What has Kamala Harris accomplished as vice president? Here's a quick look.

Vice President Kamala Harris and her meteoric rise as the successor to President Joe Biden, 81, as the Democratic presidential candidate in the Nov. 5 election is the most significant seismic shift in presidential politics in recent history.

As she gears up to secure the Democratic presidential nomination in Chicago this August, we examine some of Harris’ most significant accomplishments and policy initiatives.

Immigration

In response to immigration concerns, Harris’ call to action was the public-private partnership Central America Forward (CAF). The idea behind CAF is to support the creation of local jobs and other measures in order to slow the flow of mass migration.

CAF has generated more than $5.2 billion since its launch in 2021, and its partners include more than 50 companies and organizations that have committed to supporting economic growth in the Central America region. The entities represent the financial services, textiles, apparel, agriculture, technology, telecommunications, nonprofit sectors, and others, according to the White House.

Voting rights

Harris was at the forefront of the administration’s pursuit to enshrine voting rights protection throughout the U.S. according to White House transcripts . She pushed for Congress to pass the John R Lewis Voting Rights Advancement Act , which would’ve extended the protections of the 1965 Voting Rights Act and required federal approval for some local election law changes.

In 2021, the bill did not receive the 60 votes needed to overcome a Republican filibuster, preventing the start of debate on the Senate floor where Harris would have cast the deciding vote in the evenly split chamber.

Harris visited a Planned Parenthood clinic on March 14, a historic first for any president or vice president while in office, according to previous reporting by USA TODAY.

Walking through the clinic in Minnesota, the vice president spoke with staff members and health care providers as part of her nationwide “Fight for Reproductive Freedoms” tour earlier this year.

Gun violence

In September 2023, Biden established the first-ever White House Office of Gun Violence Prevention to reduce gun violence, overseen by Vice President Harris, as announced by the White House.

The Office of Gun Violence Prevention builds upon actions taken by the Biden-Harris administration to end gun violence, which include the signing of the Bipartisan Safer Communities Act.

Heralded by the White House as the most impactful gun violence prevention measure in almost three decades, the now law bars individuals under the age of 21 from buying firearms, grants the Justice Department additional powers to prosecute gun traffickers, provides mental health services in schools to assist youth affected by gun violence trauma and grief and funds community-based violence intervention programs.

Maternal health

In her previous role as U.S. Senator for California, Harris introduced the Maternal CARE Act and the Black Maternal Health Momnibus Act , which would direct multi-agency efforts to improve maternal health, particularly among racial and ethnic minority groups, veterans, and other vulnerable populations as well as maternal health issues related to COVID-19.

The vice president’s prior work on maternal and infant health care was a key component of the Build Back Better Act , passed in 2022. The legislation expands access to maternal care and makes new investments to drive down mortality and morbidity rates.  

Broadband expansion

In 2023, Harris and U.S. Secretary of Commerce Gina Raimondo traveled to Kenosha, Wisconsin to celebrate the announcement of new electronics equipment production made possible by the Biden-Harris Administration’s “ Investing in America ” agenda and Bipartisan Infrastructure Law.

The Bipartisan Infrastructure Law requires the use of American-made materials and products for federally funded infrastructure projects, with the goal of bringing hundreds of new jobs to the U.S. The law also notably includes a historic $65 billion investment to expand affordable and reliable high-speed Internet access in communities across the U.S.

“Our investments in broadband infrastructure are creating jobs in Wisconsin and across the nation and increasing access to reliable, high-speed internet so everyone in America has the tools they need to thrive in the 21st century,” said Harris.

In 2021, President Biden declared Juneteenth a federal holiday. Often referred to as the “Second Independence Day,” it commemorates June 19, 1865, the day when 2,000 Union troops reached Galveston, Texas, to announce that enslaved African Americans were freed by executive order two years after the signing of the Emancipation Proclamation, according to the National Museum of African American History and Culture .

“As a United States Senator, I was proud to co-sponsor a bill to make Juneteenth a federal holiday,” said Harris during the Juneteenth concert at the White House. “This [day], we will hold a national day of action on voting.  And I call on all the leaders here to please join us in helping more Americans register to vote.”

The Kamala Harris coconut tree meme, explained as best we can

In the weeks before President Biden announced he would not be seeking reelection , some Democrats online rallied behind Vice President Kamala Harris to become the party’s new nominee. And their symbol became the coconut tree.

Not long after Biden announced on Sunday he was dropping out of the race, Colorado Gov. Jared Polis tweeted out just three emojis : a coconut, a palm tree and an American flag. EMILYs LIST, the PAC focused on electing Democratic women, explicitly endorsed Harris in a tweet and, in a more subtle show of support, also added the tree and the coconut to its username. And Democratic Sen. Brian Schatz of Hawaii posted a picture of himself climbing up a coconut tree , adding, "Madam Vice President, we are ready to help."

So how did the coconut tree emerge as the emblem of Harris' most devoted, or at least most-online followers? It's a story more than a year in the making.

Why are we even talking about coconut trees?

The “coconut tree” meme originates from a May 2023 speech Harris gave at a White House event for advancing opportunities for Hispanic Americans.

At one point near the end of her remarks, Harris talked about how the initiative's work would be focused on young people, but it should also take into account the needs of their families, teachers and communities, "because none of us just live in a silo."

"Everything is in context," Harris said, before launching into the now-famous anecdote.

"My mother ... would give us a hard time sometimes, and she would say to us, 'I don’t know what’s wrong with you young people. You think you just fell out of a coconut tree?' " Harris said with a laugh. "You exist in the context of all in which you live and what came before you."

The moment was first meme’d in earnest in February of this year, when for a period of time, one could not open X, formerly known as Twitter, without seeing clips of or oblique references to those remarks.

But the meme took on new life this summer , after President Biden’s disastrous debate performance fueled speculation that he might step aside as the Democratic nominee. Harris’ supporters, also known as the KHive, were waiting in the wings.

Since then, the moment has been remixed into Charli XCX’s “ Von Dutch ” and Britney Spears’ " Gimme More ." Democratic operatives have spoken of being “ coconut-pilled .” The meme flourished into 2028 debate fan fiction . Google searches for "coconut tree" started climbing in the U.S. in early July.

Like all of us, the coconut tree moment exists in the context of all in which it lives and what came before it. Which is to say, it’s part of a larger set of memes surrounding Kamala Harris’ political persona. Harris has been spawning memes longer than she’s been vice president. We Did It, Joe , is likely the most well-known. But her laugh , her bus , her dance moves and her love of Venn diagrams have all become social media fodder.

So why did the coconut tree break through?

It's impossible to say why any particular meme — political or otherwise — catches fire over another. But part of Harris’ persona as portrayed on the internet is just that she   brings an energy that’s in stark contrast to President Biden and former President Donald Trump.

“We want something to laugh at and laugh with. And that's what Kamala does. And I think the coconut tree clip is a perfect example of that,” said Rebecca Jennings, a senior correspondent at Vox covering internet culture. 

Put another way, Harris — even being 59 and the incumbent vice president —represented something new in a campaign defined by old. And that stoked some enthusiasm among voters who were very unenthused.

“There's a sense of, like, nihilism that's like – OK, we have to do this again , and we have to do Trump and Biden again ,” Jennings said. “And so when you see clips of Kamala, it's like, well, at least that's fun to watch. At least it's, you know, not the same thing we've been seeing on screens for 10 years. It's a break in the just the drudgery of what what everyone thought this election was going to be.”

Young Democrats — among the most dissatisfied with Biden as a candidate, and the most online — also helped fuel the movement. As Washington Post internet culture reporter Taylor Lorenz wrote : "Harris’s new online prominence could help give the Democratic Party new prominence with young people — including major content creators — who are hesitant to vote for Biden again due to his climate policies, support of Israel’s war in Gaza, mishandling of the ongoing pandemic, and signing a bill that could ban TikTok."

One man's gaffe is another man's meme

From the coconut trees to the Venn diagrams, the Harris memes embrace what detractors might consider a gaffe. Trump, for instance, has dubbed Harris " laughing Kamala ," saying the laugh makes her seem "crazy."

Take another example, which grew out of one of Harris' go-to lines dating back to her 2020 presidential run: “I can imagine what can be, unburdened by what has been.”

The RNC compiled a supercut of Harris being "unburdened" and shared it on social media, arguing that it shows she is “unoriginal, annoying, and highly incompetent.” But the attacks aren’t sticking, as her supporters have taken ownership of the line and the laughter.

Jennings said it’s reminiscent of the critiques hurled at Trump throughout his political career, only to be welcomed by his base.

“People like the fact that he was saying offensive things,” Jennings said. "And I think it's strange for Republicans to kind of now be on the other end of that – which is making all these, you know, memes and videos of Kamala being goofy and quirky and the left being like, “Hell, yeah, brother.”

Dodgers trade James Paxton to Red Sox days after designating him for assignment

James Paxton pitches last weekend against the Red Sox, the team that acquired him in a trade on Friday.

Just as they expected, the Dodgers were able to find a trade partner for James Paxton after designating him for assignment this week.

On Friday, the team announced it had agreed to trade Paxton to his old team, the Boston Red Sox, in exchange for minor league infielder Moises Bolivar.

The move marked the first official trade the Dodgers have made in advance of next Tuesday’s trade deadline . It was far, however, from being any sort of blockbuster.

Instead, the Dodgers accomplished what they hoped when they DFA’d Paxton on Monday , acquiring a 17-year-old Venezuelan shortstop in Bolivar who is currently playing for the Red Sox’s Dominican Summer League team.

A 35-year-old left-hander who signed a one-year contract with the Dodgers, James Paxton had given the team’s short-handed rotation key innings over the first half of the year.

The news of Paxton’s DFA initially came as a surprise. Though the 35-year-old veteran had been inconsistent this season, with a 4.43 ERA and NL-most 48 walks, he had been durable, ranking third on the Dodgers’ banged-up pitching staff with 18 starts and 89 1/3 innings.

Nonetheless, the Dodgers anticipated an upcoming roster crunch in their starting rotation, with Walker Buehler, Bobby Miller and Yoshinobu Yamamoto eventually expected to return to a rotation that got Tyler Glasnow and Clayton Kershaw back from the IL this week.

Rather than hold onto Paxton, who signed a one-year contract with the Dodgers in the offseason, until he was potentially squeezed out of the rotation, the team decided to move him off the roster now and flip him for something before the deadline.

On Friday, the deal with the Red Sox materialized.

Five days out from the trade deadline, the Dodgers have officially made their first move.

The Triumphant Comeback of the Kamala Harris Meme

The same unflattering supercuts and Photoshop jobs once used to denigrate Harris have now been flipped into celebratory artifacts of her candidacy.

Kamala Harris is a highly memeable presidential candidate. She dances in a loose and enthusiastic manner. She has an idiosyncratic speaking style. She laughs easily, including at herself. This has not always worked in her favor.

When Harris said, in a May 2023 speech, “You think you just fell out of a coconut tree?,” a Republican YouTube channel snipped the clip from its context and tossed it to commentators, who used it to compare Harris to a daffy talk show host or to joke that she sounded high. Videos of Harris dancing at campaign events were labeled “ cringe .” The stickiest anti-Kamala meme of the 2020 election — that the former prosecutor Harris “ is a cop ” — united leftists, Black Twitter and Republican trolls in an internet-wide project of framing Harris as either a reactionary or a hypocrite.

Now these images have been reversed. Since President Biden bowed out of the race and threw his support to Harris, the familiar old Kamala memes have risen again. It’s their interpretation that has changed.

In the hands of her online fans, Harris’s word salad has been replated as hypnotic internet speak. Her confounding coconut tree quote — “You exist in the context of all in which you live and what came before you,” she went on to say — now circulates as a symbol of the giddy high produced by her dizzy rise in a destabilized campaign. Her dance moves have been set to Charli XCX songs and filtered through Charli’s lime-green “Brat”-era branding, bathing Harris in her chill hot-mess pop star glow. Even “Kamala Harris is a cop” has been reclaimed, with an exaggerated wink, by supporters eager to fashion it into a winning general-election pitch.

The measure of a candidate’s charisma used to be, “Would you have a beer with her?” Now it’s more like, “Are you willing to spend your evening editing a fancam-style video that sets her idiosyncrasies to pop music so effectively that they produce a pleasant narcotic effect?”

All of it feels like a fun house mirror to the online energy that vibrates around the other party’s presidential nominee, Donald J. Trump. The Trump fandom stands ready and willing to spin any potential weakness, up to and including a felony conviction, into a triumphant meme. The MAGA stan proves his loyalty and ingenuity by processing even the gravest concerns into pro-Trump grist, thus maximizing his satisfaction at triggering the left. It once seemed as if the Democratic Party could never produce a candidate who could inspire an internet response quite that powerful and strange. Now, improbably, it has.

Dodgers Designate Nick Ramirez, Gus Varland For Assignment

After a busy deadline day, the Dodgers cleared some space on the 40-man roster by designating left-hander Nick Ramirez and right-hander Gus Varland for assignment.  Ramirez has previously been outrighted in his career, so if he clears waivers, he can opt to reject another outright assignment in favor of free agency.

Ramirez came to L.A. in a trade from the Yankees back in early April, and he has a 6.35 ERA over 11 1/3 innings this season amidst several trips back and forth from the majors and Triple-A Oklahoma City.  Because he has been recalled the maximum five times from the minors, Ramirez no longer be sent down again without first clearing outright waivers, so the Dodgers may be parting ways entirely by simply pursuing a DFA route.

Over 162 2/3 innings in parts of five Major League seasons, Ramirez has a 4.20 ERA, a 47% grounder rate, 18.5% strikeout rate, and 8.7% walk rate.  He has been a pretty durable reliever capable of pitching more than one inning, and his big league tenure was highlighted by a 2.66 ERA over 40 2/3 IP with New York last season.

Varland is in his second MLB season, and he has also been a frequent visitor on the Triple-A shuttle though he hasn’t hit his maximum number of recalls.  The righty has made seven appearances and posted a 3.00 ERA in six relief innings for Los Angeles, though with more walks (four) than strikeouts (three) in that small sample size.  A member of the Dodgers organization since 2021, Varland briefly went to the Brewers via the Rule 5 Draft in 2023 and he made his big league debut in a Brewers uniform, but Milwaukee returned him to Los Angeles later in the season.

With the trade deadline now passed, either pitcher could have an increased chance at being claimed off waivers, as teams can now no longer freely pursue trades in order to add new arms to their depth charts.  Ramirez in particular might have extra appeal as a left-hander, which could make him more apt to elect free agency should he clear waivers.

Angels pick up Ramirez. Need a lefty if Minasian plans to waive veterans again as a cost saving move. I’d bet that Moore is waived and picked up again by a contending club. Ramirez can be plugged right in the bullpen. Ramirez from Katella high school and Fullerton is a fit.

Varland could go to MN with his brother if he drops that far. There’s little chance he makes it to AAA with the Dodgers.

President Joe Biden’s sudden departure from the 2024 race and Vice President Kamala Harris’ sudden ascension as the presumptive nominee has supporters and opponents racing for new merch — and wondering what to do with their Biden-Harris merchandise.

Just over a day after the historic announcement by Biden to withdraw from the presidential race, designers have been quick to capitalize on the once-in-a-generation news. 

Merchandise is already available everywhere — from Amazon to Etsy and Redbubble . They feature some of Harris’ famous quotes (“I’m speaking"), internet memes referencing her 2023 coconut tree remarks , and Brat summer. 

Already, you can buy T-shirts , bobbleheads, tote bags , coffee mugs, bumper stickers , lawn signs , necklaces, face masks and bracelets.

The merchandise is mostly fan-made from independent creators. The Democratic party has not made any official Kamala Harris for President items available for purchase yet.

How were these shirts made so fast?

Once Biden announced his departure from the presidential race, Harris merchandise hit the market online and in stores.

Some popular items, such as the "Kamala 2024" T-shirt, which is currently a best best seller in woman's novelty shirts on Amazon, has been available for years. This specific vintage shirt is being promoted as a Harris for president shirt, but the item was first made available in August 2020 according to the product details on the Amazon website.

Other items were immediately printed and were available for purchase right away. Manufacturer FunnyTshirtsUSA created a "Kamala Harris '24 For The People" shirt that was listed on Etsy Monday morning.

The coconut tree quote

Another independent designer created a shirt with a cartoon coconut with Harris's coconut tree quote that was made available early on Monday. In 2023, she uttered the quote: "You think you just fell out of a coconut tree? You exist in the context of all in which you live and what came before you."

Even brick and mortar stores in New Jersey are getting merchandise set that relate to Harris's potential presidential bid.

The Let’s Go Brandon store on Route 37 in Toms River was busy Monday morning as customers shopped for merchandise that included Trump flags, decals, shirts and hats.

Vincent Scuzzese, the owner of Let’s Go Brandon, sells shirts, flags, hats and other merchandise that promote Donald Trump, the former president and current Republican presidential nominee. The Toms River resident has shirts coming in that poke fun of Harris's potential nomination.

Scuzzese said he has a new decal coming in with an image of Harris painted in clown makeup with the phrase "Let's go Brenda," a play on words from his other shirts that say " Let's go Brandon ."

Shops in New Jersey and New York are known for producing trending apparel at rapid speed. Kamala Harris’ VP Shortlist: Plans For Philadelphia Campaign Stop Give Big Hint About Who She Might Pick

Vice President Kamala Harris is set to make her first public appearance with her running mate Tuesday in Philadelphia—a crucial swing state whose Democratic governor, Josh Shapiro, is among a dozen candidates she’s reportedly vetting for the role.

Harris is expected to announce her running mate ahead of Tuesday’s campaign stop, which will mark the start of a four-day tour of seven swing states, Politico reported , adding that Harris is expected to officially announce her running mate some time before then.

Harris’ campaign has sent vetting materials to Shapiro, North Carolina Gov. Roy Cooper, Arizona Sen. Mark Kelly, Michigan Gov. Gretchen Whitmer and Minnesota Gov. Tim Walz, all of whom have endorsed Harris to replace Biden, NBC News reported last week.

CBS subsequently reported that Harris’ team is vetting about a dozen people, including Kentucky Gov. Andy Beshear, Illinois Gov. J.B. Pritzker, Transportation Secretary Pete Buttigieg and Commerce Secretary Gina Raimondo, in addition to the figures named by NBC.

Shapiro , who like Harris, previously served as his home state’s attorney general and fought lawsuits from former President Donald Trump and his allies challenging Biden’s 2020 win in the state, could help shore up support in a must-win Rust Belt state for Democrats—Shapiro has been stumping for Harris since President Joe Biden dropped out on July 21, but he told reporters Tuesday he hasn’t spoken to her since that date and declined to say whether he is interested in the job.

Cooper said in a statement Monday he was “honored to be considered” for the role, but it “just wasn’t the right time.”

Whitmer , who is serving as Harris’ campaign co-chair, also said Monday she was “not part of the vetting” Harris’ campaign is conducting with potential VP picks, after saying repeatedly she plans to serve out the remainder of her term as governor, through the end of 2026.

Kelly also represents a swing state Biden narrowly won in 2020, and he defeated Trump-backed Republican Blake Masters in the 2022 midterm to help Democrats maintain control of the Senate—the former astronaut and husband of former Rep. Gabby Giffords, D-Ariz., tweeted after Biden dropped out that he “couldn’t be more confident that [Harris] is the right person to defeat Donald Trump.”

Walz, who chairs the Democratic National Convention rules committee, told CBS Minneapolis affiliate WCCO last week becoming vice president is something he would “be a little nervous about.”

Kentucky’s popular governor, Beshear , who has won his deep-red state twice, is another potential pick for the No. 2 spot on a new Democratic ticket, though Democrats would still be unlikely to win Kentucky.

California Gov. Gavin Newsom, Colorado Gov. Jared Polis and Pritzker are other names commonly floated, but they could be at a disadvantage since they represent blue states, while Raimondo —who served as Rhode Island governor—is also reportedly under consideration.

Sen. Amy Klobuchar , D-Minn., and Buttigieg (who both endorsed Harris) are other potential candidates who have national name recognition from their 2020 presidential campaigns.

Sen. Raphael Warnock , D-Ga., if chosen, could also draw Black voters in the key swing state, where he’s proven he can beat Republicans—twice—in closely contested races, but if he leaves the Senate, his state’s Republican governor would pick his successor.

Maryland Gov. Wes Moore is another rising star in the Democratic party, but he said Monday he has “no intention” of leaving his current role.

What To Watch For

Democratic delegates will begin casting their votes in a virtual roll call during the first week of August. Parties typically select their nominees at their conventions (the Democrats’ begins Aug. 19 in Chicago), but the DNC is holding a virtual, early roll call this year to adhere to a since-modified Ohio law that required nominees to be finalized 90 days before the election, even though the Ohio legislature has since pushed back the timeline.

Biden announced on July 21 he is ending his 2024 presidential campaign, saying he believes “it is in the best interest of my party and the country to stand down.” His announcement came after he fended off calls from more than 30 elected Democrats to drop out of the race following a rough performance in last month’s debate. He promptly endorsed Harris as his replacement, she announced plans to seek the nomination moments later, and Democrats quickly fell in line behind her.

Harris, Whitmer, Newsom, Buttigieg, Pritzker and Klobuchar all poll behind Trump in hypothetical matchups, according to a CNN/SSRS poll taken before Biden dropped out of the race. All fare better than Biden, who trails the former president by six points. Harris performs best of the six, polling two points behind Trump. Kelly had the highest favorability rating, by far, of nine potential VP picks tested in a Reuters/Ipsos poll released Sunday, with 22% viewing him favorably, and 12% viewing him unfavorably, for a net rating of +10. Beshear, Buttigieg and Shapiro each had a +4 net favorability rating.
