Modern slavery in construction supply chains dissertation.

There is recognition that the UK construction industry is a danger sector for harbouring Modern Slavery abuses. While contractors are unlikely to be directly employing any slave labour, complex supply chain systems, can be found to be hiding a wide range of abuses. The UK government has already issued the Modern slavery act 2015 which provides a legislative means to deal with modern slavery perpetrators.

This dissertation investigates how contractors can eliminate the problem by successfully detecting (i.e. Identify, trace and eliminate) Modern slavery construction supply chains. In a critical review of the literature, the challenges of slavery to supply chain management are conceptualised, focusing on what makes construction a vulnerable industry. The paper then presents the findings from an extensive programme of interviews with UK Industry and labour welfare groups, which investigate the issues surrounding modern slavery in the UK and help obtain an understanding of the role contractors can play in the elimination of modern slavery within the supply chain. Eventually proposing a multi-stakeholder system contractors’ can implement to detect slavery.

The benefits and uptake of uk modular construction.

The objective of this dissertation is to examine the size and dynamics of the UK modular industry now whilst exploring the government legislation and policies impacting its growth and uptake. A review on how the industry is set to evolve and grow in future is undertaken by study of present literature and qualitative interview analysis. The dissertation goes on to examine the benefits that will occur in the future as a result of this growth, both to the industry as a whole and at a more detailed level the modular construction industry.

The UK construction industry has continued to grow year on year since 2012 with an increased activity in commercial building, the housing market and civil engineering infrastructure. With this steady growth construction firms have been more willing to invest and expand to meet demand as government incentives such as the ‘help to buy’ scheme has made the housing market especially buoyant, helping to boost the whole industry but especially the modular construction sector.

The construction market is forecasted to slow in growth throughout 2018 however the construction industry will still receive the most investment of any major industry due to the rise in demand for office blocks, infrastructure and housing. With this steady growth it is to be expected that modular construction within the industry will also increase in correlation with this. The benefits of modular construction have been well documented. Its use throughout the history of the UK construction industry started with the introduction of prefabricated sections which were fast to install and avoided longer assembly times on site. The ability for offsite fabrication to reduce construction time has been seen as a benefit since the skill shortages and large scale need for fast construction that was created after the end of World War II. However, at this time the technology was not in place to provide this combination of high quality building and faster programme and so it fell out of favour with contractors and clients alike who were not willing to compromise quality with speed.

This bad image through the ages has left a stigma on pre-fabrication in the construction industry which developers are trying to shift in order to access the rewards offered by it. More recently however technological advances have now improved to accommodate a combination of quality and speed however uptake is still not as high as one might expect for such a seemingly revolutionary technology.

In recent years there has been an increase in UK construction companies forming Joint Ventures (JV) in order to compete for construction projects. JVs are an arrangement where companies combine their expertise, capital, property, skills and knowledge in order to execute a specific project. Despite the rise of Construction Joint Ventures (CJV), it has been reported that Joint Ventures are often problematic and result in disputes between the partners.

There is an abundance of research which focuses on different countries like China, Japan, and UAE, but there is very limited research that examines CJVs in the UK construction industry. This research aims to examine this CJV formation in the UK. It will identify the motives of UK companies forming Construction Joint Ventures, the reasons of failure, the factors of success. It also investigates the spike of UK CJV formation.

Initially, a literature review was carried out on the existing body of knowledge. Then a series of interviews were conducted with professionals that have been involved in different lengths with UK CJVs. The interview questions addressed all the aims and objectives of the research. Following an in-depth discussion of the literature and the data findings, it was revealed that the main motives that companies have to form a joint venture are to gain enough financial strength, exchange expertise, satisfy client needs, share risk and enter new geographical markets within the UK.

It was identified that the main risks of failure are choosing an unsuitable partner and inefficient collaboration. The study found that the spike of CJVs is due to the recession of 2008, the ‘Egan reports’ and client demand. The factors of success that were found are partners having common aims and objectives, clear procedures and being compatible with each other. In conclusion, the study provided an insight into the formation of CJV in the UK that did not exist previously.

Sustainable construction and the versatility of the quantity surveying profession in Singapore

PurposeThe changing role of quantity surveyors in the new paradigm of sustainable construction requires studies into new competencies and skills for the profession. The impact of sustainable construction on quantity surveying services, engagement and how they manage challenges provided an indication of the success indicators of the quantity surveying profession in meeting the sustainable construction needs.Design/methodology/approachA five-point Likert scale was developed from the list of quantity surveying firms in Singapore. An 85% response rate from 60 quantity surveying firms contacted in this study provided 51 responses. Descriptive statistics and factor analysis were employed to evaluate the findings.FindingsThe factor analysis categorised the drivers derived from the literature into awareness of sustainable construction, adversarial role on green costing; carbon cost planning; valuing a sustainable property; common knowledge of sustainable construction; and lack of experience in sustainable construction.Social implicationsThe research findings supported the idea of increased sustainable construction skills in quantity surveying education, research and training.Originality/valueThe dearth of quantity surveyors with sustainable construction experience must focus on quantity surveying professional bodies and higher education. The study assessed the prospects of the Quantity Surveying profession in Nigeria. The study identified and evaluated the level of performance of the identified functions performed by the quantity surveyors in the Nigerian Construction industry. The study reveals that there is a high level of performance of the basic functions of the quantity surveyors which include feasibility and viability studies, contract documentation, life cycle costing, preliminary cost advice, etc. The study also examined the factors militating against the effective performance of the quantity surveyor’s functions in the Nigerian Construction industry. The study identified and presented some possible factors militating against the performance of Quantity Surveying functions and some anticipated measures to enhance the quantity Surveying profession for evaluation by the respondents using structured questionnaires. The data collected were analyzed with SPSS version 23 using frequencies and mean item scores. The study revealed some major factors militating against the effective performance of the quantity surveying profession in the Nigerian Construction industry like widespread corruption in Nigeria with a mean score of 4.53, obsolete curriculum and inadequacy in modern equipment with a mean score of 4.41, professional rivalry from kindred profession with a mean score of 4.35, level of adoption of UT with mean a score of 4.32, and inadequacies in academic and professional training with a mean score of 4.18 among others. The study equally revealed some important measures requiring implementation to enhance the quantity of Surveying profession in Nigeria like a clear delineation in professional functions in the construction industry to curb professional rivalry with a mean score of 4.35, reviewing the curriculum of Tertiary Institutions with a mean score of 4.24, improving professional skills through continuing professional development with a mean score of 4.15, improving technological applications in the execution of Quantity Surveying functions with a mean score of 3.91 and professional certification in specialized areas with a mean score of 3.85.

Transdisciplinary service-learning for construction management and quantity surveying students

The transformation of higher education in South Africa has seen higher education institutions become more responsive to community matters by providing institutional support for service-learning projects. Despite service-learning being practised in many departments at the Cape Peninsula University of Technology (CPUT), there is a significant difference in the way service-learning is perceived by academics and the way in which it should be supported within the curriculum. This article reflects on a collaborative transdisciplinary service-learning project at CPUT that included the Department of Construction Management and Quantity Surveying and the Department of Urban and Regional Planning. The aim of the transdisciplinary service-learning project was for students to participate in an asset-mapping exercise in a rural communal settlement in the Bergrivier municipality in the Western Cape province of South Africa. In so doing students from the two departments were gradually inducted into the community. Once inducted, students were able to identify the community’s most urgent needs. During community engagement students from each department were paired together. This allowed transdisciplinary learning to happen with the exploration of ideas from the perspectives of both engineering and urban planning students. Students were able to construct meaning beyond their discipline. Cooperation and synergy between the departments allowed mutual, interchangeable, cooperative interaction with community members. Outcomes for the transdisciplinary service-learning project and the required commitment from students are discussed.

Abstract The construction industry has often been described as stagnant and out-of-date due to the lack of innovation and innovative work methods to improve the industry (WEF, 2016; Ostravik, 2015). The adoption of Building Information Modelling (BIM) within the construction industry has been relatively slow (Cao et al., 2017), particularly in the South African Construction and Built Environment (CBE) (Allen, Smallwood & Emuze, 2012). The purpose of this study was to determine the critical factors influencing the adoption of BIM in the South African CBE, specifically from a quantity surveyor’s perspective, including the practical implications. The study used a qualitative research approach grounded in a theoretical framework. A survey questionnaire was applied to correlate the interpretation of the theory with the data collected (Naoum, 2007). The study was limited to professionals within the South African CBE. The study highlighted that the slow adoption of BIM within the South African CBE was mainly due to a lack of incentives and subsequent lack of investment towards the BIM adoption. The study concluded that the South African CBE operated mainly in silos without centralised coordination. The BIM adoption was only organic. Project teams were mostly project orientated, seeking immediate solutions, and adopted the most appropriate technologies for the team’s composition. The study implies that the South African CBE, particularly the Quantity Surveying profession, still depends heavily on other role-players in producing information-rich 3D models. Without a centralised effort, the South African Quantity Surveying professionals will continue to adopt BIM technology linearly to the demand-risk ratio as BIM maturity is realised in the South African CBE.

The impact of environmental turbulence on the strategic decision-making process in Irish quantity surveying (QS) professional service firms (PSFs)

External marketing relationship practice of quantity surveying firms in the selected states in nigeria.

It has been established that marketing is very significant to the success of any organization, especially in a competitive environment. In the Quantity surveying profession, marketing might be more relevant than other professions because it is less known. The significance of marketing and competitive business environment calls for effective marketing practice by Quantity Surveying Firms (QSFs). One of the effective ways is to build a strong external marketing relationship, which exists between a firm and its client. Therefore, this paper investigated the external marketing relationship practice of QSFs with a view to enhancing firms’ productivity and client satisfaction. Forty-six (46) registered QSFs and fifty-nine (59) corporate clients in Lagos, Oyo, and Ondo States were assessed through questionnaire survey.  Data were collected on the attributes of parties involved in external marketing. The collected data were analysed using Mean Item Scores (MIS) and Analysis of Variance (ANOVA). The results reveal important attributes of clients to include “pay on time (MS=4.59)”, “willingness and readiness to take advice from the firm (MS=4.59)”, and “make expectations known clearly to the firm (MS=4.54)”. From the findings, clients averagely displayed these attributes. The result of ANOVA shows that firms viewed the importance of these clients’ attributes in the same way at p>0.05 except for one of these attributes (making expectations known clearly to the firm), which firms viewed its importance differently at p<0.05.  Furthermore, results show the important attributes of firms to include: “ability to give clients value for their money (MS=4.51)”, “knowing clients’ requirements (MS=4.51)”, and “being attentive (MS=4.47)’. Findings show that these attributes were adequately displayed by QSFs. The perceptions of clients on the importance of these firms’ attributes were the same at p>0.05. The study concluded by establishing attributes for strong external marketing relationship to include: “readiness of a client to take advice from the firm”, “ability of a client to pay on time”, “ability of a firm to satisfy the client”, and “knowing the client’s requirements”. The study recommended that QSFs and clients should endeavour to possess and display these attributes for the enhancement of service delivery in terms of firms’ productivity and clients’ satisfaction. Bridging the Gap: Practice and Academics in Quantity Surveying in Nigeria

A gaping gap exists between the academics of quantity surveying and its application in practice. But of even greater concern are two wider and more dangerous gaps – between our actual academic scene and what it should have been, and also between our actual practice scene and what it should have been. Until we take care of these two gaps, we cannot genuinely plug the gap between professional practice and the academy. In other words, we must first revamp both our education and practice, before going ahead to define the real gap between the two, and try to discern the actual need to bridge the actual gap. To begin with, the gap between the profession and the academy is not entirely unhealthy – it has some natural, unavoidable and even desirable differences. They should therefore function as complementary to each other. Quantity surveying education in Africa has come of age and is comparable with quantity surveying education anywhere else in the world. It is modelled along the same lines as in the United Kingdom; formal education, hands-on-training and continual professional development through membership and participation in activities of professional organisations. However, to sustain professionalism in the face of the rapid technological changes and the differing needs of clients, quantity surveying education in Africa must be dynamic to quickly respond to changes in the built environment. This paper, on the basis of a focus group discussion involving over 150 participants drawn from all the African Association of Quantity Surveyors (AAQS) member countries, recommends the development of dynamic and context-relevant competencies by professional associations which will serve as benchmark for admission into the profession and for reviewing and guiding the curriculum of academic institutions offering programmes in quantity surveying.

Purpose As the challenges confronting a system are better addressed when known and understood, this paper aims to report the findings of a study that investigated the factors confronting professional quantity surveying using Nigeria as a case. Design/methodology/approach A questionnaire was developed and pre-tested as the instrument for collecting data. A total of 64 quantity surveyors practicing in Lagos, Port Harcourt and Enugu completed the questionnaire out of a non-probabilistic sample of 100. Severity Index and Spearman rank correlation coefficient were used in data analysis. Findings The outcome revealed that the top five factors perceived to be confronting the profession include poor marketing of the profession, opposition from engineers, the dominance of multinational companies that do not have quantity surveying as a distinct profession in their country of origin, widespread corruption in Nigeria and professional incompetence of some quantity surveyors. A synergistic relationship between education and professional skills is a necessary and fundamental requirement in quantity surveying. The curriculum content of higher institutions offering quantity surveying must therefore align with the skill set required by quantity surveyors. This research evaluates the effectiveness of the curriculum of Quantity Surveying in Nigerian tertiary institutions, the apathy of students towards the course, and their challenges. Using the survey research strategy, this study was carried out within institutions of higher learning offering quantity surveying in Rivers State, Imo, and Lagos. Archival data sets were collected, and questionnaires were distributed to Quantity Surveying students within the study areas. The study outcome reveals that the current curriculum is insufficient for training students at the undergraduate level and does not impart the necessary skill set needed to embark on their professional careers as quantity surveyors. The study findings also reveal the reasons for the apathy and challenges faced by students offering Quantity Surveying in Nigerian Tertiary institutions. These include poor orientation, methods of lecturing, lack of student-lecturer relationship, the unwillingness of students to learn, and lack of practical classes/regular site visitation. The study findings also emphasized the students' perspective on the need for /options in quantity surveying, incorporating Information Technology (IT), specialty and a restructuring of the curriculum. A systematic review of the quantity surveying curriculum in institutions of higher learning is thus necessary to achieve educational and professional synergy in Nigeria. The Core Curriculum Minimum Academic Standard (CCMAS) mandated by the National University Commission (NUC) is thus a Justin-Time response to the educational gaps existing in the current curriculum of Quantity Surveying programmes offered in Nigerian Universities.

In the construction industry worldwide there is a recognizable gap between academics construction knowledge and its application, and construction knowledge and application as seen in field of practice. In Nigeria, the Quantity surveying profession like other professions in the industry, suffers this same fate. It is based on this that this paper identified the possible factors causing gap between the two divisions. A survey approach was adopted, and questionnaire was used to gather data from construction professionals both in practice and in academics, Ondo State. Data gathered were analyzed using percentage, mean item score and Mann-Whitney U Test. Findings revealed that the major factors contributing to gap are majorly more theoretical knowledge than practical, inadequacy in educational curriculum, slow adoption of innovations and inadequate trained personnel. The two categories of respondents(practicing respondents and those in academics) believes that the most important factor that can help and in bridge the gap between QS in Academics and QS in practice is frequent organizing workshop, lectures and seminars which has been identified by past literature. Openness to new innovations, equilibrium of theoretical and practical knowledge, are the closely following factors. This study contributes to body of knowledge on this subject of discuss.

Academic research is undertaken to solve problems confronting practice, yet practitioners claimed that research outputs do not improve practice. Therefore, this research assesses key areas of quantity surveying academic research (QSAR), essentials of QSAR and factors affecting their use in practice. Primary data on the essentials of QSAR and factors affecting its use were collected through the questionnaire survey from a total of 54 stratified selected quantity surveyors in the academics and construction industry in South-Western Nigeria. Historical data on key areas of QSAR was collected from libraries of public universities offering quantity surveying (QS) and construction management at higher degrees. Mean item score was used to analyze the primary data while taxonomy was generated from the historical data. The study revealed that QSAR is not been used in practice though it contains appropriate content with high quality. Poor record keeping of QSAR, absence of collaboration and inadequate funding are the most significant factors affecting its use. Also, QSAR have been conducted in all the competency areas except for computer literacy. The implication is that practitioners should endeavour to use research outputs to enhance practice and that symposia should be organized to communicate the needs of practitioners and academics.

The Nigerian construction industry shows little interest in the contributions of research because they see it as theoretical and not suitable for the challenges facing them. Hence, this study assesses the use of research in quantity surveying and challenges that may be confronting its use. Primary data were collected through structured questionnaire from construction professionals who are academics and practitioners in southwestern, Nigeria. Secondary data obtained from a study undertaken on quantity surveyors' perception about quantity surveying research (QSR), was used for comparison. Percentage and frequency distribution, mean item score and descriptive analysis was employed. The study revealed that quantity surveyors claimed that the level of use of quantity surveying research (QSR) is low while other professionals agreed that it is high though the level of awareness and level of accessibility is high from both view points. Quantity surveyors perceived that poor recordkeeping, inadequate funding for QSR, non-readiness of practitioners to support researcher, and absence of collaboration/interaction between academics and practitioners are challenges confronting the use of QSR. The study recommends that academics should work together with the practitioners in the construction industry to receive fund to carry out problem-solving collaborative research which would be useful for them.
