Applicants for study/research awards design their own projects and will typically work with advisers at foreign universities or other institutes of higher education. The study/research awards are available in approximately 140 countries. Program requirements vary by country, so the applicants' first step is to familiarize themselves with the program summary for the host country.

Fulbright arts grants.

Australia : Western Sydney University Award enables American students to undertake research in the following fields of study: Creative and Performing Arts (all fields), Environmental Studies, Social Justice and Public Health.

France : Fulbright-Harriet Hale Woolley Awards in the Arts are offered to students in the visual fine arts (painting, print-making, sculpture, photography) or music (composition, instrumental, or vocal performance). Hungary : Fulbright/Liszt Ferenc Academy of Music Award offers training to students with strong music education backgrounds in one of the following: symphonic orchestral instruments, voice, jazz, music education, music history, composition, choir/orchestral conducting or folk music. Ireland : Fulbright/Hugh Lane Gallery Curatorial Award enables an American student to pursue an exciting education curatorial project for up to 12 months working with the Hugh Lane team. The project will contribute to the gallery's strategy, as well as the Dublin City Council’s strategy, of embedding a culture of continuous engagement between the Hugh Lane Art Gallery and Dublin's communities. The project will involve working with communities in the city as well in the gallery, establishing and developing strong links between the cultural institution and the communities. Fulbright/University College Cork Masters in Creative Writing Award enables students to pursue a taught Masters in Creative Writing. Netherlands : Fulbright/American Friends of the Mauritshuis Award will focus on the study, examination and treatment of works of art in the collection of the Mauritshuis, in combination with a tailor-made study program at the University of Amsterdam. The grantee will gain practical experience and knowledge in in-depth technical study and treatment of paintings in the conservation studio of the Mauritshuis, under the supervision of the conservators of the museum.  

Taiwan : National Cheng Kung University offers a Master’s Degree program award in Creative Industries Design. T his award enables American students to pursue a full-time Master’s degree program. The program is taught in English.

United Kingdom : John Wood LAMDA Award offers a one-year Masters in Classical Acting. Trinity Laban Award in Music & Dance and the University of Roehampton Award in Dance all fund a one-year Master’s degree or the first year of a longer Master’s or PhD program.

Finland : Fulbright-LUT Graduate Award is available for a student in the fields of business or technology. The award is primarily aimed at students who wish to complete a full Master’s degree at Lappeenranta-Lahti University of Technology.

Mexico : Binational Internships enhance the knowledge, expertise, and understanding of post-NAFTA Mexico. This award is available for students interested in combining coursework in international business or law with an internship at a Mexico-based company conducting international or legal business.

Spain : Fulbright/IE University Award for International MBA offers awards to pursue the following full-time Master's program at IE Business School:

Germany : The Young Professional Journalist Program typically begins with the grantees undertaking individual research, followed by one or more internships with German media institutions. Applicants should be beginning professional journalists or recent graduates in journalism or related fields with no more than 7 years of professional experience.

The Fulbright U.S. Student Program welcomes applicants in the sciences to all eligible countries. Please note some specific grants below:

Austria :  Fulbright-Austrian Marshall Plan Foundation Award for Research in Science and Technology offers support for full-time research in STEM fields.

Australia : Western Sydney University Award enables American students to undertake research in the following fields of study: Creative and Performing Arts (all fields), Environmental Studies, Social Justice and Public Health. The Fulbright Anne Wexler Scholarship in Public Policy award will enable U.S. students with strong academic credentials and leadership potential to undertake a master's degree in Australia in a key area of public policy such as health, sustainability, energy, climate change, regional security, education, political science, history, or government relations.

Hungary : Fulbright/Budapest Semesters in Mathematics-Rényi Institute enables an American student to reside one academic year (two semesters) at Budapest Semesters of Mathematics (BSM), take courses, and to take part in the activities of BSM.

Iceland : Fulbright-National Science Foundation Arctic Research Grant is open to students in all social and natural science fields as they relate to the Arctic and the people living there.

Ireland : Fulbright/RCSI PhD Awards enables US citizens to complete a fully funded PhD at the Royal College of Surgeons, an innovative, pioneering international health sciences education and research institution dedicated to breakthroughs in human health.

Netherlands :   Fulbright/Delft University of Technology: Industrial Design Engineering Award offers an opportunity in one of three MSc degree programs in Industrial Design Engineering: Design for Interaction (DfI), Strategic Product Design (SPD), and Integrated Product Design (IPD). Fulbright/NAF Fellowship in Flood Management is limited to research related to flooding. Applicants should have attained their undergraduate core technical skills already but will want to complement these with a graduate multidisciplinary study of water management aspects, such as: assessment of flooding risks, spatial planning in flood-prone areas, and mitigating flood impact and flood risk reduction.

Saudi Arabia:  The Fulbright/KAUST Graduate Award  offers up to five awards to complete a full master’s degree in a STEM discipline at King Abdullah University of Science and Technology (KAUST).

South Korea: The U.S.-Korea Presidential STEM Initiative Award offers awards for research projects in all STEM fields for applicants of all degree levels.

Spain : Fulbright IE University Master's Award at IE School of Business/IE School of Science and Technology offers one award to pursue a full-time Master's degree in Business Analytics and Big Data Taiwan : National Taiwan University offers a Master’s Degree program award in Global Health. These awards enable American students to pursue full-time Master’s degree programs. The programs are taught in English. Master’s Degree Program Awards: Taipei Medical University Awards in Mind, Brain, and Consciousness allows research topics that span across philosophy, cognitive psychology and neuroscience, such as neuro-ethics, attention and memory, sleep, mindfulness, selfhood, circadian rhythms and mood, and social cognition.

Applied research refers to scientific study and research that seeks to solve practical problems. This type of research plays an important role in solving everyday problems that can have an impact on life, work, health, and overall well-being. For example, it can be used to find solutions to everyday problems, cure illness, and develop innovative technologies.

There are many different types of psychologists who perform applied research. Human factors or industrial/organizational psychologists often do this type of research.

A few examples of applied research in psychology include:

  • Analyzing what type of prompts will inspire people to volunteer their time to charities
  • Investigating if background music in a work environment can contribute to greater productivity
  • Investigating which treatment approach is the most effective for reducing anxiety
  • Researching which strategies work best to motivate workers
  • Studying different keyboard designs to determine which is the most efficient and ergonomic

As you may notice, all of these examples explore topics that will address real-world issues. This immediate and practical application of the findings is what distinguishes applied research from basic research , which instead focuses on theoretical concerns.  

Basic research tends to focus on "big picture" topics, such as increasing the scientific knowledge base around a particular topic. Applied research tends to work toward solving specific problems that affect people in the here and now.

For example a social psychologist may perform basic research on how different factors may contribute to violence in general. But if a social psychologist were conducting applied research, they may be tackling the question of what specific programs can be implemented to reduce violence in school settings.

However, basic research and applied research are actually closely intertwined. The information learned from basic research often builds the basis on which applied research is formed.

Basic research often informs applied research, and applied research often helps basic researchers refine their theories.

Applied research usually starts by identifying a problem that exists in the real world. Then psychologists begin to conduct research in order to identify a solution.

The type of research used depends on a variety of factors. This includes unique characteristics of the situation and the kind of problem psychologists are looking to solve.

Researchers might opt to use naturalistic observation to see the problem as it occurs in a real-world setting. They may then conduct experiments to determine why the problem occurs and to explore different solutions that may solve it.

As with any type of research, challenges can arise when conducting applied research in psychology. Some potential problems that researchers may face include:

Ethical Challenges

When conducting applied research in a naturalistic setting, researchers have to avoid ethical issues, which can make research more difficult. For example, they may come across concerns about privacy and informed consent.

In some cases, such as in workplace studies conducted by industrial-organizational psychologists, participants may feel pressured or even coerced into participating as a condition of their employment. Such factors sometimes impact the result of research studies.

Problems With Validity

Since applied research often takes place in the field, it can be difficult for researchers to maintain complete control over all of the variables . Extraneous variables can also exert a subtle influence that experimenters may not even consider could have an effect on the results.

In many cases, researchers are forced to strike a balance between a study's ecological validity (which is usually quite high in applied research) and the study's internal validity .  

Since applied research focuses on taking the results of scientific research and applying it to real-world situations, those who work in this line of research tend to be more concerned with the external validity of their work.

External validity refers to the extent that scientific findings can be generalized to other populations.

Researchers don't just want to know if the results of their experiments apply to the participants in their studies, rather they want these results to also apply to larger populations outside of the lab.

External validity is often of particular importance in applied research. Researchers want to know that their findings can be applied to real people in real settings.

How It's Used in the Real-World

Here are some examples of how applied research is used to solve real-world problems:

  • A hospital may conduct applied research to figure out how to best prepare patients for certain types of surgical procedures.
  • A business may hire an applied psychologist to assess how to design a workplace console to maximize efficiency and productivity while minimizing worker fatigue and error.
  • An organization may hire an applied researcher to determine how to select employees that are best suited for certain positions within the company.

Applied research is an important tool in the process of understanding the human mind and behavior. Thanks to much of this research, psychologists are able to investigate problems that affect people's daily lives. This kind of research specifically targets real-world issues, however it also contributes to knowledge about how people think and behave.

Applied Research: Definition, Types & Examples

Applied research is a type of research in which the problem is already known to the researcher. It is used to answer specific questions.

Every research project begins with a clear definition of the investigation’s purpose, which helps to identify the research procedure or approach used. In this sense, a researcher can conduct either basic or applied research.

This research focuses on answering specific questions to solve a specific problem. It tries to identify a solution to a cultural or organizational problem and is often a follow-up research plan for basic or pure research.

In this blog, we will explain the types of applied research and give some examples. But before that, we will go through what it is.

What is applied research?

Applied research is a non-systematic way of finding solutions to specific research problems or issues. These problems or issues can be on an individual, group, or societal level. It is called “non-systematic” because it goes straight to finding solutions.

It is often called a “scientific process” because it uses the available scientific tools and puts them to use to find answers.

Like in regular research, the researcher identifies the problem, makes a hypothesis, and then experiments to test it. It goes deeper into the findings of true or basic research.

Types of applied research

This research has three types: 

  • Evaluation research, 
  • Research and Development, and 
  • Action research. 

The short versions of each type are explained below:

  • Evaluation research

Evaluation research is one type of applied research. It looks at the information on a research subject. This kind of research leads to objective research or helps people make better decisions sooner. Most of the time, evaluation research is used in business settings. 

The organization uses this research to figure out how the overhead costs can be cut down or cut down a lot.

  • Research and development

Research and Development is the second type of applied research. Its main goal is to create or design new products, goods, or services that meet the needs of certain markets in society. It finds out what the needs of the market are. It focuses on finding new ways to improve products that already meet an organization’s needs.

  • Action research

Action research is the third type of applied research. Action research is a way to learn about things that happen in everyday life and nature. Its goal is to find real-world solutions to business problems by pointing the business in the right direction.

Types of Applied Research

There are 3 types of applied research. These are evaluation research, research and development, and action research.

  • Evaluation Research

Evaluation research is a type of applied research that analyses existing information about a research subject to arrive at objective research outcomes or reach informed decisions. This type of applied research is mostly applied in business contexts, for example, an organisation may adopt evaluation research to determine how to cut down  overhead costs.

  • Research and Development

Research and development is a type of applied research that is focused on developing new products and services based on the needs of target markets. It focuses on gathering information about marketing needs and finding ways to improve on an existing product or create new products that satisfy the identified needs.

  • Action Research

Action research is a type of applied research that is set on providing practical solutions to specific business problems by pointing the business in the right directions. Typically, action research is a process of reflective inquiry that is limited to specific contexts and situational in nature.

Examples of Applied Research 

Applied research is relevant in different fields of study; especially science and social science-related fields. Examples of applied research can be seen in medicine, education, business, engineering, psychology and health, and these would be further explicated below. 

Applied Research Example in Business

Applied research is used in business to build knowledge and develop product solutions. It enables organisations to identify the peculiar needs of target markets and this would help them to create different business strategies that would allow them to satisfy these needs. 

In addition, conducting contractual research would help business owners to get insightful feedback on product gaps that may have, otherwise, been ignored. This is a great way to get first-hand information on target market reactions which can inform brand decisions. 

Applied research also helps employers of labour to identify and address the productivity needs of their workforce. For instance, an organization may carry out applied research in order to measure the effectiveness of its recruitment practices or of its organisational structure.

Educational applied research attempts solving a problem by gathering data from primary sources using a combination of qualitative and quantitative data collection methods. This data serves as empirical evidence which is then subjected to rigorous analysis and description in order to arrive at valid conclusions.

The goal of this research methodology is to determine the applicability of educational theory and principles by way of subjecting hypotheses to experimentation within specific settings. Applied research in education is also more utilitarian as it gathers practical evidence that can inform pragmatic solutions to problems. 

Characteristics of Applied Research in Education 

  • It clearly highlights generalizations and hypotheses that inform the research findings.

In itself, applied research is a scientific method of investigation because it applies existing scientific knowledge to practical situations. It is useful in different fields including thermodynamics, physics, material sciences and microbiology.

When you start planning a research project, developing research questions and creating a  research design , you will have to make various decisions about the type of research you want to do.

There are many ways to categorize different types of research. The words you use to describe your research depend on your discipline and field. In general, though, the form your research design takes will be shaped by:

  • The type of knowledge you aim to produce
  • The type of data you will collect and analyze
  • The sampling methods , timescale and location of the research

This article takes a look at some common distinctions made between different types of research and outlines the key differences between them.

The first thing to consider is what kind of knowledge your research aims to contribute.

The next thing to consider is what type of data you will collect. Each kind of data is associated with a range of specific research methods and procedures.

Keep in mind that the methods that you choose bring with them different risk factors and types of research bias . Biases aren’t completely avoidable, but can heavily impact the validity and reliability of your findings if left unchecked.

Choosing between all these different research types is part of the process of creating your research design , which determines exactly how your research will be conducted. But the type of research is only the first step: next, you have to make more concrete decisions about your research methods and the details of the study.

About the Author

Robert K. Yin is President of COSMOS Corporation, an applied research and social science firm.  Over the years, COSMOS has successfully completed hundreds of projects for federal agencies, state and local agencies, and private foundations.

Outside of COSMOS, Dr. Yin has assisted numerous other research groups, helping to train their field teams or to design research studies. The most recent such engagements have been with The World Bank, the Division of Special Education and disAbility Research at George Mason University, the Department of Nursing Research and Quality Outcomes at the Children’s National Health System (Washington, DC), and the School of Education, Southern New Hampshire University.

Dr. Yin has authored over 100 publications, including authoring or editing 11 books (not counting the multiple editions of any given book). Earlier editions of the present book have been translated into eight languages (Chinese, Japanese, Korean, Swedish, Romanian, Italian, Polish, and Portuguese), and a second book on Qualitative Research from Start to Finish (2016) is in its 2nd edition and has been translated into four languages (Chinese, Korean, Swedish, and Portuguese).  Dr. Yin received his B.A. in history from Harvard College (magna cum laude) and his Ph.D. in brain and cognitive sciences from MIT.

Robert K. Yin, Ph.D., serves as Chairman of the Board and CEO of COSMOS Corporation, an applied research and social science firm that has been in operation since 1980. Over the years, COSMOS has successfully completed hundreds of projects for government agencies, private foundations, and other entrepreneurial and non-profit organizations. At COSMOS, Dr. Yin actively leads various research projects, including those in which the case study method is used. He has authored numerous books and peer-reviewed articles, including Case Study Research and Applications of Case Study Research. In 1998 he founded the “Robert K. Yin Fund” at M.I.T., which supports seminars on brain sciences, as well as other activities related to the advancement of pre-doctoral students in the Department of Brain and Cognitive Sciences.

Graduate school can be incredibly intimidating. As you begin thinking about applying to a program, it can quickly become overwhelming deciding where you should even begin. Although graduate programs are incredibly diverse, and application requirements will vary from one to another, I’m here to provide some helpful tips and a step-by-step guide that I used to successfully apply to PhD programs myself. My goal is to break down the large process into attainable steps that you can use yourself to get into the program of your dreams!

1. Before Applying

Contrary to popular belief, the graduate school application process doesn’t begin with your application – it actually starts much sooner. Before you begin compiling your application, take the time to research schools, programs, labs, and mentors. It’s also important to take the time to explore your own interests to ensure that you enter a program that is right for you.

Know what you want: Graduate programs can span years of intensive work, so it’s incredibly important that you’re confident in your decision to begin! Explore your interests and career goals to ensure which program is right for you – a master’s? A PhD? Is it possible that your dream job is achievable with your current education level? It’s also important to identify which program you want to enter early on. For example, a PhD in psychology is broken down into a range of specialties that each lead to distinct research areas and career paths. If you’re entering a research-heavy field, start exploring what sparks your curiosity and which specific topics you’d enjoy researching later on. This knowledge will come in handy once you begin crafting your application materials.

Research the schools: You may be wondering where to start when searching for programs across the country – it’s an intimidating thought! Some easy ways to narrow down your list of potential schools are by analyzing location, cost of living in the area, school/class sizes, and program funding. Inspect what feels most important to you – a specific part of the country? A large program? A prestigious research history? – and use this knowledge to craft a list of potential schools.

Find your fit: One area in which graduate programs may differ is how closely you’ll be working with faculty. In some areas of study, you’ll apply directly into a program where you’ll take courses under a variety of professors. For others, you’ll apply to advisor or primary investigator directly, working closely with them in their lab to earn your degree. Either way, once you’ve identified schools that you can envision yourself at, dive into their list of faculty to learn more about advisors in the program. For research-heavy programs, how well your interests fit with those of your advisor is often the biggest predictor of success in the application process.

Reach out and introduce yourself: Once you’ve compiled a list of potential programs and/or faculty advisors, it’s time to introduce yourself! Send a formal email notifying potential advisors of your interest and plans to apply in the upcoming cycle. Feel free to share information about your experiences, future interests, and what initially drew you to them. This step establishes a rapport with people in your field and can help you form a relationship before your official application is submitted.

After completing these initial steps, you’ve set yourself up for success when transitioning to compiling your application. Application fees are expensive, and crafting materials to specific schools quickly becomes time consuming. By taking the time to analyze your standards and narrow down your list to a few top programs, you’ve ensured that your time and money will be well spent moving forward.

2. Completing Your Application

Now it’s time to do the heavy lifting and complete your application. Applications can differ from program to program, so take extra care in reading through each program’s requests ahead of time. Across schools, here are some common documents that you can expect to provide:

A curriculum vitae (CV): Your CV is the roadmap of all the experiences you’ve gained before entering a graduate program. Your goal in this document is to express interest in the field while highlighting your relevant skills and knowledge. This document can vary greatly depending on the person and the area of study you are entering, but common sections of a CV are contact information, education, research/clinical experience, teaching experience, honors and awards, memberships and affiliations, publications and presentations, certifications and skills, and references. Although you want your CV to convey your depth of experience, avoid padding this document with filler and only include things that are directly relevant to your program.

A personal statement/academic statement/statement of purpose: This document goes by many names, but essentially serves as a complement to your CV and a place where you can speak more in depth about the ways that your experiences have shaped your goals and interests. The requirements for this document often lie in one of two categories: a free-response, comprehensive personal statement, or a brief list of specific prompts supplied by your program requirements. In this document, it’s important to be both personable and professional, and not to simply restate what you’ve already outlined in your CV. This statement should also individually address the program and advisor it is being submitted to, as opposed to sending in an identical document for every application.

Letters of recommendation: Letters of recommendation are a key aspect of graduate applications and provide an avenue for your program to learn about you through the testaments of others. Many schools will request a minimum of three, with others allowing up to five. Ensure that you choose letter writers who are relevant to your program, such as professors, research mentors, or relevant professionals, and who know you well enough to speak to your strengths as an applicant. Individualized, thoughtful letters take time to write, so request letters from your writers earlier than you think!

A writing sample: Some programs will require a writing sample or may suggest it as an optional component of your application. Choose a sample that showcases your strength as a writer, and preferably is applicable to your program – such as a paper related to your specific research interests. Reach out to peers, mentors, or the writing center to proof this sample for any errors before submitting.

Standardized Test Scores: GRE scores are becoming increasingly less essential in graduate applications – many programs have ceased requesting them at all. In my experience, those viewing your application want to get a strong sense of who you are both as a student and a person, and whether or not you’re capable of being successful in their program. Often, your CV, personal statement, and letters of recommendation are more than enough to paint this picture. Regardless, take the time to study and prepare for these examinations as there’s always a chance that the extra boost may help make the difference between an acceptance and a rejection. And again, emphasis on testing scores may vary widely from one program of study to another.

A diversity statement: An increasing number of programs are adding diversity statements as a core piece of their application requirements. These statements are often around five hundred words, and specific prompts will vary from one program to the next. In general, many will want to know more about your lived experiences and how diversity or hardships have impacted your academic journey. Some programs may also ask you to describe how you will encourage and support diversity if you were to be admitted to their program.

Once you’ve assembled the necessary pieces, it is time to apply. Take note of deadlines, paying careful attention to time zone differences, and ensure that your application is submitted on time. You should receive a confirmation email after your application has been received but keep an eye on your inbox in the coming days as programs will be contacting you with updates.

3. After Applying

You’ve submitted your application! First, take the time to decompress and congratulate yourself. Putting together an application is a long and demanding process, and you should be proud to be on the other side. Nevertheless – your journey is not over yet. The next step in the application process is completing interviews with your chosen programs.

Preparing for your interviews: Although it’s impossible to predict exactly what you will be asked in an interview, there are a few areas you can prepare in to feel confident about your future performance. Make sure you are able to articulate your previous experiences, especially in the context of their impact on you as a strong candidate. Prepare an “elevator pitch” consisting of basic information about yourself and your future goals. Take time to research your program/mentor’s history and specialties. It is often also helpful to be knowledgeable of the current research literature in your field.

The interview process: The interview process is another place where programs can vary greatly from one another, but many will follow a two-step process. The first interview is often virtual, conducted over the phone or through a video call service like Zoom. The second round of interviews are more commonly conducted in-person and will require a physical trip to your program’s location as a result. Some programs will only require one interview before rejecting applicants or extending offers. Other schools host “visitation days” in lieu of interview days, where applicants who have been extended an offer are invited to visit the campus and interact with faculty and graduate students.

Managing offers and making your decision: It can be very difficult to decide between programs if you’ve received multiple offers, and there is no “one-size-fits-all” answer for every applicant. It’s important to ask questions of potential mentors, faculty members, and current graduate students of the program you are considering. When making a final choice, weigh costs, benefits, location, and future potential for success in your decision-making process. Above all, trust your gut, and go wherever feels right for you!

Interviews can definitely be stress-inducing, but your biggest goal at this stage should be gathering information to make an informed decision. Once you’ve made it this far, it’s all about connecting with your potential mentors and determining the best fit for you and your individual goals. At the end of this process, you should feel confident in your final choice of program.

My hope is that this guide to the application process helps clarify the overwhelming thought of beginning graduate school. Setting yourself up for success is a culmination of researching programs, crafting strong application materials, and seeking information to help you feel confident in your final decision. Entering a graduate program after acceptance comes with an entirely new set of challenges to face, but you can rest easy in the knowledge that you’re in the company of many other graduate students just like you . In 2021, the Biden-Harris Administration issued an Executive Order to improve customer experience and make service delivery simple, seamless, and secure for Americans. Since then, government agencies have been hard at work making their services, tools, and content more effective in addressing the needs of the people they serve.

User research is at the heart of transforming customer experience. The best way to ensure services are effective, efficient, easy to use, fair, and safe is to include the people they are intended for when building it.

In this piece, we’ll demonstrate:

The importance of user research and how it helps mitigate risk in agency projects.

How and when to integrate user research into a project.

Examples of agencies successfully incorporating and conducting certain types of user research without needing Paperwork Reduction Act approval.

The basics of a customer-centered approach

Before we dive into the examples, let’s discuss the basics of a customer-centered approach, and why it’s important to ensure an agency is meeting the needs of the people using its products or services.

Creating a new digital tool or making changes to a website or service can affect the experience of millions. If working in isolation, agencies can miss important details that could slow down or prevent people from using your services.

The key to any successful project is to observe how real people interact with a government service or product . Failing to prioritize user research is risky and can lead to poorly designed products and services that are difficult to access.

Conducting user research by the rules

The Paperwork Reduction Act (PRA) ensures that the Federal Government collects information in a way that reduces unnecessary burden on the public. The PRA process generally involves notifying the public about each information collection and giving them a chance to provide feedback. It also includes review of a proposed information collection by the Office of Information and Regulatory Affairs Management (OIRA) within the Office of Management and Budget. However, as discussed in regulation 5 CFR 1320.3(h) , information collection does not include items in categories that are common during user research. Agencies might not need PRA approval for most user research done on projects, depending on how the project is structured.

Specifically, there are activities common in user research that do not require PRA clearance because they do not qualify as an information collection under PRA regulations (5 C.F.R. § 1320.3). Those activities include:

Directly observing someone using a product (i.e., observing someone filling out a form or finding information on a website) or

Asking people non-standardized questions as part of a one-on-one research session (i.e., asking people questions orally, in an unstructured way, about navigating government benefits or signing up for an appointment). “Non-standardized,” in this context, means the questions asked vary from person to person, and are not drawn from a list of identical questions posed in every research session.

Unlike methods that constitute information collection and require PRA clearance (for example, surveys or large focus groups with a set of the same questions or tasks), these types of research conversations (direct observations or one-on-one sessions with non-standardized questions) do not require PRA approval, regardless of the number of users ultimately involved in the research.

Direct observations and one-on-one feedback sessions can be more valuable than focus groups or surveys , since they may provide a deeper understanding of people’s behavior rather than feelings and opinions and showcase what’s working well, what isn’t, and why. Incorporating user research into your project

Incorporating user research results in a better product and reduces risks. It helps address usability concerns, reduces the potential for major backlogs on call centers, increases customer satisfaction, and ensures agencies are prioritizing the right changes. Research is a continuous process, and certain project stages benefit from research, including:

Before a project

Look at comparable systems and services to learn lessons.

Gain a better understanding of the pain points people experience with this system or service.

Get to know stakeholders’ business needs or concerns, possibly using methods suggested by 18F, the digital services agency within the General Services Administration.

Do desk research, such as reading threads on social media websites and discussions on online forums. Find out where people are talking about the topic, go there, and read as much as you can.

Test high-level ideas or potential future solutions.

Start of a project

Observe people using the existing system or service.

Work with local groups, advocates, or nonprofits to identify people to talk to.

Review any comments or letters submitted by the public.

See what people who use the system or service are saying publicly online about their experience.

Read research conducted on this topic.

Middle of a project

Place the thing that your agency team is building in front of someone who will use it, and observe them using it.

  • Create a few different product versions and solutions to each problem.
  • Gather feedback on what people found easiest to use.

In operations

Conduct content testing to understand what people think the message means and make updates until it’s in plain language. (For example, the agency can write improvements to system messages and try to understand what people think the messages mean until the messages are plain, understandable, and straightforward. This approach could be used for emails, text messages, policy guidance, or webpage updates.)

Hold one-on-one listening sessions with people to learn about existing pain points and then prioritize new features based on feedback.

Now let’s take a look at seven government projects that have successfully incorporated user research and improved the customer experience without conducting an information collection requiring PRA clearance.

By exploring these projects, you can start thinking of ways to conduct more research or advocate for more research to enhance the customer experience. This list can generate new ideas and help you find ways to integrate user research more effectively.

Highlighting seven government projects

Case study 1: conducting user research for an informative website launch.

Reporting Unemployment Identity Theft, Department of Labor (DOL)- March 2021

In 2022, thousands of Americans received a fraudulent unemployment insurance tax form (government Form 1099-G) in the mail despite never applying for unemployment insurance (UI). These individuals were victims of unemployment identity theft, and fraudsters used their information to illegally receive unemployment benefits. For most victims, understanding what steps to take next was confusing.

The DOL met with victims of UI theft and developed a website to guide them through reporting the fraud. After the site went live, the DOL collaborated with other government agencies and organizations to incorporate the same tested language for reporting UI fraud on their sites. This created a consistent and reliable standard across all websites, fostering trustworthiness among victims.

User research

Ten unstructured, one-on-one user research sessions with victims helped the DOL learn more about the current process and what victims did when they received the fraudulent unemployment insurance form. Participants walked through their unique scenarios and researchers took detailed notes.

During the second round of research, the main focus was observing individuals as they navigated through the newly drafted website content. Participants were instructed to vocalize their thoughts as they started at the top of the page and explained what they saw. Any aspects of the website that people found confusing were revised and improved following the sessions.

Case study 2: Conducting user research for a new application launch

A New Digital Application for VA Health Care, Department of Veterans Affairs (VA) - July 2016

Many Veterans found the health care application process at the VA frustrating. Most weren’t able to open the fillable PDF online application because it required a certain software that wasn’t common in most browsers. As a result, over 70 percent of visitors had trouble accessing the health care application, according to USDS research.

The team developed a new, user-friendly online application that doesn’t require a certain software to use. For more details, check out the USDS blog post , “Introducing a new digital application for healthcare at VA.”

The team observed Veterans using the existing application to identify pain points and then worked on a new version. Then, they did user research sessions with the new form again to ensure it was easy and removed any previous pain points. In this project, the VA directly observed the experiences of program applicants and participants and engaged in unstructured one-on-one interactions. Case study 3: Conducting user research to inform policy and strategy

Welcome Corps, Department of State - February 2024

The Department of State launched a new program to allow Americans to sponsor refugees. The Welcome Corps program involves forming a sponsor group, completing pre-application steps, and then submitting an application. The process was burdensome to Americans seeking to sponsor a refugee, causing frustration and incomplete applications.

The team did user research to inform which steps in the process could be improved in order to reduce unnecessary burden on sponsors and increase successful application submissions. This research helped ensure any policy changes under consideration would actually support program goals. It also helped inform the agency’s roadmap.

The team met one-on-one with current sponsors to learn about their experience and met one-on-one with potential sponsors to understand what steps of the process were challenging. These research sessions used non-standardized questions. The research findings were presented to program leadership, and policy, tech, and operations teams to inform improvements to the application process.

Why the PRA did not cover this research?

In this project, the team observed the experiences of sponsors and potential sponsors and engaged in unstructured one-on-one interactions. Case study 4: Conducting user research to streamline digital experiences

My VA Dashboard for Veterans, Department of Veterans Affairs (VA) - November 2020

Many services are available to Veterans on the VA websites but it can be challenging to locate them and take action. Veterans asked for a centralized location that was relevant to their needs.

The team worked with a vendor to create My VA, a personalized dashboard for Veterans to access tools and information.

A vendor conducted user research to identify the information that Veterans expect to find in the My VA Dashboard tool and the best way to navigate it.

The contract required vendors to conduct user research to determine people’s goals, needs, and behaviors. The vendor conducted one-on-one, non-structured conversations with Veterans to inform how the agency should build the dashboard.

The contractor collected information and observed program applicants and participants by asking non-standardized questions on a particular process, theme, or issue without any specification of the information being sought. See 5 CFR 1320.3(h)(3), (h)(6).

Case study 5: Conducting user research to inform outreach strategies via text messages

Child Tax Credit Outreach, Department of Treasury and the White House - June 2021

When the American Rescue Plan Act became law in March 2021, millions of Americans were suddenly eligible for unprecedented tax relief by expanding both earned income and child tax credits. Americans who don’t make enough income to require a tax filing would benefit most from the expansion, but first, they needed to know about the credits and include them when they filed a tax return.

Outreach was key to reaching families in most need. The team learned throughout the year that:

Messages from official government entities work well, specifically, government benefits agencies.

Emails and text messages have worked when encouraging state and local governments to send messages directly to beneficiaries.

The team performed user research throughout the year by working with non-profits on the ground to identify research participants and understand what was working and not working. They partnered with Code for America to test several text messages to ensure clear language. They also joined research sessions to observe SNAP applicants engaging with a third-party app that helps them manage their SNAP benefits electronically.

In this project, the groups directly observed the experiences of program applicants and participants. They asked non-standardized questions on a particular process, theme, or issue without any specification of the information being sought. See 5 CFR 1320.3(h)(3).

Case study 6: Conducting user research with internal users of a system

Updates to the Unaccompanied Children Case Management System, Office of Refugee Resettlement (ORR), Administration for Children and Families, Department of Health and Human Services – August 2022

Case managers were updating both paper and digital forms when assessing a potential sponsor. Many duplications existed across the two forms, and filling out both caused inefficiencies.

The team changed the online form, eliminating the need for the paper form and transferred them to the digital experience, reducing burden for the sponsor and case manager. The updated digital form also included design improvements to enhance the flow of the questions.

ORR contacted case workers nationwide and observed them filling out both versions of the form to identify pain points. Another round of research was conducted later on, once they had an updated digital form. These were one-on-one conversations to confirm that the form was easy to use. Any areas where the case managers had questions or trouble were good indicators that the digital form needed tweaking. Finally, they arrived at a version that was easy to use and improved the previous safety and efficiency concerns.

In this project, the ORR directly observed case workers (not federal employees) using a form via one-on-one interviews to understand any usability concerns. They asked non-standardized questions on a particular process, theme, or issue without any specification of the information being sought. See 5 CFR 1320.3(h)(3).

Case study 7: Conducting user research with students and families

College Scorecard, Department of Education - August 2015

Deciding on a college can be an overwhelming task with limited access to reliable information on student outcomes like student earnings, graduates’ student debt, and borrowers’ repayment rates.

In September 2015, the Department of Education launched the College Scorecard, which made data transparent for the public about colleges by leveraging existing data on costs, graduation, etc. and providing new data points on earnings after attendance, student debt, and borrower repayment rates. As these data sets were published through an open application programming interface (API), researchers, policymakers, and the public could customize their analysis of college performance easily. The team conducted user research at every single step in the project. This user research involved one-on-one conversations with high school students in Washington, D.C.’s Anacostia neighborhood, guidance counselors, 4-H kids, parents, college advisors, and data journalists. They also conducted research and met one-on-one with a diverse set of stakeholders across the higher education community to learn about their concerns, ideas, and hopes for how they could help students and families make a more informed decision.

Based on this research, the team developed a College Scorecard prototype and then turned it into a website. The prototype was put in front of students during one-on-one sessions, to observe if the tool was easy to use. The research revealed that students were unlikely to use a mobile app and were hesitant to use government websites, so the team ensured other sites that were actually frequented by students had access to the same data.

In this project, the Department of Education directly observed the program applicants and participants engaging with the College Scorecard. Ready to conduct user research?

Throughout this piece, we emphasized the significance of user research and described some ways to incorporate it into agency projects without conducting a PRA information collection. These examples showcase how an agency can successfully conduct user research to improve delivery of services.

Agencies should incorporate user research into their work to make well-informed decisions, minimize risk, and save time and money. These case studies are a reminder that by applying user research best practices, agencies can build trust in government and improve customer experience for all Americans.

Biochemistry and Biophysics are the foundation of all cellular processes and systems. Biochemical processes account for the functions of cellular building blocks, from nucleic acids and proteins to lipids and metabolites, and the formation of complex networks that make a cell or system work. Biophysics explains the complexity of life with the simplicity of physical laws and math.

The mission of our collaborative unit ‘Biochemistry & Biophysics’ is to train the next generation of scientists and to uncover how life works at the molecular level. Our scientists study macromolecular complexes and their specificity, protein design and evolution, and molecular networks. We illuminate how the cytoskeleton determines cell shape, how cells transduce signals, how membranes fuse, how chromatin organizes the genome, how metabolism is coordinated, how viruses hijack cells, how the immune response works, and how cells form patterns and communicate with each other.

We are experts in bioengineering, structural biology, computation and modeling, optics and microscopy, and microfluidics. Some examples of the approaches being used, and in some cases developed, at Princeton include X-ray crystallography, electron microscopy, mass spectrometry, NMR spectroscopy, super-resolution optical microscopy, single-molecule methods, and computational modeling. These tools are being applied to biological problems ranging from protein folding and design, to signal transduction, to intracellular trafficking.

A long-standing tradition and strength of our University is that biologists, chemists and physicists work closely together in an interdisciplinary setting. It is also common to see computational biologists working together with wet-lab biologists to address problems that neither could tackle alone with spectacular results. This is facilitated by the intimate connection between the Department of Molecular Biology with the Departments of Chemistry , Physics and Chemical and Biological Engineering , as well at the Lewis-Sigler Institute for Integrative Genomics

The purpose of this study is to explore the correlation between technological progress and industrial development in the pharmaceutical manufacturing industry. The method is to collect a total of 319 panel data from 29 provinces in China from 2010 to 2020 using various statistical yearbooks and conduct empirical research based on the super-efficiency three-stage SBM model and semi-parametric spatial lag model, aiming to provide a reference for countries or regions with similar development levels in the world. The result is that the industrial development of the pharmaceutical manufacturing industry in a country or region will inhibit the industrial development of neighboring regions, and the impact of innovation efficiency on industrial development presents a fluctuating relationship of first promoting, then inhibiting, and then promoting with the improvement of technological innovation level. The conclusion is that the relatively weak countries or regions should promote the digital transformation of the pharmaceutical industry, combine the advantages of the industrial chain, use the digital platform to promote cross-regional cooperation, and the government should strengthen the incentive mechanism of pharmaceutical products by combining the local advantages. Countries or regions with strong medicine should speed up the internationalization process of pharmaceutical enterprises, promote innovative drugs, CXO, and other industries, and achieve misplaced development.

Types of studies and research design

Medical research has evolved, from individual expert described opinions and techniques, to scientifically designed methodology-based studies. Evidence-based medicine (EBM) was established to re-evaluate medical facts and remove various myths in clinical practice. Research methodology is now protocol based with predefined steps. Studies were classified based on the method of collection and evaluation of data. Clinical study methodology now needs to comply to strict ethical, moral, truth, and transparency standards, ensuring that no conflict of interest is involved. A medical research pyramid has been designed to grade the quality of evidence and help physicians determine the value of the research. Randomised controlled trials (RCTs) have become gold standards for quality research. EBM now scales systemic reviews and meta-analyses at a level higher than RCTs to overcome deficiencies in the randomised trials due to errors in methodology and analyses.

INTRODUCTION

Expert opinion, experience, and authoritarian judgement were the norm in clinical medical practice. At scientific meetings, one often heard senior professionals emphatically expressing ‘In my experience,…… what I have said is correct!’ In 1981, articles published by Sackett et al . introduced ‘critical appraisal’ as they felt a need to teach methods of understanding scientific literature and its application at the bedside.[ 1 ] To improve clinical outcomes, clinical expertise must be complemented by the best external evidence.[ 2 ] Conversely, without clinical expertise, good external evidence may be used inappropriately [ Figure 1 ]. Practice gets outdated, if not updated with current evidence, depriving the clientele of the best available therapy.

Triad of evidence-based medicine

EVIDENCE-BASED MEDICINE

In 1971, in his book ‘Effectiveness and Efficiency’, Archibald Cochrane highlighted the lack of reliable evidence behind many accepted health-care interventions.[ 3 ] This triggered re-evaluation of many established ‘supposed’ scientific facts and awakened physicians to the need for evidence in medicine. Evidence-based medicine (EBM) thus evolved, which was defined as ‘the conscientious, explicit and judicious use of the current best evidence in making decisions about the care of individual patients.’[ 2 ]

The goal of EBM was scientific endowment to achieve consistency, efficiency, effectiveness, quality, safety, reduction in dilemma and limitation of idiosyncrasies in clinical practice.[ 4 ] EBM required the physician to diligently assess the therapy, make clinical adjustments using the best available external evidence, ensure awareness of current research and discover clinical pathways to ensure best patient outcomes.[ 5 ]

With widespread internet use, phenomenally large number of publications, training and media resources are available but determining the quality of this literature is difficult for a busy physician. Abstracts are available freely on the internet, but full-text articles require a subscription. To complicate issues, contradictory studies are published making decision-making difficult.[ 6 ] Publication bias, especially against negative studies, makes matters worse.

In 1993, the Cochrane Collaboration was founded by Ian Chalmers and others to create and disseminate up-to-date review of randomised controlled trials (RCTs) to help health-care professionals make informed decisions.[ 7 ] In 1995, the American College of Physicians and the British Medical Journal Publishing Group collaborated to publish the journal ‘Evidence-based medicine’, leading to the evolution of EBM in all spheres of medicine.

MEDICAL RESEARCH

Medical research needs to be conducted to increase knowledge about the human species, its social/natural environment and to combat disease/infirmity in humans. Research should be conducted in a manner conducive to and consistent with dignity and well-being of the participant; in a professional and transparent manner; and ensuring minimal risk.[ 8 ] Research thus must be subjected to careful evaluation at all stages, i.e., research design/experimentation; results and their implications; the objective of the research sought; anticipated benefits/dangers; potential uses/abuses of the experiment and its results; and on ensuring the safety of human life. Table 1 lists the principles any research should follow.[ 8 ]

Types of study design

Medical research is classified into primary and secondary research. Clinical/experimental studies are performed in primary research, whereas secondary research consolidates available studies as reviews, systematic reviews and meta-analyses. Three main areas in primary research are basic medical research, clinical research and epidemiological research [ Figure 2 ]. Basic research includes fundamental research in fields shown in Figure 2 . In almost all studies, at least one independent variable is varied, whereas the effects on the dependent variables are investigated. Clinical studies include observational studies and interventional studies and are subclassified as in Figure 2 .

Classification of types of medical research

Interventional clinical study is performed with the purpose of studying or demonstrating clinical or pharmacological properties of drugs/devices, their side effects and to establish their efficacy or safety. They also include studies in which surgical, physical or psychotherapeutic procedures are examined.[ 9 ] Studies on drugs/devices are subject to legal and ethical requirements including the Drug Controller General India (DCGI) directives. They require the approval of DCGI recognized Ethics Committee and must be performed in accordance with the rules of ‘Good Clinical Practice’.[ 10 ] Further details are available under ‘Methodology for research II’ section in this issue of IJA. In 2004, the World Health Organization advised registration of all clinical trials in a public registry. In India, the Clinical Trials Registry of India was launched in 2007 ( www.ctri.nic.in ). The International Committee of Medical Journal Editors (ICMJE) mandates its member journals to publish only registered trials.[ 11 ]

Observational clinical study is a study in which knowledge from treatment of persons with drugs is analysed using epidemiological methods. In these studies, the diagnosis, treatment and monitoring are performed exclusively according to medical practice and not according to a specified study protocol.[ 9 ] They are subclassified as per Figure 2 .

Epidemiological studies have two basic approaches, the interventional and observational. Clinicians are more familiar with interventional research, whereas epidemiologists usually perform observational research.

Interventional studies are experimental in character and are subdivided into field and group studies, for example, iodine supplementation of cooking salt to prevent hypothyroidism. Many interventions are unsuitable for RCTs, as the exposure may be harmful to the subjects.

Observational studies can be subdivided into cohort, case–control, cross-sectional and ecological studies.

  • Cohort studies are suited to detect connections between exposure and development of disease. They are normally prospective studies of two healthy groups of subjects observed over time, in which one group is exposed to a specific substance, whereas the other is not. The occurrence of the disease can be determined in the two groups. Cohort studies can also be retrospective
  • Case–control studies are retrospective analyses performed to establish the prevalence of a disease in two groups exposed to a factor or disease. The incidence rate cannot be calculated, and there is also a risk of selection bias and faulty recall.

Secondary research

Narrative review.

An expert senior author writes about a particular field, condition or treatment, including an overview, and this information is fortified by his experience. The article is in a narrative format. Its limitation is that one cannot tell whether recommendations are based on author's clinical experience, available literature and why some studies were given more emphasis. It can be biased, with selective citation of reports that reinforce the authors' views of a topic.[ 12 ]

Systematic review

Systematic reviews methodically and comprehensively identify studies focused on a specified topic, appraise their methodology, summate the results, identify key findings and reasons for differences across studies, and cite limitations of current knowledge.[ 13 ] They adhere to reproducible methods and recommended guidelines.[ 14 ] The methods used to compile data are explicit and transparent, allowing the reader to gauge the quality of the review and the potential for bias.[ 15 ]

A systematic review can be presented in text or graphic form. In graphic form, data of different trials can be plotted with the point estimate and 95% confidence interval for each study, presented on an individual line. A properly conducted systematic review presents the best available research evidence for a focused clinical question. The review team may obtain information, not available in the original reports, from the primary authors. This ensures that findings are consistent and generalisable across populations, environment, therapies and groups.[ 12 ] A systematic review attempts to reduce bias identification and studies selection for review, using a comprehensive search strategy and specifying inclusion criteria. The strength of a systematic review lies in the transparency of each phase and highlighting the merits of each decision made, while compiling information.

Meta-analysis

A review team compiles aggregate-level data in each primary study, and in some cases, data are solicited from each of the primary studies.[ 16 , 17 ] Although difficult to perform, individual patient meta-analyses offer advantages over aggregate-level analyses.[ 18 ] These mathematically pooled results are referred to as meta-analysis. Combining data from well-conducted primary studies provide a precise estimate of the “true effect.”[ 19 ] Pooling the samples of individual studies increases overall sample size, enhances statistical analysis power, reduces confidence interval and thereby improves statistical value.

The structured process of Cochrane Collaboration systematic reviews has contributed to the improvement of their quality. For the meta-analysis to be definitive, the primary RCTs should have been conducted methodically. When the existing studies have important scientific and methodological limitations, such as smaller sized samples, the systematic review may identify where gaps exist in the available literature.[ 20 ] RCTs and systematic review of several randomised trials are less likely to mislead us, and thereby help judge whether an intervention is better.[ 2 ] Practice guidelines supported by large RCTs and meta-analyses are considered as ‘gold standard’ in EBM. This issue of IJA is accompanied by an editorial on Importance of EBM on research and practice (Guyat and Sriganesh 471_16).[ 21 ] The EBM pyramid grading the value of different types of research studies is shown in Figure 3 .

The evidence-based medicine pyramid

In the last decade, a number of studies and guidelines brought about path-breaking changes in anaesthesiology and critical care. Some guidelines such as the ‘Surviving Sepsis Guidelines-2004’[ 22 ] were later found to be flawed and biased. A number of large RCTs were rejected as their findings were erroneous. Another classic example is that of ENIGMA-I (Evaluation of Nitrous oxide In the Gas Mixture for Anaesthesia)[ 23 ] which implicated nitrous oxide for poor outcomes, but ENIGMA-II[ 24 , 25 ] conducted later, by the same investigators, declared it as safe. The rise and fall of the ‘tight glucose control’ regimen was similar.[ 26 ]

Although RCTs are considered ‘gold standard’ in research, their status is at crossroads today. RCTs have conflicting interests and thus must be evaluated with careful scrutiny. EBM can promote evidence reflected in RCTs and meta-analyses. However, it cannot promulgate evidence not reflected in RCTs. Flawed RCTs and meta-analyses may bring forth erroneous recommendations. EBM thus should not be restricted to RCTs and meta-analyses but must involve tracking down the best external evidence to answer our clinical questions.

We present analytic solutions to the evolution in generalized tight-binding models, which consider complex first-neighbor couplings with equal amplitude and arbitrary phases. Our findings provide a powerful tool to efficiently calculate expectation values and correlations within the system, which are otherwise difficult to compute numerically. We apply our results to relevant examples in quantum light manipulation using N -port linear couplers, describing the evolution of single (multi)-mode squeezing, single-photon added (subtracted) Gaussian states, and second-order site-to-site photon correlations. Significantly, our analytic results outperform standard numerical calculations. Our study paves the way for a comprehensive mathematical framework describing the spatial evolution of quantum states across a wide range of physical systems governed by the tight-binding model.
