviour [that] can be characterised as psychological abuse”. According to OpenAI, an internal investigation found that the board had “acted within its broad discretion” to dismiss Mr Altman, but also concluded that his conduct did not “mandate removal”. OpenAI relayed few specifics justifying this conclusion, and it did not make the investigation report available to employees, the press or the public.

The question of whether such behaviour should generally “mandate removal” of a CEO is a discussion for another time. But in OpenAI’s specific case, given the board’s duty to provide independent oversight and protect the company’s public-interest mission, we stand by the board’s action to dismiss Mr Altman. We also feel that developments since he returned to the company—including his reinstatement to the board and the departure of senior safety-focused talent—bode ill for the OpenAI experiment in self-governance.

Our particular story offers the broader lesson that society must not let the roll-out of AI be controlled solely by private tech companies. Certainly, there are numerous genuine efforts in the private sector to guide the development of this technology responsibly, and we applaud those efforts. But even with the best of intentions, without external oversight, this kind of self-regulation will end up unenforceable, especially under the pressure of immense profit incentives. Governments must play an active role.

And yet, in recent months, a rising chorus of voices—from Washington lawmakers to Silicon Valley investors—has advocated minimal government regulation of AI . Often, they draw parallels with the laissez-faire approach to the internet in the 1990s and the economic growth it spurred. However, this analogy is misleading.

Inside AI companies, and throughout the larger community of researchers and engineers in the field, the high stakes—and large risks—of developing increasingly advanced AI are widely acknowledged. In Mr Altman’s own words, “Successfully transitioning to a world with superintelligence is perhaps the most important—and hopeful, and scary—project in human history.” The level of concern expressed by many top AI scientists about the technology they themselves are building is well documented and very different from the optimistic attitudes of the programmers and network engineers who developed the early internet.

It is also far from clear that light-touch regulation of the internet has been an unalloyed good for society. Certainly, many successful tech businesses—and their investors—have benefited enormously from the lack of constraints on commerce online. It is less obvious that societies have struck the right balance when it comes to regulating to curb misinformation and disinformation on social media, child exploitation and human trafficking, and a growing youth mental-health crisis.

Goods, infrastructure and society are improved by regulation. It’s because of regulation that cars have seat belts and airbags, that we don’t worry about contaminated milk and that buildings are constructed to be accessible to all. Judicious regulation could ensure the benefits of AI are realised responsibly and more broadly. A good place to start would be policies that give governments more visibility into how the cutting edge of AI is progressing, such as transparency requirements and incident-tracking.

Of course, there are pitfalls to regulation, and these must be managed. Poorly designed regulation can place a disproportionate burden on smaller companies, stifling competition and innovation. It is crucial that policymakers act independently of leading AI companies when developing new rules. They must be vigilant against loopholes, regulatory “moats” that shield early movers from competition, and the potential for regulatory capture. Indeed, Mr Altman’s own calls for AI regulation must be understood in the context of these pitfalls as having potentially self-serving ends. An appropriate regulatory framework will require agile adjustments, keeping pace with the world’s expanding grasp of AI ’s capabilities.

Ultimately, we believe in AI ’s potential to boost human productivity and well-being in ways never before seen. But the path to that better future is not without peril. OpenAI was founded as a bold experiment to develop increasingly capable AI while prioritising the public good over profits. Our experience is that even with every advantage, self-governance mechanisms like those employed by OpenAI will not suffice. It is, therefore, essential that the public sector be closely involved in the development of the technology. Now is the time for governmental bodies around the world to assert themselves. Only through a healthy balance of market forces and prudent regulation can we reliably ensure that AI ’s evolution truly benefits all of humanity. ■

Public Works Gives Service a Good Name

Providing the necessary services to keep the city’s wheels turning is no small feat — and it’s a duty that San Marino’s Parks and Public Works Department digs into with pride.

On May 22, in celebration of National Public Works Week, the department pulled out all the stops for its inaugural open house at Lacy Park. The spring day turned into a sunny backdrop of children happily donning orange safety vests and yellow hard hats to climb aboard public works vehicles like a tractor and garbage truck.

The event allowed community members of all ages to put a face to the dedicated city personnel that take on maintaining and servicing San Marino on a daily basis, including the city partners and vendors who came out to help educate the public.

The Parks and Public Works Department is responsible for the maintenance, repair, design and construction of the city’s infrastructure apart from water.

Mariposa Tree Service Inc., a contractor that partners with the city, demonstrated how their workers rig themselves up in the trees to trim them. Children were able to put on a harness and be lifted up to the extending canopy of branches.

A vehicle and equipment showcase proved to be a favorite among attendees. The city’s lawnmowers, backhoes, loaders, lift trucks and more were on display for up-close inspection.

Parks and Public Works Director Amber Shah said she was overjoyed to see the department’s first-ever open house come to fruition.

“I’m incredibly proud of our team and happy to share the excitement with staff,” Shah said. “Public works is one of those jobs that are thankless, because what we do happens behind the scenes.”

Though her team is only made up of 16 members, Shah said at the end of the day, their contributions are crucial to the function of San Marino.

“I know I can count on every single team member,” Shah said. “They represent the city so well, and they love the community.”

Brandon Boyd, a maintenance worker for the department, said bringing his family to the open house is a memory that he will always cherish.

“Every day it’s hard to get up and go to work and be away from my family, but to share a part of my life with them that they don’t usually get to see is really an amazing moment,” said Boyd, adding that watching his son enjoy being on a tractor, a piece of equipment he regularly uses on the job, was special to witness.

Parks and Public Works Manager Chris Gutierrez said the open house offered staff an outing that was a departure from their day-to-day operations.

“The team we have is incredible, and for people to come out to see and appreciate what we’re doing out here is great,” Gutierrez said. “A day like this is what we work for. This is our reward.”

One aspect of the event Shah said she was especially keen to introduce to guests was the progress the department has made so far in transitioning to “go green.” In the next two to three years, Shah hopes the city will be fully electric to improve air quality, noise reduction and reap the benefits that come with going electric.

City Manager Philippe Eskandar said he’s proud of the effort that was put in by the 16-member public works team to make the open house a success.

“We have a small but mighty public works team, and our public works director and city engineer, Amber Shah, is amazing at empowering her troop to do this kind of event,” Eskandar said.

The safety vests, hard hats and snacks were donated by Public Safety Commissioner Charles Martinson, who serves as chair of the group.

“I could not be more proud to be a part of a community where the staff is doing the good work, and the residents are trying to contribute and build on the staff’s work,” Eskandar said. “It’s really humbling, and I love to see it.”

Eskandar motivates all residents to engage with department staff when they are out and about in the city.

“Anytime you see staff on the street, don’t hesitate to ask them what they’re doing,” he said. “They love to talk to people about what they’re doing and why they are doing it. So, for us, the more we can educate the public on what we’re doing, it pays dividends in community trust and building a rapport. One thing I would encourage folks to do is get out there and meet our staff and learn about what we’re doing. And while this event is once a year, we are out there 365 days a year.”

Downtown NASCAR event expected to impact traffic, public transportation

  The city of Chicago will host a NASCAR race called the  NASCAR Chicago Street Race Weekend  on July 6 and July 7 in Grant Park downtown.

Although the race should cause minimal direct impacts near the University of Chicago's main campus in Hyde Park, significant street closures downtown and changes to public transportation schedules could slow down transportation to many parts of the city, including our campus and nearby areas.

Street closures will begin downtown the week of June 10 and run through July 18.

One of the largest changes for UChicago commuters will be DuSable Lake Shore Drive closing entirely to southbound traffic from Randolph Street through McFetridge Drive, starting July 5 through July 9. DuSable Lake Shore Drive will be closed to northbound traffic on July 5 and is expected to reopen on July 8. These closures will likely cause slowdowns and delays on alternate routes as well.

The race will affect the Downtown Campus Connector shuttle, which will be rerouted at its normal stop on Michigan Avenue and Roosevelt Road beginning Monday, June 24. Instead of using Michigan Avenue and Columbus Drive to arrive at the Gleacher Center, it will be rerouted to use State Street to avoid the street closures. The alternative stop for the Michigan Avenue and Roosevelt Road stop will be at the southeast corner of State Street and Roosevelt Road, which will still service the CTA's Red Line station on the way back to Hyde Park. Other Downtown Campus Connector stop locations will not change. We anticipate potential delays due to rerouted downtown traffic during this period.
