There are hundreds of varieties of beggars in India. Some varieties are of blind beggars. As they are unable to see and do any work so they start begging. Such a type of beggars does deserve our pity. Also, there are beggars who are cripples and lepers. They are unable to earn their livelihood. Actually, all beggars have their novel methods of begging to get alms from people.

At the same time, there are beggars, both young and stout, but have opted to beg as their profession. Then there are beggars who like sadhus, but actually, they are not. Most of such type beggars are drunkards, sinners, and thieves.

There are others who simply pose to be disabled. In fact, they are not they have printed cards with them. They show it to the people. They pretended to be dumb. A number of small children move from one bazaar to another bazaar asking for some money. Actually, these are the kinds of professional beggars who also indulge them in the habit of begging. Sometimes, they are the agents of a cheat who gets his work out of them. This is being done in an organized way. The cheats make a lot of money.

Ladies, both old and young, take pity on such type of begging. Children and give them some coins. You can even see these begging children smoking or enjoying ice candy. No doubt, these are the sons and daughters of professional beggars, yet they won't do any other job but begging. If you offer these children some light job they won't do it. They would simply live on begging.

The beggars are helpless in this case. The worst part is that these gang leaders even make these beggars handicapped to invoke pity of the public and get more alms.

Begging is a serious problem and the problems faced by the beggars in India are no less. Even though the government is taking measures to stop it and many NGOs have been formed to eradicate this problem nothing concrete has been done yet.

Today begging has become a social disease. Begging is infectious. Coins without doing anything make beggars addicted to begging. Only social awareness that alms-givers are the real culprits can go a long way in curbing begging. Rehabilitation of the disabled should be given priority. For the time being we can safely say that Indian beggar is omnipresent and ever-green. His tribe is on the increase. Begging reflects the real standing of a country.

India was once known as the ‘Golden Bird’. It was not only the center of trade and exchange but also of academics and learning. People came from far and wide to witness the magnificence of India. This all changed after the advent of the British. The British wanted to gain this golden bird and trap her forever.

They exploited her, suppressed her and oppressed her. The golden bird fought and defied the British rule. She wanted to get out of her shackles. On 15 th of August, 1947 , she succeeded in getting rid of her shackles. She was able to fly again. But, by the time India got independence, she was not golden anymore. Years of foreign rule had left her poor and destitute.

After 70 years of gaining independence, India has now become the 6 th largest economy in the world, and will soon beat its own oppressor, ‘Great’ Britain. It is the largest and perhaps the most vibrant democracy in the world. India has come a long way since its independence, which is truly commendable.

But there are still some issues and problems that India faces even now. The shackles of oppression are replaced by many other shackles that hold back India from flying high. One such shackle is the problem of beggary in India.

A beggar is a homeless person who begs for food and money from other people and lives through this money and food. A person begs because she has no choice but to do so. She is homeless, and cannot gain employment due to many reasons. Maybe she is disabled or crippled.

Maybe she is so old that her body does not allow her to work. Such a person has no option but to beg. There is no other way in which she can live.

Thus, she becomes a beggar, helpless due to her unfavourable circumstances. This is why people resort to begging. But the situation in India is far from this. In India, begging has become somewhat of a profession.

Begging as a Profession in India

Begging in India is an age old practice. Begging even has religious sanction in some situations. Sadhus and Fakirs live charity. It is their way. Since childhood, as Indians, we have been taught to give charity with the one hand while the other does not come to know.

We have been taught to be kind and give charity to those who need it. We have been taught to share what god has blessed us with. Perhaps, it is this nature of the Indian morals and values that people who make begging their profession, take advantage of.

Begging is now not only done by people who are desperate and destitute or Sadhus and Fakirs, but also by able- bodied people, families and gangs who have made it their profession. It is common sight in India to find a family of husband and wife, along with their children to cry and beg for money in railway station, traffic lights, roads, outside temples, malls, shops, etc.

Many children who beg often carry another small child. Some others are crippled, while others won’t leave a person till they get some money. This is done to garner sympathy. In this way, parents, who themselves do not work use their children to ‘earn’ money by begging.

They not only play with the children’s future and deprive them of education and childhood, but also raise citizens who will grow up and do the same thing, as they do not know how to do anything else.

Begging thus deprives the country of talent, resources and productive citizens. If these three elements are not present, how can India as a country develop?

In India, begging gangs also exist. People who make begging their profession form local gangs to further their begging. As their gang becomes strong, no one goes against them. These gangs commit various crimes too to earn money through begging.

People’s hearts melt when they see a helpless young child with bleak eyes and dirty and tattered clothes. To take advantage of this fact, these gangs steal very young children from their homes and parents and scare them, punish them and train them on how to beg. Such children are so young that they don’t even remember their homes, and sometimes even the city that they belong to.

Every day, these gangs take these children to various locations like traffic signals, temples etc., to beg and get money. At the end of the day, they take away the money that the children have and if they could not collect more than a certain amount, they beat and harass these children.

When it seems that a child is unable to earn a certain amount daily, these gangs cripple the child, by cutting off a hand or leg, making the child blind, etc., so that the child can garner more sympathy and money from the people she begs from. Such is the cruelty that these innocent children have to face. This is the bleak reality of beggars and the ‘begging industry’ in India.

These gangs often bribe the officials and police officers who thus ignore the plight of the children. The children are thus caught in a spiral of misfortune and doom with no way out. They become helpless and have no choice but to obey their abductors. Some poor families even sell their children to these gangs. The future of the child is completely destroyed. Such is the nature of beggary in India.

Beggary also promotes laziness. Able bodied people who do not want to work live on charity by begging. They basically leech off the society. They do not do any work and just live off charity, when they can work. They become a menace and a burden to the society.

Then what can be done? Of course, beggary has to be done away with. Begging helps no one. Begging is also demeaning. When people see able bodied people begging when employment is available, they should not give money away to such people.

Rather than giving money to children who beg, people should give these children food, or other resources. When they see a young child begging, they should inform the police or call child welfare services. Such children should be helped and rehabilitated.

Old and crippled people who have no one they can depend on, should be helped by rehabilitating them old age care centers, NGOs, etc. The government should form stringent laws against beggary in India. The underground that operate and thrive through beggary should be caught and its members should be severely punished.

Officials and police officers who took bribes should be suspended and punished. And, to prevent people from resorting to beggary again, the government needs to make and implement poverty alleviation policies for the betterment of the whole society.

We, as citizens of India need to be careful and alert too. After governments implements stringent laws, we need to report about beggars to the police. We need to report to the police about children around us that we see are begging. They need our help. It is our duty to help them.

Even in our ancient texts and teachings it is written that charity is a noble task, but charity should be given only to people who actually require and need it. Providing charity to people who can work is condoning their laziness. There is also another popular saying, ‘God helps those who help themselves’, which is indeed true.

Autobiography of A Beggar

Today I am roaming the streets of Delhi and known as a beggar and a street dweller. Life was not always like this for me. Believe me dear friends; I was also a happy man living comfortably with my wife and children in a small one-room apartment in the neighborhood of Delhi. I earned my living as a rickshaw puller and was quite satisfied with life and what it had, to give me. I was content with the little I had but even that was grudged by people of this land and one fine day I do not know why, some people came with huge machines and other paraphernalia and broke my little house to pieces. Within a twinkle of an eye, I could see my pucca home being changed into dust.

For this catastrophe, the poor man that I was, was not prepared and, out of nowhere I was converted from a respectable poor man into a beggar. I had absolutely nothing, absolutely nothing to fill the gap of poverty and so the only way I could fulfill the basic requirements of my family was, by begging. I knew no job or rather, I would say I could do no job except driving a cycle rickshaw so, I was thrown on the road to look for an alternative and what I found myself worthy of, was just begging.

I have a wife and two children what can I give them nothing except a few morsels of food. My daily routine is to sit like a beggar in front of the Hanuman Temple near Connaught Place. This place I chose for my work because here, I felt that some food or income is assured. Daily I used to sit here for about ten hours and then go to rest on the street with my wife and children. My imagination came to be true that at the Hanuman Mandir! Would be assured of at least a minimum daily and that it turned out to be. I do manage to take out a bare subsistence for my family.

My routine life was drab and dull till one-day lady luck smiled at me I was at the temple with my son. One fine gentleman had come to the temple with his wife and daughter. I do wonder what they saw in us that, they asked me if I could send my son with them to work in their family I had no time to ask my wife but the temptation was too great. It occurred to me that, if I would send my son, for one thing, I would have one person less to feed, and secondly, he would have a good comfortable life. At the spur of the moment, I thought nothing and gave instructions to my son to go with that gentleman. My heartbeat fasts for, how would I ever know how my son was being kept and what he was being taught. The demand of fate urged me to send the child. That day was a fateful day for me. My son got home to stay but the pangs of separation could not be borne by my wife who fell ill.

My tragedy knew no bounds, now how could I get my son back, fretted, and cried but what could be done. However, God is really great, for, one day when we were fuming about the lost son, the same gentleman came to me with my son. My eyes could not believe what they saw, for, the child had become so sweet within fifteen days of stay with the Sahib. We met the boy and seeing him, my sick wife was cured as if by magic. This time the sahib asked me for my daughter. Though I did not want to part with her, viewing her future I gave her also to the Sahib. This time, I was more intelligent and took the Sahib’s address so that whenever I would like to meet my children I could go.

So my children are settled but I and my wife still beg for alms and manage sustenance. We thank God that at least HE thought of the future of our children, so many of my brethren rot here and their children follow suit.

I feel that inspite of being a beggar myself at least I could settle my children for a better life; it is just an existence because we cannot help living. When we see others enjoying this same gift of life we feel so depressed and do wonder why we have had to face this life of neglect and insult. Anyway, that is in our fate we must remember, “Beggars cannot be choosers”. Let’s accept whatever we get that is all that can be done.

Beggars in India face numerous problems. Some of these problems are severe and can even be beyond our imagination. Here is a look at some of the main problems faced by beggars in India:

• No Food; No Shelter

Beggars in India lead their entire life living on the road side. Their whole family sits on the road side during the day begging the passers-by for food and money and sleeps on the footpath or underneath a tree near the same place as it grows dark. Food, cloth and shelter are the basic needs of the human beings and beggars are denied even these basic needs. Such is the life of these poor people.

• Poor Hygiene

Living on the roadside, the beggars do not have access to good quality food, clean drinking water as well as water which is clean enough to bath or good enough for sanitation purpose. They do not bathe for days and roam around in the same clothes for weeks without washing them. They, thus, suffer from poor hygiene.

• Poor Health Condition

Poor hygiene leads to poor health condition. Besides, these people do not have proper shelter and are faced with adverse climatic conditions such as strong heat wave, heavy downpour and chilling cold. Eating healthy food is beyond question for them. All this has a severe impact on their health and leads to various illnesses.

• Lack of Medical Facilities

When these poor people fall ill they do not even have access to good medical facilities to get themselves cured. They cannot afford the enormous fee charged by the private doctors. While some of them don’t visit the doctors at all and wait for the condition to get better on its own others go to the government dispensaries or hospitals that are over-crowded with patients and lack proper patient care.

Illiteracy is the main problem. Beggars are mostly illiterate and do not make any effort to send their children to school either. Instead of providing education to their kids they force them to beg on the street. This gives rise to the illiteracy as well as crime rate. Education can change a person for good but these people do not understand this.

• Begging Rackets

There are gangs that force people to beg. They kidnap young children or give a ransom to the poor families in their exchange and engage them in begging. These gangs divide areas and send beggars for begging in their respective areas. At the end of each day, they take away a substantial amount of cash and kind collected by the beggars. The beggars are helpless in this case. The worst part is that these gang leaders even make these beggars handicapped to invoke pity of the public and get more alms.

In ancient times the Hindu society admitted begging for medicants and their students. The students were allowed to beg for their teachers. But they were never called beggars. His daily income is varied. The beggars in towns have divided the zones among them. In the railway train two beggars do not come to the same compartment. Our sacraments, our religious feelings, our craze for salvation and nice birth when we take rebirth, hate for manual labour, unemployment and disabilities give birth and incentive to begging. We think beggar is an object of pity as he has no means of livelihood. Unclad and unfed he awakens our sympathy. He wanders stretching his hand before others. He is exposed to the elements. His living place is foot-path and pavement. His miserable condition melts the hearts of the people to give him a coin, used clothes and a crust of bread. Eatables, we can’t eat, are given to the beggar. It is O.K. as far as help to the disabled is concerned. But to feed able-bodied is to make the beggars parasites. Today begging has become a social disease. Begging is infectious. Coins without doing anything make beggars addicted to begging. Only social awareness that alms-givers are the real culprits can go a long way in curbing begging. Rehabilitation of the disabled should be given priority. For the time being we can safely say that Indian beggar is omnipresent and ever-green. His tribe is on the increase. Begging reflects the real standing of a country.

Sometimes it becomes a problem to get rid of them.

Beggars are both genuine and ungenuine but most of the beggars are fake. They become beggars because they are shirkers. They don’t want to work. Begging is an easy way of making money. Some people have made begging their business. They are parasite on society. They are a burden on the economy of the country.

Beggars are not self-respecting persons. Most of them are cheater. They commit crimes. They commit thefts. In order to evade arrest, they conceal their identity by becoming beggars. Some beggars are gamblers and drunkards. Whatever money they collect by begging during daytime, they spend it on drinking and gambling at night.

Begging is a curse. It is a blot on the fair name of our country. The government should take steps to abolish it. It should open poor-houses. The disabled persons should be given free food and free clothes. The able-bodied beggars should be made to work.

Beggars are very common in India. We see them everywhere. They can be seen at the bus stop, railway station, temple, and at all public places. They make appeals to you. They try to touch your heart.

There are hundreds of varieties of beggars in India. Some varieties are of blind beggars. As they are unable to see and do any work so they start begging. Such a type of beggars does deserve our pity. Also, there are beggars who are cripples and lepers. They are unable to earn their livelihood. Actually, all beggars have their novel methods of begging to get alms from people.

At the same time, there are beggars, both young and stout, but have opted to beg as their profession. Then there are beggars who like sadhus, but actually, they are not. Most of such type beggars are drunkards, sinners, and thieves.

There are others who simply pose to be disabled. In fact, they are not they have printed cards with them. They show it to the people. They pretended to be dumb. A number of small children move from one bazaar to another bazaar asking for some money. Actually, these are the kinds of professional beggars who also indulge them in the habit of begging. Sometimes, they are the agents of a cheat who gets his work out of them. This is being done in an organized way. The cheats make a lot of money.

Ladies, both old and young, take pity on such type of begging. Children and give them some coins. You can even see these begging children smoking or enjoying ice candy. No doubt, these are the sons and daughters of professional beggars, yet they won't do any other job but begging. If you offer these children some light job they won't do it. They would simply live on begging.

The beggars live in colonies outside a town. The colonies are in very dirty localities. All sorts of vices are practiced there while the woman goes out begging her husband to gamble and drink. In fact, all of them remain free. An Indian beggar starts his day from a place of worship. There he gets a few coins. Some religious-minded people w\even give them sweets, fruits, etc. So these beggars have their breakfast also there. Then in the afternoon, they would go to the streets. Some house ladies give them food while others oblige them with old clothes.

Beggars are a great nuisance in India. Certain states have made laws against begging. The government has made homes free of really disabled and deserving persons. But they do not like to live there.

There are some genuine beggars also like blind, cripples, and lepers. We should not encourage begging. The people in India need to be educated against this social vice.

Many beggars are also disabled and thus do not possess the ability to fend for themselves, another section of beggars includes old people who have been abandoned by their family and are too weak or diseased to earn a living. Unfortunately, most beggars are children.

Children have the ability to invoke sympathy from people. Thus, families often send children to beg and fend for the entire family. Another category of children who beg is part of child trafficking rackets. In some cases, families are forced into begging when an unfortunate event like the death of the bread earner or loss of assets due to natural disasters occur. Beggars often live in slums or on the roadside or below a bridge.

They do not have access to basic living conditions like clean water or sanitation. They cannot afford education for their children or the cost of a hospital when they fall sick. Beggars are found everywhere. More commonly, they can be seen in traffic signals or outside temples, mosques, or churches. These religious places are particularly targeted as this is where people are more likely to donate for charity.

When children beg instead of going to school, the nation loses out on the opportunity of not only another bright mind, but it is also a drawback for the literacy efforts. Lack of employment is the major cause of begging. As much as many people consider beggars to be a burden on the country, we must understand that ignoring the problem will not solve it. It is our responsibility to explore the causes and find a solution to the problem plaguing our society today.

Factors which lead to Begging in India

Poverty is by far the major cause noticed across the country. As per data by the Ministry of Social Justice, there are about 4 lakh beggars in the country. The highest number of beggars are found in the state of West Bengal. This means that more than 4 lakh people do not have a fixed source of income and are vulnerable to exploitation. They do not have access to education, water, food, or even a roof over their head.

Unemployment is another significant cause leading to begging. There is huge competition for unorganized sector jobs in the country. The demand is lesser than the supply. With no education, manual labour and other unorganized sector jobs are the only options for beggars. Contractors use this compulsion to their advantage and pay very less, especially to children and women. This leads to not being able to earn enough to feed the entire family.

Thus, they are forced to beg for help. Further, unskilled labour opportunities are few and far apart. The government has failed in providing them with productive opportunities. Vices are yet another cause of concern. Often, families do earn enough for sustenance if the earnings are appropriately managed. But, when they indulge the money in gambling, drinking, and other vices, they fail to take care of their family. These not only forces children to drop out of schools, but it also leads to young hands begging for food.

Eradicating Begging

The union government has developed a centrally sponsored Integrated Child Protection Scheme (ICPS) for children in need of care and protection (CNCP), including those caught begging. Implementation of parts JJ Act or the Juvenile Justice Act, which can help in eradicating begging, has been implemented in various states.  But the Delhi HC declared in 2018 that begging is not a crime. However, no particular efforts have been taken by the government to target and eradicate begging particularly.

This is the reason why the government came under fire for shifting beggars when US President Donald Trump visited India. It is necessary that we, as a society, support the government in the eradication of begging as a practice. Instead of attacking the problem from its roots, we are presently trying to find temporary solutions.  We must find ways to prevent children from begging to begin effectively. This has a major impact on the development of the child. As citizens, we must not encourage children who are begging by giving money.

Further, any such cases of begging should be reported to the government as it is not only child abuse but also child labour.  Further, the government must implement mechanisms to provide unskilled employment to able-bodied beggars. This will not only provide them with an income, but it will also help them contribute to the nation’s productive activities. Those with vices must be rehabilitated if required. Further, abandoning old aged parents must be made a crime. Old age homes must be arranged for them.

In the big cities, footpath and road side areas are the only places they get to sleep and lead their lives.

During the day time, the beggars sit on the footpath asking the passers-by to lend them food and money. At night, they sleep at the same place as they have nowhere to go. Some beggars put on tents on the footpath where they leave their kids and keep their belongings. However, the place is occupied illegally and is often wrecked by the police. And these beggars are once again forced to live on the footpath without any roof on their head.

In places such as Delhi, where the weather conditions are extreme, the life of beggars is the worst. They have to face the adverse effects of heat and cold. Things get even worse during the rainy season. Beggars suffer from illnesses caused due to exposure to extreme weather. The news of beggars living on the footpath dying due to heat wave, cold and heavy rainfall is quite common. They certainly lead a very difficult life.

Introduction

Begging is a cause of concern for the society. While beggars are usually found at the traffic signals, in front of the temples and other such places some of them also roam around from street to street to beg for alms, money and food. These are the worst kind of beggars as they intrude the residential areas and disrupt peace.

Street Beggars: Despised by Residents

Street beggars usually have particular areas assigned to them. They visit these areas from time to time to beg for a living. These beggars are dressed in rags and carry a shabby bag on their shoulder. Women are usually seen carrying a small child in their arms which is a tactic to invoke pity. Small kids in torn clothes also go around from street to street begging for food, clothes and money.

Some elderly men are seen dressed as saints carrying a bowl in one hand and a stick in another as they go begging from street to street. They mostly move in groups singing religious songs and pleading for food and money. Many a times, such beggars ring the door bells of the residents and ask them to help them monetarily. Beggars Lead a Miserable Life

Beggars in India lead an extremely miserable life. They are seen draped in shabby and torn clothes and are mostly barefoot. Irrespective of the season, beggars are seen clad in minimal clothing. It is heart-wrenching to see small kids with bare minimal clothes seeking alms and food in extreme weather conditions. Pregnant women and those carrying small kids in their arms and a bowl in their hand asking for money and food to eat is also a common sight in India.

Elderly and physically handicapped beggars are seen sitting on wheel chair asking people for help. These beggars do not have any home. Even the people living in the slum areas deny permission to them. They mostly lead their lives on the footpath begging and trying hard to make their ends meet. The extreme weather conditions of our country make things all the more worse for them. Many of these beggars fall sick and die due to extreme cold, hot and rain.

The condition of most of the beggars in India is as bad as it looks. However, there are many who have accumulated a good amount of money by way of begging and are no longer poor. They can very well afford a good lifestyle but they choose to live in rags and continue to beg for a living as that is what they can do best. Not only do these people beg themselves but also involve all their family members in this hideous task. Despite having enough money, most such beggars do not send their children or grandchildren to school and force them to beg.

Difficult to Distinguish between Beggars

There are some beggars who are genuinely deprived of the basic necessities and need to beg for their livelihood. They have no other means of fulfilling their needs. On the other hand, there are beggars who have good amount of wealth and are also physically fit to do different kinds of work to earn money. However, they still choose to beg as it means easy income for them. In such a scenario it becomes difficult for people to distinguish between the needy and the fake.

Whether one is needy or not, he must not resort to begging. Begging must be banned by the government of India.

Begging is a grave problem and it becomes graver when there are young children involved in the same. In India, the number of child beggars is huge. People here feel that there is no use of studying hard and acquiring degrees as they wouldn’t get good job due to the problem of unemployment. This is why they involve their children in begging from the very beginning.

• Refugee Community

Refugees who come from other countries because of different reasons find it hard to get a job and thus indulge in begging to meet their needs. They especially send their children for begging giving rise to child beggars.

• Abandoned Children

Many children especially females are abandoned by their families immediately after their birth. Such children often get involved in begging as it is the easiest means to get food and money.

• Religious Sentiments of Indians

Beggars are a common sight in India. You can easily spot beggars roaming around on the streets, near traffic signals, outside religious places, malls and many other places. Problems Faced by Beggars in India

Beggars in India face numerous problems. Some of these problems are severe and can even be beyond our imagination. Here is a look at some of the main problems faced by beggars in India:

• No Food; No Shelter

Beggars in India lead their entire life living on the road side. Their whole family sits on the road side during the day begging the passers-by for food and money and sleeps on the footpath or underneath a tree near the same place as it grows dark. Food, cloth and shelter are the basic needs of the human beings and beggars are denied even these basic needs. Such is the life of these poor people.

• Poor Hygiene

Living on the roadside, the beggars do not have access to good quality food, clean drinking water as well as water which is clean enough to bath or good enough for sanitation purpose. They do not bathe for days and roam around in the same clothes for weeks without washing them. They, thus, suffer from poor hygiene.

• Poor Health Condition

Poor hygiene leads to poor health condition. Besides, these people do not have proper shelter and are faced with adverse climatic conditions such as strong heat wave, heavy downpour and chilling cold. Eating healthy food is beyond question for them. All this has a severe impact on their health and leads to various illnesses.

• Lack of Medical Facilities

When these poor people fall ill they do not even have access to good medical facilities to get themselves cured. They cannot afford the enormous fee charged by the private doctors. While some of them don’t visit the doctors at all and wait for the condition to get better on its own others go to the government dispensaries or hospitals that are over-crowded with patients and lack proper patient care.

Illiteracy is the main problem. Beggars are mostly illiterate and do not make any effort to send their children to school either. Instead of providing education to their kids they force them to beg on the street. This gives rise to the illiteracy as well as crime rate. Education can change a person for good but these people do not understand this.

• Begging Rackets

There are gangs that force people to beg. They kidnap young children or give a ransom to the poor families in their exchange and engage them in begging. These gangs divide areas and send beggars for begging in their respective areas. At the end of each day, they take away a substantial amount of cash and kind collected by the beggars. The beggars are helpless in this case. The worst part is that these gang leaders even make these beggars handicapped to invoke pity of the public and get more alms.

Begging is a serious problem and the problems faced by the beggars in India are no less. Even though the government is taking measures to stop it and many NGOs have been formed to eradicate this problem nothing concrete has been done yet.

India was once known as the ‘Golden Bird’. It was not only the center of trade and exchange but also of academics and learning. People came from far and wide to witness the magnificence of India. This all changed after the advent of the British. The British wanted to gain this golden bird and trap her forever.

They exploited her, suppressed her and oppressed her. The golden bird fought and defied the British rule. She wanted to get out of her shackles. On 15 th of August, 1947 , she succeeded in getting rid of her shackles. She was able to fly again. But, by the time India got independence, she was not golden anymore. Years of foreign rule had left her poor and destitute.

After 70 years of gaining independence, India has now become the 6 th largest economy in the world, and will soon beat its own oppressor, ‘Great’ Britain. It is the largest and perhaps the most vibrant democracy in the world. India has come a long way since its independence, which is truly commendable.

But there are still some issues and problems that India faces even now. The shackles of oppression are replaced by many other shackles that hold back India from flying high. One such shackle is the problem of beggary in India.

A beggar is a homeless person who begs for food and money from other people and lives through this money and food. A person begs because she has no choice but to do so. She is homeless, and cannot gain employment due to many reasons. Maybe she is disabled or crippled.

Maybe she is so old that her body does not allow her to work. Such a person has no option but to beg. There is no other way in which she can live.

Thus, she becomes a beggar, helpless due to her unfavourable circumstances. This is why people resort to begging. But the situation in India is far from this. In India, begging has become somewhat of a profession.

Begging as a Profession in India

Begging in India is an age old practice. Begging even has religious sanction in some situations. Sadhus and Fakirs live charity. It is their way. Since childhood, as Indians, we have been taught to give charity with the one hand while the other does not come to know.

We have been taught to be kind and give charity to those who need it. We have been taught to share what god has blessed us with. Perhaps, it is this nature of the Indian morals and values that people who make begging their profession, take advantage of.

Begging is now not only done by people who are desperate and destitute or Sadhus and Fakirs, but also by able- bodied people, families and gangs who have made it their profession. It is common sight in India to find a family of husband and wife, along with their children to cry and beg for money in railway station, traffic lights, roads, outside temples, malls, shops, etc.

Many children who beg often carry another small child. Some others are crippled, while others won’t leave a person till they get some money. This is done to garner sympathy. In this way, parents, who themselves do not work use their children to ‘earn’ money by begging.

They not only play with the children’s future and deprive them of education and childhood, but also raise citizens who will grow up and do the same thing, as they do not know how to do anything else.

Begging thus deprives the country of talent, resources and productive citizens. If these three elements are not present, how can India as a country develop?

In India, begging gangs also exist. People who make begging their profession form local gangs to further their begging. As their gang becomes strong, no one goes against them. These gangs commit various crimes too to earn money through begging.

People’s hearts melt when they see a helpless young child with bleak eyes and dirty and tattered clothes. To take advantage of this fact, these gangs steal very young children from their homes and parents and scare them, punish them and train them on how to beg. Such children are so young that they don’t even remember their homes, and sometimes even the city that they belong to.

Every day, these gangs take these children to various locations like traffic signals, temples etc., to beg and get money. At the end of the day, they take away the money that the children have and if they could not collect more than a certain amount, they beat and harass these children.

When it seems that a child is unable to earn a certain amount daily, these gangs cripple the child, by cutting off a hand or leg, making the child blind, etc., so that the child can garner more sympathy and money from the people she begs from. Such is the cruelty that these innocent children have to face. This is the bleak reality of beggars and the ‘begging industry’ in India.

These gangs often bribe the officials and police officers who thus ignore the plight of the children. The children are thus caught in a spiral of misfortune and doom with no way out. They become helpless and have no choice but to obey their abductors. Some poor families even sell their children to these gangs. The future of the child is completely destroyed. Such is the nature of beggary in India.

Beggary also promotes laziness. Able bodied people who do not want to work live on charity by begging. They basically leech off the society. They do not do any work and just live off charity, when they can work. They become a menace and a burden to the society.

Then what can be done? Of course, beggary has to be done away with. Begging helps no one. Begging is also demeaning. When people see able bodied people begging when employment is available, they should not give money away to such people.

Rather than giving money to children who beg, people should give these children food, or other resources. When they see a young child begging, they should inform the police or call child welfare services. Such children should be helped and rehabilitated.

Old and crippled people who have no one they can depend on, should be helped by rehabilitating them old age care centers, NGOs, etc. The government should form stringent laws against beggary in India. The underground that operate and thrive through beggary should be caught and its members should be severely punished.

Officials and police officers who took bribes should be suspended and punished. And, to prevent people from resorting to beggary again, the government needs to make and implement poverty alleviation policies for the betterment of the whole society.

We, as citizens of India need to be careful and alert too. After governments implements stringent laws, we need to report about beggars to the police. We need to report to the police about children around us that we see are begging. They need our help. It is our duty to help them.

Even in our ancient texts and teachings it is written that charity is a noble task, but charity should be given only to people who actually require and need it. Providing charity to people who can work is condoning their laziness. There is also another popular saying, ‘God helps those who help themselves’, which is indeed true.

India is said to be the home of beggars. Wherever we go, I meet crowds of them at the railway stations, near the bus stands, outside the temples, and everywhere.

An Indian beggar is a common figure in the country. He has seen her, there and everywhere. Begging is becoming a regular profession nowadays, Morning and evening, these fakirs or sashes are seen wandering in the streets and bazaars, begging for alms from door to door under various pretenses, Some beggars are deformed or disabled, others are quite healthy, but they only want to feed themselves. On the earnings of others. Only a few of them live pure and normal life and deserve our help.

Some of them are seen in worn-out clothes and others are wearing a yellow loose dress. Some beggars smear their bodies with ashes. They make a lot of money from their false appearances. In fact, they are a great nuisance and a heavy burden on our society. In other words, hoity which goes toothier support is wholly wasted. They not only become idlers but also undesirable members of society.

The beggar problem can be easily solved if the government makes suitable arrangements and opens schools to make them preachers and reformers in the present-day conditions of our country. It should start beggar centers to make them learn to work with their own hands. They will not only earn their own living but contribute to the welfare and prosperity of the motherland also.

Amongst beggars, we must include about fifty lakh sadhus of India. The public spends about one hundred crore rupees yearly for maintaining these sadhus. Efforts should be made to employ them gainfully so that they are no longer a burden on the society. Thus, the beggar problems in India can be easily solved.

Indians are superstitious and have blind faith in religion specially the ladies. So we see a lot of beggars roaming about in the streets with a begging bowl. Some had weekly round such as Tuesday, and Saturday. Indians regard almsgiving a part of religion.

All beggars are an object of pity. They wear rags. Some are seen in loin-cloth. They go about from place to place on their daily rounds. They are very persistent. Some wear long matted hair.

There are several types of street beggars. Most of them are professional. They are hale and hearty yet they do not like to work. They go from door to door daily. They use different devices to move the hearts of people. They sing ‘Bhajans’ of Soor, Tulsi or Mira. Kabir’s couplets are their favourite songs. They wear garlands of beads. Some of them are really disabled. Some are crippled and blind. They deserve our help and sympathy. Some beggers wear oiled rags around their legs. They pretend to be crippled.

The beggar is usually quite clever and even cunning. He has many ways and means of begging. He may go about as a pretended sadhu. He keeps a bowl in hand and chants a few blessings. Beggary is a slur on the face of every society. They are seen everywhere. Outside temples, schools and in the marketplaces, they are seen demanding money.  Usually market places, they are seen demanding money. Usually their condition is deplorable. They wear dirty rags with begging bowls in their hands. Everyone takes pity on them and gives them a coin or two. The beggars include lepers and handicapped children and women. Some of them are quite healthy and strong.        

Beggary is increasing day by day. It has become an organized profession of some of the people of the underworld. Many people belonging to the low class of society are forced into beggary. There are people who steel children and after making them physically handicapped but them into this profession. They become the bosses and inflict all the cruelties upon these unfortunate children to become their earners for all their lives. They only arrange for their paltry food to keep them alive and capable to beg. This is really pitiable. There are some beggary homes present in some cities financed by the Govt. but they are not enough and they are not properly managed. Unless some strict laws are made by the Government banning beggaries at public places, outside bus and railway stations, schools and temples, the menace will continue. This is one of many evils of our society and unless steps are taken to control all of them people will have to suffer about them.

There are some religious actions in  it’s favour. We are asked to give away alms to the needful to ward off our sufferings. The spirit of giving always alms is good but the way it is exploited by some selfish people is deplorable. Some very healthy youths are seen asking for money. Why? Cant they work? they can, but they have made it a profession as it is easy-going work. They can get coins anywhere without toiling for them. This trend should be discouraged and such people caught and put to some work otherwise they are to be a permanent slur on this society.

I’m an Indian Muslim, and I’m Scared to Say So

I used to answer the phone with “Salam.” Not anymore. I don’t want people to know I’m a Muslim.

There is little that would identify me as Muslim to begin with, aside from my name. I don’t wear a skullcap, and in public I avoid wearing the loosefitting Pathani kurta and peppering my speech with Urdu words, all of which are identity markers for Indian Muslims. But in the India of Prime Minister Narendra Modi, you can’t take any chances.

For 10 years, Mr. Modi’s Hindu-chauvinist government has vilified the nation’s 200 million Muslims as dangerous undesirables. Recently, he took that rhetoric to a new low during the six weeks of voting in India’s national elections — which are widely expected to win him a third consecutive five-year term — directly referring to Muslims as “infiltrators” in a country that he and his followers seek to turn into a pure Hindu state.

As offensive as that was, it is sadly familiar to Indian Muslims like me who — after a decade of denigration, violence and murder — live in daily fear of being identified and attacked, forcing us into self-denial to protect ourselves.

India is home to one of the world’s largest Muslim populations. Islam came here around 1,300 years ago, and Indian Muslims descend from natives of this land who converted to Islam centuries ago. Many Indian Muslims fought against British colonization, and millions rejected the 1947 partition of the country into a predominantly Hindu India and a mostly Muslim Pakistan. India is our home, and people like me are proud patriots.

But Mr. Modi’s Hindu nationalism has made us the targets in what might be the largest radicalization of people on the planet. Its seeds were planted with the founding in 1925 of Rashtriya Swayamsevak Sangh, a right-wing Hindu organization that sought the establishment of a fully Hindu state in India and was inspired by the European fascism of that era. When Mr. Modi’s Bharatiya Janata Party — a political offshoot of Rashtriya Swayamsevak Sangh — won elections in 2014 and he became prime minister, he and his followers saw it as the civilizational moment that Hindus had been waiting for. Mr. Modi was the god-king who would free Hindu civilization from centuries of domination, first by a series of Muslim rulers culminating with the Mughal empire that ruled India for around three centuries and then by the British colonizers who followed.

Islamophobia isn’t new to India, and Muslims also faced prejudice and recurring violence during the generations in which the liberal upper-caste Hindu elite dominated the nation’s secular democratic politics. But under Mr. Modi’s right-wing leadership, hatred of Muslims has effectively become state policy. India is now a country where police have been accused of standing by as Hindus attack Muslims , where the killers of religious minorities go unpunished and where Hindu extremists openly call for the genocide of Muslims.

Protest, and you run the risk of having a Hindu mob unleashed on you. That’s what happened after Mr. Modi’s government in 2019 pushed through a citizenship law that discriminates against Muslims and his party promised to expel “infiltrators” from the country. When Indian Muslims protested, one of Mr. Modi’s supporters responded with a provocative speech that is blamed for sparking deadly clashes between Hindus and Muslims in Delhi in February 2020. Police were accused of looking the other way as Muslims had their shops destroyed, were assaulted and were even killed.

Bulldozers have become a symbol of this state terrorism — rolled out at right-wing rallies, tattooed on the arms of Modi supporters and featured in Hindu nationalist songs — because of their use in areas governed by the Bharatiya Janata Party to illegally knock down the homes and businesses of Muslims who dare to speak up. Some states have essentially made Muslim-Hindu relationships illegal, based on an absurd Hindu conspiracy theory that Muslim men are seducing Hindu women as part of a long-term plan to turn India into a Muslim nation.

The liberal Hindu elite, instead of acknowledging its role in enabling the sentiments on which Mr. Modi has capitalized, has done little to help, other than to ineffectually express nostalgia for a lost Hindu tolerance. And there is little that Indian Muslims can do within the political system: Although the Muslim share of India’s population has slowly grown to 14 percent, the percentage of Parliament members who are Muslim has declined to less than 5 percent today, compared with 9 percent in the early 1980s.

The Indian Muslim response to our subjugation has largely been a deafening silence. Many of us are simply unwilling to speak out against the Modi government’s bitter bargain: that for us to exist as Indian citizens, we must meekly accept historical revisionism, dehumanization and demonization.

This debasement, and the knowledge that you are essentially outside the protection of the law, kills something inside you. You take precautions to protect yourself. My mother no longer packs mutton for me to take back to Delhi after I visit her, as she used to. She’s afraid it will be mistaken for beef: Dozens of Muslims have reportedly been killed or assaulted by Hindu mobs on suspicion of killing cows — which are sacred to Hindus — or for eating or possessing beef. Muslim parents now routinely repeat a litany of don’ts to their children: Don’t appear Muslim in public, don’t reveal your name, don’t enter Hindu areas or travel alone and don’t get pulled into any potential confrontation.

While we caution one another to blend in, it’s difficult to reconcile with the whole thing. Each of us has something embedded in our sense of self and expression that is particularly painful to erase. And the sort of physical markers we are trying to hide are not even wholly specific to Muslims in India. My cousin likes to wear his Pathani kurta, but so do many Hindus. My youngest sister prefers to keep her head covered, but so do many Hindu women, although not with a hijab. I’m attached to using certain Urdu words that have long been a feature of India’s syncretic culture and have been used widely by Hindus, too.

Self-denial leads to deep frustration. Now during gatherings with friends and family, we avoid politics; discussing the elephant in the room only reminds us of our helplessness. The cumulative weight of all this has created a mental health crisis of fear and depression among Muslims. Yet because of a desperate shortage of mental health professionals in India and a limited understanding of our new reality by many non-Muslim therapists, many Muslims are left to cope on their own.

I was hesitant to write this essay. I am not supposed to protest, to speak up. When I sometimes do, posting online about it, the typical response is, “Go to Pakistan.” But why would I leave? I am an Indian. I was born here, as were my ancestors who opposed the religious basis of the partition with Pakistan and believed in the Indian ideals of secular democracy.

But many Muslims have fled over the years, emigrating to Australia, Canada, Britain, Turkey, the United Arab Emirates, Malaysia or elsewhere because of the worsening political climate. Many who can’t afford to emigrate are moving out of the predominantly Hindu or mixed neighborhoods where they lived for decades, to poorer Muslim areas for safety. Two of my Muslim friends and I used to own apartments in a suburban area near New Delhi where many upper-caste Hindus lived. But in 2020, after the discriminatory citizenship law was passed, a Hindu mob charged through the neighborhood baying for Muslim blood. My two friends soon moved out. I kept my apartment, but in the elevator one evening in 2022, I overheard two men discussing how many katua (a derogatory term for Muslims that refers to circumcision) lived in the area. I moved out the next day. Sadly, Hindu friends and colleagues of mine also have become colder and more distant and are dropping out of contact.

On June 1, India’s voting period comes to a close. It looms as a day of dread for Muslims like me. According to most projections, it will be another victory for Mr. Modi — and further validation of mob rule and the debasement of 200 million Muslims by a hubristic Hindu majority.

New driving license rules in India from June 1: Here’s all you need to know

Getting a driver’s license in India has long been a tedious and time-consuming process, often requiring multiple visits to government offices and endless paperwork. This convoluted system has unfortunately opened the door to corruption and unnecessary delays, which in turn have harmed road safety across the country.

However, the Ministry of Road Transport and Highways has recently announced some significant changes to the driving license rules, set to take effect on June 1, 2024. These new measures aim to simplify and streamline the process of obtaining a license, making it more efficient and accessible for the average citizen. Here is a closer look at the key highlights of these revised regulations.

MoRTH’s latest revised regulations, applicable as of June 1:

1. driving tests at private schools:.

The driving test procedure is undergoing significant changes, with the mandatory driving test at the Regional Transport Office (RTO) being eliminated. Instead, applicants will now have the option to take their driving test at accredited private driving schools.

Successful completion of the test at these authorised institutions will result in the issuance of a certificate, which can be used to apply for a license without the need for further testing at the RTO.

The government will be granting certificates to selected private driving schools, authorising them to conduct these driving tests. However, candidates without a certificate from an accredited school will still be required to take the test at an RTO.

2. Stricter penalties:

The new rules include stricter penalties for driving without a valid license, with fines now reaching up to ₹2,000. For minors caught driving, the penalties are more severe, including a ₹25,000 fine and potential action against the parents, as well as the cancellation of the vehicle’s registration certificate.

3. Eco-friendly initiatives:

The Ministry is implementing eco-friendly initiatives aimed at reducing vehicular pollution and promoting the adoption of electric vehicles (EVs). This includes phasing out 9,000 outdated government vehicles and raising emission standards for other vehicles as part of a broader effort to address environmental concerns.

4. Simplified application process:

The procedure for applying for a driver’s license remains largely unchanged, but the paperwork required has been simplified.

The Ministry has also announced a revised fee structure for various types of licenses, effective June 1, 2024. The new fees are as follows:

The application process for a driving license has also been made more convenient with the introduction of an online platform. Here’s how to apply for a license online.

Step 1:  Visit https://sarathi.parivahan.gov.in/ .

Step 2: Select the concerned state.

Step 3:  Click on “New Driving Licence” from the “Driving Licence” menu.

Step 4: Enter your “Learning Licence Number” and “Date of Birth” to proceed further.

Step 5:  Fill out the application form.

Step 6: Click on the next button to proceed.

Step 7: Visit RTO on the scheduled date with the original documents and fee slip.

Indian food in America: How chefs are expanding the perception of the cuisine

On a windy evening in West Los Angeles, a small group of mostly strangers gathered inside a trendy loft apartment.

The 15 or so folks were an interesting cross section of humanity — from a winery owner/operator to this very reporter — and all had been selected to attend the dinner series, hosted by chef Palak Patel.

The author of the new cookbook “ Food is Love ” and former “Chopped” winner is one of the many chefs amplifying Indian cuisine in the United States.

Though Indian eateries only make up about 7% of Asian restaurants in the U.S., according to a 2023 analysis by Pew Research Center , it’s a cuisine on the rise.

In an interview with TODAY.com, Patel says she is excited to see Indian food expand into a new era.

“I think Indian food is very limited in the U.S. to just north Indian food,” she says, adding that “there’s a million people in the country!”

“Each region has its own flavor, its own take, household to household, things are different,” she continues. “And so how do you bring that much diversity to a culture that is obviously intrigued and loves it? You just need to get them to try it.”

She says it’s not just Indian food seeing increasing diversity in its stateside representation — Chinese, Thai, Korean and Mexican food is all seeing a rise in more regional dishes.

“People are getting more regionalized,” she says. “I think that Indian food is just benefiting from the collective, like, raise of every cuisine.”

She adds that Americans are realizing there’s more to Asian cuisines than go-to’s, like pad thai or chicken tikka masala.

“I think collectively, the flavor profiles have expanded,” she says, adding she believes “the tolerance for flavor and expansion of flavor is going through the roof.”

Nik Sharma, author of “ Veg-Table ,” agrees. He says in the nearly 25 years he’s lived in the U.S., he’s seen a profound shift in how non-South Asian Americans approach food.

“We’ve gone from having to satisfy the palate of what our consumers expect from us that aren’t familiar with the culture to doing these things that are, I would say, fun takes,” he says. “We’re taking the techniques and we’re applying it in a very different way and making it our own.”

And chef Vijay Kumar of Semma in New York City tells TODAY.com he loves "to see how things have been changing."

Manish Mallick of Soirée Hospitality in Chicago also thinks the wider U.S. audience today is more inquisitive, and that Indian Americans are open to sharing their culture with friends outside their diaspora.

Patel says Indian flavors are also much more readily accessible at American grocery stores now than they were in years prior.

“I think 15 years ago (for) turmeric you’d have to go to some, like, very specialized store,” she says. “The fact that we can get garam masala, cardamom, clove powder — I mean, these are the basics of Indian cooking and you can get them at like a Kroger or Publix or Vons.”

Patel says it just takes one spice — garam masala — to introduce Indian flavors to your cooking.

“I always called garam masala the gateway — like if you’re not going to buy all of them; just buy one,” she quips. “If you just want to throw that on roasted vegetables, you’ll get a good representation of what it’s like to have these spices kind of play together.”

And according to Sharma, integrating these flavors is more natural than some folks might think. He says, “at the end of the day, one of the things we have to remember is that borders are a much more recent human construct than cultures and traditions. Cultures and traditions and ingredients, especially in people more so, have been immigrating and migrating for centuries. We’ve taken things and moved them along.

Sharma, who got his start in the culinary world as a food columnist for the San Francisco Chronicle, gives the example of tomatoes and potatoes. Both are a “huge part of Indian culture” but didn’t “come from India,” he says.

“They came from the Americas,” he chuckles, adding he often thinks about this in his own work developing recipes. “As an immigrant, I came from India (and) I’m doing things in my very own, different way. It’s telling a story of where I grew up and where I am.”

Though, it’s not just his story growing and evolving.

“I think the palate of the consumer is changing,” he says. “I would say like the past eight years or 10 years, the biggest revolution in food has not been cultural so much as it has been the openness of the consumer to try new flavors.”

Sharma continues, adding he’s seen people becoming more and more curious about flavors. “And I think that’s a huge thing,” he says, “because if we can get there, then people’s minds open up to different cultures and trying new things.”

Chef Kumar is capitalizing on that newfound openness at Semma. The chef — who is from Tamil Nadu, the southernmost state of India — opened his restaurant in 2021. Its menu features dishes from his home state, and Kumar says all his food is “just as spicy” in his restaurant as it was in his family’s home kitchen.

He hopes his restaurant will serve as a representation of Indian food in Western countries without “sacrificing our own identity” or “trying to be Westernized Indian food.”

He says he takes that message to heart, crafting each dish “based on a childhood memory” of his upbringing in a “tiny village” back in Southern India — the presentation is just nicer.

“I’m trying to change the perception of Indian food,” Kumar says. “When every food is being presented beautifully, why (not) our food?”

Kumar notes his restaurant was the first Indian restaurant to be awarded a Michelin star — one of the highest honors in the culinary world — back in 2022.

“The next year, there were two other Indian restaurants (awarded stars),” he says, referring to Rania in Washington, D.C., and Indienne in Chicago . “I’m hoping there will be more this year and then there will be more and more in the following years.”

Kumar clarifies he’s not just talking about seeing these eateries on Michelin lists, rather he wants to see more of them in general. “I hope there will be a lot more great Indian restaurants which represent good Indian cuisines.”

It’s a niche that Mallick is trying to fill in Chicago. He says he left a job in tech after seeing a “dearth of elevated dining experiences” featuring Indian food.

“That’s what led me to open all these modern Indian restaurants,” Mallick says. “And fortunately, I was right. The demand was there.”

He’s since opened two Indian eateries in the Windy City — Bar Goa and Rooh .

Mallick says the community has been overwhelmingly supportive — “both Indians and non-Indians.”

“People were tired of the whole buffet-style Indian restaurants, not focused on the elegance of the cuisine, from a presentation perspective, from a conversation perspective, ambiance,” he says.

“The more the Indian community grows, the more they want places to go and enjoy and are unique,” he says.

It’s this family and community aspect of eating that Patel says she’s trying to replicate in her own life with her cookbook “Food is Love.”

After growing up in a multi-generational house “full of women cooking” back in India, Patel says she grew to associate the task with how her family showed their appreciation for each other.

“I mean, maybe (cooking) was a chore and kind of sexist culturally, but it did get me in the kitchen,” she laughs. “And it kind of opened up this way of cooking that I love and you know, the title of (the cookbook) came from that — food is love, right?”

Over wine and lemon meringue pie, she tells the guests at her dinner party that sentiment is why she wrote the book, and why she’s hosting the in-person series we attended that brought all of us unlikely companions together.

Patel says in her family’s native language, Gujarati, there is no word for “I love you.”

• Poor Hygiene

Living on the roadside, the beggars do not have access to good quality food, clean drinking water as well as water which is clean enough to bath or good enough for sanitation purpose. They do not bathe for days and roam around in the same clothes for weeks without washing them. They, thus, suffer from poor hygiene.

• Poor Health Condition

Poor hygiene leads to poor health condition. Besides, these people do not have proper shelter and are faced with adverse climatic conditions such as strong heat wave, heavy downpour and chilling cold. Eating healthy food is beyond question for them. All this has a severe impact on their health and leads to various illnesses.

• Lack of Medical Facilities

When these poor people fall ill they do not even have access to good medical facilities to get themselves cured. They cannot afford the enormous fee charged by the private doctors. While some of them don’t visit the doctors at all and wait for the condition to get better on its own others go to the government dispensaries or hospitals that are over-crowded with patients and lack proper patient care.

Illiteracy is the main problem. Beggars are mostly illiterate and do not make any effort to send their children to school either. Instead of providing education to their kids they force them to beg on the street. This gives rise to the illiteracy as well as crime rate. Education can change a person for good but these people do not understand this.

• Begging Rackets

There are gangs that force people to beg. They kidnap young children or give a ransom to the poor families in their exchange and engage them in begging. These gangs divide areas and send beggars for begging in their respective areas. At the end of each day, they take away a substantial amount of cash and kind collected by the beggars. The beggars are helpless in this case. The worst part is that these gang leaders even make these beggars handicapped to invoke pity of the public and get more alms.

Begging is a serious problem and the problems faced by the beggars in India are no less. Even though the government is taking measures to stop it and many NGOs have been formed to eradicate this problem nothing concrete has been done yet.

स्वावलंबन का अर्थ है – अपने ऊपर आश्रित या निर्भर होना । वे बड़े भाग्यवान हैं जो अपने ऊपर आश्रित हैं । दूसरों की दया पर निर्भर होकर जीने में आनंद नहीं है । पराधीनता में जीना कष्टप्रद है इसमें दुख ही दुख है ।

कहा भी गया है – ‘पराधीन सुख सपनेहुँ नाहीं ।’ पराधीनता स्वप्न में भी सुखदायी नहीं है । जेल की चारदीवारी में कैदियों को कोई खास काम नहीं करना पड़ता । उन्हें भोजन भी मुफ्त का और ठीक-ठाक मिलता है । पर कैदी कैदखाने में नहीं रहना चाहता क्योंकि वहाँ किसी प्रकार की आजादी नहीं है ।

पिंजड़े में बद पक्षी की भी यही दशा है – ‘कहीं भली है कटुक निबोरी, कनक कटोरी की मैदा से ।’ अर्थात् दूसरों की अधीनता में सुख की कल्पना भी बेकार है । इसीलिए हम लोग स्वावलंबी होना चाहते हैं आ स्वावलंबन आत्मा की पुकार है ।

यह मनुष्य को आत्म-निर्भर बनाता ही है उसे जीवन में कुछ नेक कार्य करने के लिए भी प्रेरित करता है । गाँधी जी इसीलिए चाहते थे कि भारत के गाँव स्वावलंबी बनें । ग्रामवासी अपने छोटे-छोटे कार्यों के लिए शहरों की ओर कातर दृष्टि से न देखें ।

परंतु यह न हो सका । नतीजे में भारत के गाँव अभी भी पिछड़े हुए हैं । ग्रामवासियों को रोजगार की तलाश में शहरों की ओर पलायन करना पड़ रहा है । व्यक्ति और गाँव की तरह देश का भी स्वावलंबी होना आवश्यक है । स्वतंत्रता के बाद दो-तीन दशकों तक राष्ट्र अपने लोगों के लिए खाने भर अनाज भी पैदा नहीं कर सकता था ।

कृषि प्रधान देश भारत की इस दीन-हीन दशा का दुनिया में मजाक उड़ाया जाता था । आज हम खाद्यान्नों के मामले में आत्म-निर्भर हैं । आज हमारे देश में इंजीनियरों, डॉक्टरों तथा तकनीकी पेशे से जुड़े विशेषज्ञों की कोई कमी नहीं है ।

हम अनेक क्षेत्रों में स्वावलंबी हैं । हम दुनिया के परमाणु शक्ति-संपन्न अग्रणी राष्ट्रों में से एक हैं । सूई से लेकर हवाई जहाज तक कुदाल से लेकर हैक्टर तक हम अपने ही देश में बना सकते हैं । स्वावलंबन का गुण मनुष्य को महान बनाता है । यह गुण अपने साथ धैर्य, संतोष, आत्मविश्वास, साहस आदि गुणों को भी समाविष्ट करता है ।

प्रत्येक कार्य में दूसरों पर निर्भरता बुरी चीज है । इससे आत्मा का नाश होता है । वे व्यक्ति जो स्वावलंबन के गुण का महत्व नहीं समझते वे अपनी स्थिति दयनीय बना लेते हैं । स्वावलंब हमें सुख शांति और समृद्धि प्रदान करता है कर्महीन यह नहीं जानते ।

स्वावलंबी व्यक्ति समाज के सामने एक अच्छा उदाहरण प्रस्तुत करता है । वह आवश्यकता पड़ने पर जरूरतमंदों की मदद कर सकता है । उसका आत्म-विश्वास उसे किसी भी स्थिति को अपने मनोनुकूल बनाने की प्रेरणा देता रहता है । स्वावलंबन का अर्थ यह नहीं कि हम सब काम अपने हाथों से ही करें ।

समाज में श्रम-विभाजन के बिना काम नहीं चलाया जा सकता श्रम-विभाजन आवश्यक है । स्वावलंबन से तात्पर्य इतना ही है कि हम दूसरों पर उस हद तक आश्रित न हों कि हमारे दैनिक कार्य ही रुक जाएँ । अपने ऊपर इतना विश्वास होना चाहिए कि प्रतिबंधात्मक स्थितियों में भी हमारा काम नहीं रुक सकता ।

किसी भी देश या प्रांत में प्रति हजार लड़कों के अनुपात में कितनी लड़कियाँ हैं, इसी को लिंगानुपात कहा जाता है । यह अनुपात लगभग समान होना चाहिए । परंतु प्रति हजार बालकों पर यदि बालिकाओं की संख्या नौ सौ या इससे कम हो जाए तो मामला चिंताजनक स्तर तक पहुँच जाता है ।

हमारे देश में भी ऐसी ही चिंताजनक स्थिति बन गई है । हरियाणा, दिल्ली, राजस्थान और देश के कई प्रांतों में लड़कों की तुलना में लड़कियों की संख्या चिंताजनक सीमा से भी काफी कम है । आखिर ऐसा क्यों है कि बालिकाओं की तुलना में बालकों की संख्या अधिक है ? इसके कारण स्पष्ट हैं ।

हमारे समाज में बालकों को बालिकाओं से श्रेष्ठ समझा जाता है । अभिभावक सोचते हैं कि लड़का होगा तो बुढ़ापे में सेवा करेगा जीवन भर सुख देगा । हिंदुओं की धारणा है कि पुत्र माता-पिता को संसार से तारता है मोक्ष प्रदान करवाता है । दूसरी ओर बालिकाओं के बारे में यह धारणा है कि ये पराया धन होती हैं ।

बालिकाओं की शादी में दिया जाने वाला दहेज भी माता-पिता को लड़कियों को एक बोझ मानने पर विवश कर देता है । अभिभावकों के मन में बेटों की चाह इतनी होती है कि कई लड़कियाँ गर्भ में ही मार दी जाती हैं । अल्ट्रासाउंड जैसी आधुनिक तकनीकों से गर्भ के लिंग के बारे में पता चल जाता है और लड़कियाँ गलत धारणाओं की भेंट चढ़ जाती हैं ।

आज का युग पहले जैसा नहीं रह गया है । आज बालिकाएँ भी पट्ट-लिखकर बूढ़े माँ-बाप का सहारा बन सकती हैं । ऐसा भी देखा गया है कि बेटों द्वारा परित्यक्त माँ-बाप की सेवा-सुश्रुषा बेटियाँ करती हैं । आज की लड़कियाँ धार्मिक एवं सामाजिक उद्देश्यों को भली-भांति पूरा कर सकती हैं ।

आज की शिक्षित नारियाँ डॉक्टर, इंजीनियर, आरक्षी, वकील, अंतरिक्ष यात्री, खिलाड़ी, समाज सेविका, नर्स, राजनीतिज्ञ, अभिनेत्री आदि कुछ भी बन सकती हैं । नर्स और अध्यापिका के रूप में तो उनका विकल्प ही नहीं है । फिर क्यों यह भेद-भाव और लैंगिक असमानता ? क्यों वह समाज में उपेक्षित है ?

लड़कियों का अनुपात घटना यह सिद्ध करता है कि शिक्षित समाज भी अपने संकीर्ण मानसिक दायरे से नहीं निकल पाया है । यह असंतुलन भविष्य के लिए खतरे की घंटी है । इसका दुष्प्रभाव अभी से दिखाई पड़ रहा है । कई प्रांतों के युवक इसलिए कुँवारे हैं क्योंकि विवाह योग्य युवतियाँ नहीं मिल रही हैं ।

आज की लड़कियाँ ही तो कल बड़ी होकर माँ बनती हैं । क्या हम ऐसी दुनिया या समाज की कल्पना कर सकते हैं जहाँ केवल लड़के हों, लड़कियाँ नहीं ? बालक और बालिका में किसी भी तरह का भेदभाव अमानवीय है । हमें दोनों को एक समान समझना चाहिए ।

इसी से लिंगानुपात को सुधारा जा सकेगा । हमें गर्भ में ही लड़कियों को मारने की कुप्रथा को दंडात्मक नीति अपनाकर समाप्त करना होगा । यदि इस स्थिति को अभी न सँभाला गया तो भविष्य की परेशानियाँ कहीं बड़ी होंगी ।

दूसरों के हित के लिए किया गया कार्य परोपकार है । अपने स्वार्थ से ऊपर उठकर जनसामान्य के कल्याण के लिए किया गया कार्य परोपकार मैं ।

अपनी छोटी-छोटी समस्याओं एवं दु:खों की परवाह न करते हुए नमूह की हित-चिंता करना परोपकार है । परोपकार के कार्यों से ही मनुष्य समाज में प्रशंसित एव सम्मानित होता है । परोपकार यह लोक ही नहीं परलोक भी सुधारता है ।

ऐसे कार्य जो परहित को ध्यान में रखकर किए जाते हैं वे मनुष्य को महान् वनाते हैं । परोपकारी व्यक्ति हर युग में होते हैं । समाज इनका ऋणी होता है । मनुष्य ही नहीं अन्य जीव समुदाय एवं जड़ वस्तु भी परोपकार की भावना से कार्य करते हैं । इन पंक्तियों से इस तथ्य का खुलासा होता है:

”वृक्ष कबहुँ नहिं फल भखै, नदी न संचै नीर । परमारथ के कारणे साधुन धरा शरीर ।। ”

वृक्ष अपना फल स्वय नहीं खाता, अर्थात् दूसरों के लिए उत्पन्न करता है । नदी कभी भी अपना जल इकट्ठा करके नहीं रखती । प्राणियों के हित के लिए हमेशा प्रवाहमान् रहती है । इसी तरह, परमार्थ के कारण, परोपकार के हेतु साधु पुरुष जन्म ग्रहण करते हैं ।

दुनिया में एक से बढ़कर एक परोपकारी मनुष्य हुए हैं । महर्षि दधीचि ने देवताओं के कल्याण हेतु अपना शरीर त्याग दिया और अपनी हड्डियाँ दान में दे दीं । गिद्धराज जटायु ने अपने प्राणों की परवाह न करते हुए रावण से सीता को छुड़ाने का प्रयत्न किया ।

सुकरात ने प्याले में भरा विष पी लिया । भगवान कृष्ण ने आजीवन परोपकार की दृष्टि से अनेक कार्य किए । राम ने राक्षसों को मारकर विश्वामित्र के यज्ञ की रक्षा की । ईसा मसीह जनहितार्थ सूली पर चढ़ गए । परोपकारी व्यक्तियों के कारण ही सत्य, धर्म और संस्कृति की रक्षा हो सकी है ।

जीवन में अनेक कार्य ऐसे हैं जो परोपकार की दृष्टि से किए जाते हैं । पहले धनी-मानी लोग कुएँ-तालाब खुदवाते थे, राहगीरों के लिए छायादार वृक्ष लगवाते थे । स्थान-स्थान पर धर्मशालाएँ बनवाई जाती थीं ताकि यात्रियों को ठहरने में सुविधा हो ।

आज भी लोग परोपकार के कार्यों में अपना योगदान देते हैं । प्राकृतिक विपत्तियों में फँसे लोगों की मदद के लिए आगे आना परोपकार ही है । भयंकर लू में लोगों के लिए पेय जल की व्यवस्था करना परोपकार ही है । निरक्षरों को शिक्षित बनाना, पेड़-पौधे लगाना, आस-पड़ोस को साफ-सुथरा रखना, भूखों को भोजन कराना आदि कार्य परोपकार की श्रेणी में आते हैं ।

परंतु परोपकार किसी लाभ की प्राप्ति के उद्देश्य से नहीं करना चाहिए । उपकार करके प्रत्युपकार की आशा न रखना ही सही मायने में परोपकार है । आजकल परोपकारी व्यक्तियों की संख्या में कमी आ गई है । इसका कारण समाज में स्वार्थ भावना में वृद्धि है ।

यही कारण है कि सड़क पर पड़े घायल व्यक्ति की सहायता के लिए कोई आगे नहीं आना चाहता । पड़ोसी के घर चूल्हा जले न जले, अपने घर पकवान जरूर बनना चाहिए, यह भावना हमारा उद्धार नहीं कर सकती । जिस शरीर से लोगों का कल्याण न हुआ, वह बेकार और अनुपयोगी है ।

कबीरदास जी कहते हैं:

“बड़ा हुआ तो क्या हुआ जैसे पेड़ खजूर पंथी को छाया नहीं फल लागै अति दूर ।”

बड़े खजूर से कहीं अच्छा वह तृण है जिसे खाकर पशु अपना पेट भरते हैं । परोपकार की भावना से ओत-प्रोत कवि तुलसीदास जी कहते है

परहित सरिस धर्म नहिं भाई , पर पीड़ा सम नहिं अधमाई ।

परोपकार के समान दूसरा कोई धर्म नहीं है । अर्थात् परोपकार सबसे बड़ा धर्म है और दूसरों को कष्ट देने से बड़ा कोई पाप, कोई दुष्टता नहीं है । अत: हमें परोपकार की भावना को अपने जीवन में धारण करना चाहिए ।

मौसम कभी भी एक जैसा नहीं रहता है । यह परिवर्तित होता रहता है । मौसम के साथ-साथ ऋतुएँ भी बदलती हैं । शीत ऋतु के बाद बसंत की सुहानी ऋतु आती है ।

बसंत ऋतु के बाद प्रचंड गरमी की ऋतु ग्रीष्म ऋतु आती है । हालाँकि कुछ हद तक यह कष्टदायक ऋतु है परंतु इस ऋतु का भी अपना एक आनंद, एक अलग सौंदर्य है । ग्रीष्म ऋतु अप्रैल माह से आरंभ होकर जून-जुलाई तक चलती है । इस ऋतु में पर्णपाती वृक्षों की पत्तियाँ गिर जाती हैं ।

इसलिए इसे पतझड़ ऋतु भी कहते हैं । गरमी इतनी पड़ती है कि दोपहर में घर से निकलना कठिन हो जाता है । जैसे-जैसे दिन अत्मे बढ़ता है प्रखर सूर्य रश्मियों क्य प्रकोप बढ़ता जाता है । दोपहर के तीन-चार घंटे बड़े कष्टदायक प्रतीत होते हैं । लोग घर से बाहर सिर पर टोपी, पगड़ी डालकर या छाता लेकर निकलते हैं ।

त्वचा झुलसने लगती है । शारीरिक श्रम करने वाले पसीने से नहा जाते हैं । इस ऋतु में संध्या क्य समय कुछ सुखदायी होता है । लोग घर, आँगन, छत में जल छिड़ककर राहत महसूस करते हैं । रात्रिकाल में भी काफी उमस होती है । सभी खुली छत पर या कमरे में पंखा-कूलर चला कर सोते हैं ।

गरमियों के दिन बड़े और रातें छोटी होती हैं । ऐसे में कष्टदायक दिन काम बहुतों के लिए कठिन होता है । इसीलिए घरों, दुकानों तथा दफ्तरों में पंखा, कूलर या वातानुकूलित संयंत्र लगाए जाते हैं । इस ऋतु में पानी को ठंडा रखने के लिए हम घड़ा, सुराही, फ्रिज आदि का प्रयोग करते हैं ।

ठंडे पेय पदार्थ, लस्सी, शरबत आदि अत्यंत प्रिय लगते हैं । इस ऋतु में आम, लीची, खीरा, ककड़ी आदि फल-सब्जियाँ तृप्तिदायक होती हैं । ग्रीष्म ऋतु को गरीबों की ऋतु कहा जाता है क्योंकि इस ऋतु में बहुत कम वस्त्रों से भी काम चल जाता है ।

इस ऋतु में सूती वस्त्र बहुत उपयोगी होते हैं जो हमें लू के थपेड़ों से बचाते हैं । कभी-कभी आँधी तूफान भी आते हैं और धूल-भरी हवाएँ आसमान में छा जाती हैं । आसमान लोहित हो जाता है । पर जब वायु जरा भी हिलती-दुलती नहीं तो उमस बढ़ जाती है ।

ग्रीष्म ऋतु में जल का महत्त्व बढ़ जाता है । प्यासे लोग, प्यासी भूमि, प्यासे पशु-पक्षी और झुलसे हुए पेड़-पौधे सभी जल की माँग करते हैं । धन्य है वह किसान जो इस ऋतु में भी फसलों की सिंचाई करता है । वे स्त्रियाँ भी धन्य हैं जो मटके लेकर मीलों जल भरने जाती हैं । सरोवर ताल-तलैया, कुएँ, बावड़ियों, झील, नदियाँ सभी इस ऋतु में सूखने लगती हैं ।

भूमि का जल-स्तर काफी नीचे चला जाता है । प्यासी धरती, आकुल लोग, पशु-पक्षी सब आसमान की ओर निहारने लगते हैं । मयूर भी यह आस लगाए रहता है कि वर्षा हो और मैं नृत्य करूँ । कवि ने कविता के माध्यम से ग्रीष्म ऋतु का वर्णन इस प्रकार किया है:

”सूरज तपता धरती जलती गरम हवा जोरों से चलती । तन से बहुत पसीना बहता हाथ सभी के पंखा रहता । आ रे बादल काले बादल लो घनघोर घटा रे बादल । ”

लोगों की आकांक्षा रहती है कि बादल छाए, बरसे और राहत दे । पर ग्रीष्म ऋतु किसानों के लिए किसी वरदान से कम नहीं । जब धरती तपेगी ताप से समुद्र का जल सुखेगा तभी तो वर्षा होगी । अच्छा मानसून आए इसके लिए अच्छी गरमी आवश्यक है ।

सब्जियों एवंग फलों की विविधता की दृष्टि से भी यह उत्तम ऋतु है । लौकी, खीरा, तरबूज, बेल, आम, पुदीना, भिंडी, करेला, परवल, हरे शाक आदि कितनी ही प्रिय वस्तुएँ ग्रीष्म ऋतु की देन हैं । हमें हर मौसम हर ऋतु का आनंद उठाना चाहिए ।

सत्संगति का अर्थ है – अच्छी संगति । अच्छे लोगों का साथ सत्संगति है । बुरे लोगों का साथ कुसंगति है । भले लोगों की संगति में जो सुख और आनद है वह कुसंगति में नहीं है ।

विद्वानों, संतों, साधुओं और सदाचारी व्यक्तियों के संपर्क में रहना सत्संगति है । अच्छी संगति में रहने के बहुत से लाभ हैं । यदि हमारा साथ अच्छे लोगों से है तो इससे हमारा चारित्रिक विकास होगा । हम सज्जनों के गुणों का अनुसरण करके आत्म-कल्याण की ओर प्रवृत्त होंगे ।

उनके आचरण का प्रभाव हमारे ऊपर अवश्य पड़ेगा । इसीलिए तो लोग साधु-संतों की शरण में जाते हैं उनके प्रवचन सुनते हैं उनके गुणों का अनुशीलन करते हैं । सत्संगति के प्रभाव से दुर्जन व्यक्ति भी सज्जन बन जाता है । जब अंगुलिमाल नामक दुर्दांत हत्यारा भगवान् बुद्ध के संपर्क में आया तो वह सुधर गया । तुलसीदास जी कहते हैं –

सठ सुधरहिं सत्संगति पाई । पारस परसि कुधातु सुहाई ।

अर्थात् जिस प्रकार पारसमणि के स्पर्श से लोहा सोना बन जाता है उसी प्रकार सत्संगति के प्रभाव से दुष्ट मनुष्य सुधर जाता है । इसलिए समझदार लोग सज्जनों के संपर्क में रहते हैं । जब व्यक्ति कुसंगति में पड़ता है तो उसका पतन निश्चित हो जाता है ।

कुसंगति काजल की कोठरी के समान है जहाँ से गुजरने पर कालिख लग ही जाती है । नशे की लत कुसंगति के कारण ही लगती है । शराबी जुआरी अपराधी आदि जन्म से ही नीच कार्य नहीं करते, बुरे लोगों का साथ ही उन्हें इन कार्यों को करने के लिए विवश करता है । गंदे नालों से जुड़कर ही नदियाँ अपवित्र और प्रदूषित होती हैं ।

अत: हमें कुसंगति से बचना चाहिए और महापुरुषों, विद्वानों और भले व्यक्तियों की संगति में रहना चाहिए । सत्संगति से बुद्धि का विकास होता है, गलत धारणाएं मिटती हैं । मन-प्राणों में सुगंध उठती है वाणी में मधुरता और निष्कपटता आती है । सत्संगति उन्नति का द्वार खोल देती है । यह आत्म-शुद्धि का सरल मार्ग है ।

अच्छे लोगों की संगति मनुष्य को महान बनाती है । बूँद समुद्र में मिलकर अपार जलराशि का रूप ले लेती है । क्षुद्र नदी-नाले गंगा जी में मिलकर अपनी मलिनता खो देते हैं । रामकृष्ण परमहंस की संगति में साधारण से व्यक्ति नरेंद्र स्वामी विवेकानंद बन गए ।

वानर-भालू, प्रभु राम से मित्रता कर इतिहास के सुनहरे पन्नों में अपना नाम लिखा गए । बालक चद्रगुप्त नीति निपुण चाणक्य का शिष्य बनकर महान् सम्राट बन गया । गाँधी जी के संपर्क में आकर हजारों व्यक्तियों ने आत्म-सुधार की दिशा में अपने कदम बढ़ाने आरंभ कर दिए ।

मनुष्य एक सामाजिक प्राणी है । उसे अच्छे या बुरे लोगों के साथ में रहना ही पड़ता है । हमें चाहिए कि हम अच्छे लोगों को अपना साथी बनाएँ । यदि हमारा साथ भले लोगों से होगा तो हम कुसंगति से बचे रह सकते हैं ।

जिस प्रकार कि एक सड़ा आम या सेब पूरी टोकरी के फलों सड़ाने लगता है उसी प्रकार एक असज्जन कई सज्जनों को भी अपने जैसा बनाने का प्रयास करता है । अत: व्यक्ति को हमेशा श्रेष्ठ मनुष्यों का ही संग करना चाहिए ।

युग सदैव एक-सा नहीं रहता । युग के अनुसार लोगों की आवश्यकताएँ एवं मान्यताएँ बदल जाती हैं । परिवार का आकार छोटा हो या बड़ा इस संबंध में भी युग के अनुसार विचार करना पड़ता है ।

किसी समय बड़े परिवार की कल्पना की गई थी क्योंकि देश की आबादी कम थी । आज छोटे परिवार को आदर्श माना जाता है क्योंकि हमारे देश की आबादी आवश्यकता से कहीं अधिक है । आज लगभग जनसख्या विस्फोट की स्थिति है । सन् 1950 में भारत की आबादी लगभग तीस करोड़ थी ।

आज हम सौ करोड़ का कड़ा पार कर चुके हैं । सन् 2011 तक हमारी आबादी एक सौ पद्रह करोड़ के आस-पास हो जाएगी । सन् 2035 तक हम चीन से भी आगे निकल सकते हैं । ऐसे में छोटे परिवार की महत्ता काफी बढ़ गई है । छोटे परिवार की कल्पना अब संभव है क्योंकि आज महामारियों पर नियंत्रण पाया जा सका है ।

दुनिया भर में स्वास्थ्य सेवाओं का विस्तार हुआ है । बाल मृत्यु दर में निरंतर कमी आती जा रही है । आज एक या दो संतानों वाला परिवार अधिक सुखी है क्योंकि अभिभावक अपनी एक या दो संतानों को शिक्षा और स्वास्थ्य की बेहतर सुविधाएँ प्रदान कर सकते हैं ।

यदि परिवार बड़ा हो तो उपलब्ध साधनों का बँटवारा हो जाता है, हरेक सदस्य को थोड़ा-थोड़ा ही मिल पाता है । ‘छोटा परिवार सुखी परिवार’ के बारे में लोगों के विचार सकारात्मक होने लगे हैं । समझदार और शिक्षित व्यक्ति अपने परिवार को सीमित रखने का प्रयास करता है । वह जानता है कि अधिक बच्चे हुए तो उनके लालन-पालन में कठिनाई आएगी ।

अधिक संतानों के लिए भोजन, वस्त्र, शिक्षा, स्वास्थ्य, आवास तथा अन्य आवश्यकताओं की पूर्ति में बाधा आएगी । वह समझता है कि अधिक बच्चे पैदा करने वाली माँएँ कमजोर हो जाती हैं, उनके स्वास्थ्य पर बुरा असर पड़ता है । आज की शिक्षित स्त्रियाँ छोटे परिवार की खूबियों के प्रति जागरूक हैं ।

छोटे परिवार की महत्ता समझने पर भी हमारे देश की आबादी तेजी से बढ़ रही है । इसका प्रमुख कारण अशिक्षा और निर्धनता है । अशिक्षित व्यक्ति अपना भला नहीं सोच पाता । धर्म की रूढ़ियाँ भी प्रमुख अवरोधक तत्व हैं । गरीबी का दुश्चक्र भी लोगों को बड़े परिवार की ओर उम्मुख करता है ।

समाज और राष्ट्र की खुशहाली इसी में है कि वह छोटे परिवार का महत्व समझे । आज प्रति व्यक्ति आवश्यकताएँ बढ़ रही हैं । सभी को बिजली, पानी, स्वास्थ्यप्रद आवास, क्रीड़ा स्थल, रोजगार और शिक्षा चाहिए । दूध, फल, अनाज और सब्जियों की भी प्रति व्यक्ति उपलब्धता बनाए रखना आवश्यक है ।

दूसरी ओर वन पेड़-पौधे जल भूमि जैसे प्राकृतिक संसाधनों का अभाव होता जा रहा है । अत: समझदारी इसी में है कि हम अपना परिवार छोटा रखें । परिवार का छोटा आकार हमारी खुशहाली के लिए अत्यंत आवश्यक है ।

भारत में प्रमुखतया तीन ऋतुएँ वसंत, शीत और ग्रीष्म हैं । इनमें से बसंत को ऋतुओं का राजा या ऋतुराज कहा जाता है । दुनिया के बहुत कम देशों में बसंत ऋतु के दर्शन होते हैं । भारत एक ऐसा देश है जहाँ ऋतुराज बसंत की अपूर्व छटा के दर्शन होते हैं ।

बसंत को ऋतुराज कहा जाता है क्योंकि इस ऋतु में प्रकृति का रंग-रूप पूरी तरह निखरा होता है । इसका आगमन कड़ाके की शीत ऋतु के बाद होता है । बसंत के आगमन के साथ ही प्रकृति और मौसम का मिजाज परिवर्तित होने लगता है ।

चारों ओर का मौसम स्वर्णिम एवं गुलाबी होने लगता है । प्रकृति सुंदर मनमोहक एवं आकर्षक प्रतीत होती है । शीत ऋतु के प्रभाव से आहत वनस्पतियाँ पत्तों एव फूलों के रूप में नए-नए परिधानों से युक्त सुहावने प्रतीत होते हैं ।

खेतों में सरसों के फूल खिल उठते हैं गेहूँ की सुनहरी बालियाँ निकल आती हैं । फूली सरसों का रंग बहुत आकर्षक लगता है जैसे प्रकृति ने पीली चादर ओढ़ ली हो । लताएँ वृक्षों से लिपट कर झूमने लगती हैं । हल्की गरमाहट लिए मंद-मंद बहती वायु नव-विकसित पुष्पों आम्र मंजरियों की भीनी-मधुर सुगंध लिए वातावरण में घुल-मिल जाती है ।

यह सुंगधित वायु मनुष्यों एव जीव-जंतुओं के तन-मन में प्रवेश कर जाती है । खेत-खलिहानों मैदानों एवं बागों में मखमली घास बिछी होती है । घास पर पड़ी ओस की बूँदों के स्पर्श से तलबों में सुखद अनुभूति होती है । उस पर आम के डाल पर बैठी कोयल की पंचम स्वर में ऐसी कूक उठती है कि तन-मन प्रसन्न हो उठता है ।

बच्चे, युवा, वृद्ध सभी उम्र का बंधन तोड़कर बासंती सौंदर्य को निहारने लगते हैं । हालाकि जैसे-जैसे देश का शहरीकरण होता जा रहा है बसंत का मादक प्रभाव भी कहीं खोता जा रहा है । बसंत कब आया और कब चला गया किसी को पता नहीं चल पाता है । परंतु बसंत तो आता है ।

गाँवों में, बाग-बगीचों में, खेतों में और यहाँ तक कि प्रकृति प्रेमियों के लिए महानगरों में भी आता है । जहाँ भी बाग-बगीचे हैं पेड़ हैं लता-कुंज हैं वहाँ बसंत अवश्य आता है । गेंदा, गुलाब, सूरजमुखी, पलास आदि के फूल कहाँ नहीं खिलते । बसंती हवा किसी के साथ भेदभाव नहीं करती ।

वह जहाँ से गुजरती है अपना मादक प्रभाव छोड़ जाती है । बसंत ऋतु पर्व-त्योहारों की भी ऋतु है । हमारा प्रमुख राष्ट्रीय त्योहार ‘गणतंत्र दिवस’ इसी ऋतु के आरंभ काल में मनाया जाता है । देश की राजधानी दिल्ली में गणतंत्र दिवस समारोह को खुशनुमा बनाने में खुले दिन वाले सुनहरे मौसम का बहुत बड़ा योगदान होता है ।

लगभग इसी समय में बसंत पंचमी का त्योहार आता है । लोग वीणापाणी माँ सरस्वती की पूजा-आराधना में जुट जाते हैं । सरस्वती पूजन समारोह एवं वसंत पंचमी के अवसर पर लगने वाले मेले वासंती रंग में रंग जाते हैं । युवतियाँ धनी एवं पीले वस्त्र धारण कर वसत की शोभा में चार चाँद लगा देती हैं ।

ऐसा लगता है जैसे वसंत सजीव होकर इधर-उधर डॉल रहा हो । फिर आता है मदमस्त होली का त्योहार । वसंत ऋतु स्वास्थ्य की दृष्टि से भी बड़ी हितकारी ऋतु है । इस ऋतु में असाध्य रोगी भी स्वस्थ होने लगते हैं । सामान्य जनों को भी सरदी-ज्वर आदि नहीं होता ।

इस समशीतोष्ण ऋतु में सभी नाचते-गाते और आनंदित होते हैं । गाँवों में ढोल-नगाड़े बज उठते हैं । होली के गीतों की थिरकन से जन-समूह उत्साहित हो उठता है । बसंत का गुणगान करने के लिए कवि की लेखनी चल पड़ती है ।

बसंत में कुछ भी असुंदर नहीं होता । यह ऋतु हमें प्रकृति सौंदर्य से परिचित कराती है । यह मानव को दु:ख-पीड़ा से निकलकर आनंदित होने क्य अवसर प्रदान करती है । पर मानव है कि प्रकृति विनाश के कार्यों में लगा हुआ है ।

मनुष्य एक सामाजिक प्राणी है । समाज से उसका अंतरंग रिश्ता है । मनुष्य के जन्म के समय सामाजिक उत्सव तथा मृत्यु के समय सामाजिक शोक मनाया जाता है । बच्चा समाज के अन्य हमउम्र सदस्यों के साथ खेलता है पढ़ता-लिखता है ।

जन्मदिन, विवाह आदि अवसरों पर समाज की भागीदारी प्रमुख होती है । संकटकाल में भी समाज ही सहायक होता है । यदि समाज इतना महत्त्वपूर्ण है तो समाजिक उत्थान का कार्य भी बहुत आवश्यक है । समाज की भलाई के लिए जो कार्य किए जाते हैं इन्हें हम समाज सेवा कहते हैं ।

समाज सेवा राष्ट्र सेवा का ही अंग है । बिनोवा जी ने भूदान आंदोलन चलाकर महान समाज सेवा की । करोड़ों ग्रामीण ऐसे थे जिनके पास कृषि-भूमि का एक टुकड़ा न था और कुछ लोग ऐसे थे जिनके पास सौ-पचास एकड़ भूमि थी । भूदान आदोलन के द्वारा यह भारी अंतर पाटने का प्रयास किया गया ।

उन्नीसवीं शताब्दी में राजा राम मोहन राय ने सती प्रथा बाल विवाह आदि कुप्रथाओं को समाप्त करने में समाज की बड़ी सहायता की थी । मुगलकाल में तुलसीदास जी ने अपने अमर काव्यों के माध्यम से हिंदुओं के बीच सामाजिक चेतना लाने का सफल प्रयास किया ।

कबीरदास जी ने सीधे-सादे विचारों के माध्यम से धर्म की कुरीतियों पर आघात किया । उनके प्रयासों से हिंदुओं और मुसलमानों में सामाजिक एकता की स्थापना हुई । मनुष्य जो कुछ भी ग्रहण करता है वह सब समाज की देन है । अत: हमारा कर्त्तव्य है कि हम समाज की सेवा नि:स्वार्थ भाव से करें ।

आज भी हमारे देश में कई तरह की सामाजिक समस्याएँ हैं । दहेज प्रथा अशिक्षा निर्धनता नशाखोरी आदि समस्याएँ हमें अंदर ही अंदर खोखला कर रही हैं । हमारी सामाजिक मान्यताएँ भी बदल रही हैं । आज का आदमी पहले से कहीं अधिक स्वार्थी और आत्मकेंद्रित हो गया है ।

समाज में भ्रष्टाचार की जड़ें काफी गहरी हैं । सामाजिक अपराध का ग्राफ भी ऊँचा होता जा रहा है । ऐसे में समाज सेवकों का उत्तरदायित्व पहले से कहीं अधिक हो गया । समाज सेवा का दायरा विस्तृत है । बाल मजूदरी का अंत, स्त्री शिक्षा, निर्धन व्यक्तियों के लिए रोजगार का प्रबंध, बेसहारा महिलाओं को आत्म-निर्भर बनाना आदि कार्य समाज सेवा के कार्य हैं ।

हमारे देश के कुछ क्षेत्रों में पेय जल का भारी अभाव है । यहाँ के लोग मीलों चलकर पानी लाते हैं । समाज सेवा के द्वारा ऐसे लोगों की मदद की जा मकती है । अनाथ बच्चों के लिए अनाथाश्रम खोलना, उन्हें शिक्षित करना तथा उन्हें समाज की मुख्य धारा में वापस लाना समाज सेवा है ।

अपनों द्वारा परित्यक्त वृद्धों के लिए वृद्धाश्रम खोलना विकलांगों के लिए रोजगार के साधन एवं आश्रय स्थल ढूँढ़ना आदि कार्य समाज के प्रति हमारे दायित्व हैं । एड्‌स के प्रसार को रोकने से संबंधित कार्य भी समाज सेवा के अंतर्गत आता है ।

समाज सेवा का कार्य दिखाऊ नहीं होना चाहिए । धन और सम्मान की प्राप्ति के उद्देश्य से किया गया कार्य समाज सेवा नहीं है । समाज सेवा परोपकार की भावना से की जानी चाहिए । बीमारों वृद्धों, दलितों, शोषितों और आपदा से पीड़ित लोगों के प्रति जिनके मन में दया नहीं है वह समाज सेवा नहीं कर सकता ।

समाज को अपना समझकर तन, मन और धन से किए गए परोपकार के कार्य समाज सेवा के दायरे में आते हैं । अपने लिए तो सभी जीते हैं, बड़प्पन इसी में है कि हम दूसरों की भलाई के लिए जीएँ । यही मानवता है, यही समाज सेवा है ।

वर्षा ऋतु बहुत सुहावनी ऋतु होती है । यह मानव पशु-पक्षी और समस्त जीव समुदाय के लिए आनंददायी ऋतु है । ग्रीष्म ऋतु में जब पेडू-पौधे झुलस जाते हैं तब यह ऋतु उनके लिए जीवनदायी जल लेकर आती है ।

प्यासी धरती की प्यास बुझाने वाली वर्षा ऋतु को ऋतुओं की रानी कहा गया है । वर्षा ऋतु का आरंभ जुलाई मास से होता है । सितंबर में इस ऋतु का अत हो जाता है । इन तीन महीनों में आसमान प्राय: बादलों से घिरा रहता है । धूप और छाया का खेल चलता ही रहता है ।

कुछ दिन वर्षा फिर धूप यह क्रम जब चलता है तो किसानों को धान और मक्के की फसल उगाने में बहुत मदद मिलती है । खेतों में पूरा पानी रहता है तालाब लबालब भर जाते हैं । नदी-नालों में पूरा जल आ जाता है । छोटे-छोटे गड्‌ढों में भी पानी भर आता है ।

किसान वर्षा ऋतु का स्वागत करते हैं । वे खेतों में बीज बोते हैं । धान की फसल के लिए खेत जोते जाते हैं । किसान उसका परिवार खेतिहर मजदूर आदि व्यस्त हो जाते हैं । वे भीगते हुए भी कृषि कार्य करते हैं । गाँवों में वर्षा ऋतु आरंभ होने पर लोक गीत गाए जाते हैं ।

श्रावण मास में शिव-भक्ति की लहर फैल जाती है । काँवरिए गेरुआ वस्त्र धारण कर शिव को जल चढ़ाने निकल पड़ते हैं । ग्रामीण स्त्रियाँ कजरी गीत गाती हैं । वर्षा ऋतु के आगमन की प्रतीक्षा आम नागरिक भी करते हैं । जब पहली बारिश होती है तो लोगों को भीषण गरमी से राहत मिलती है ।

खुले बदन पहली बारिश का आनंद लेने वाले भी कम नहीं । कभी अंधी-तूफान के साथ वर्षा होती है तो कच्चे मकानों को नुकसान पहुँचता है । अत्यधिक वर्षा से जल-प्लावन की स्थिति उत्पन्न हो जाती है । खेत-खलिहानों मैदानों तथा ऊँची भूमि का पानी नदी-नालों में जमा होने लगता है ।

कई नदियों में बाढ़ आ जाती है । नदी का पानी तटबंध फसलों को नुकसान पहुँचाता है । बाद का पानी आबादी वाले स्थानों में घुसकर भयंकर तबाही मचाता है । बाद से जान-माल की भारी क्षति होती है । सड़कें टूट जाती हैं, यातायात व्यवस्था में व्यवधान उत्पन्न हो जाता है ।

टेलीफोन बिजली आदि के खंभे गिर जाते हैं । कभी जब बादल फटते हैं तब भी काफी नुकसान हो जाता है । वर्षा में गंदे जल के जमाव से मच्छरों, मक्खियों एवं तरह-तरह के कीटों का प्रकोप बढ़ जाता है । इस ऋतु में पेय जल अस्वच्छ हो जाता है ।

प्रदूषित जल पीने से तथा मच्छरों आदि के काटने से कई प्रकार के संक्रामक रोगों का खतरा बढ़ जाता है । गली-कूचों और गिन में कीचड़ हो जाता है । कच्ची गलियों एवं सड़कों पर चलना कठिन हो जाता है । सड़कों पर भी जल-निकास की उचित व्यवस्था न होने से पानी भर आता है ।

कुछ खामियों और परेशानियों के बावजूद वर्षा ऋतु का स्वागत सर्वत्र किया जाता है । इस ऋतु में पेड़-पौधे हरे-भरे हो जाते हैं । एक कहावत भी है कि सावन के अंधे को सर्वत्र हरा-भरा दिखाई देता है । श्रावणी मास की हरियाली सबका मन मोह लेती है ।

वनों में मोर नृत्य कर वर्षा ऋतु का स्वागत करते हैं । पशुओं के लिए इस ऋतु में हरे चारे की कमी नहीं रहती । प्राकृतिक छटा देखते ही बनती है । आसमान में यदा-कदा इंद्रधनुष अपनी अछूत छटा बिखेर कर मन को आह्वादित कर देता है ।

मेढक की टर्र-टर्र एवं झींगुर की आवाज से वातावरण गुंजित हो जाता है । साँप भी अपने बिलों से निकल कर हवाखोरी करने लगते हैं । मल्लाह अपनी नौका सँभालकर नदी तट पर आ जाते हैं । बिजली की गड़गड़ाहट और चमक से विरहिणियों का मन डोलने लगता है ।

वर्षा ऋतु का आनंद अनूठा है । इस ऋतु में प्रकृति तरह-तरह की लीलाएँ करती है । हमें इस ऋतु का पूरा आनंद उठाना चाहिए । इस ऋतु में स्वच्छता का पालन अवश्य करना चाहिए । स्वस्थ रहकर ही हम वर्षा ऋतु का पूरा लुल्क उठा सकते हैं ।

एकता में बड़ी शक्ति होती है । यदि परिवार में एकता होती है तो उसके सभी सदस्यों का उचित विकास होता है । यदि समाज में एकता होती है तो समाज उन्नति करता है तथा सामाजिक कार्य आसानी से संपन्न किए जा सकते हैं ।

इसी तरह यदि राष्ट्र के लोगों में एकता होती है तो शत्रु उस राष्ट्र का बाल-बाँका तक नहीं कर पाते । राष्ट्रीय एकता की स्थिति में राष्ट्र का तेजी से विकास होता है । इतिहास गवाह है कि आपसी फूट का फायदा शत्रुओं को मिला है । रावण और विभीषण की आपसी फूट का लाभ राम को मिला ।

जयचंद और पृथ्वीराज की शत्रुता का लाभ मुहम्मद गौरी ने उठाया । सिकंदर ने भारत के राजवंशों के आपसी झगड़े का लाभ उठाकर भारत पर आक्रमण कर दिया । राजपूत राजा आपस में झगड़े तो मुगलों की बन आई । अँगरेजों ने भारतीय राजाओं नवाबों की अनेकता का भरपूर लाभ उठाया और भारत में अपनी प्रभुसत्ता स्थापित कर ली ।

‘फूट डालो और राज करो’ उनकी प्रसिद्ध नीति थी । कांग्रेस में एकता न रही तो देश में अनेक दल बन गए और अंतत: देश का विभाजन हो गया । एकता में असीम बल है । बिखरे हुए लोग किसी बड़े काम को उसके अंजाम तक नहीं पहुँचा सकते ।

कहा भी गया है – ‘अकेला चना भीड़ नहीं फोड़ सकता ।’ यदि सम्मिलित शक्ति से प्रयास किए जाएँ तो असंभव से दिखाई देने वाले कार्य भी पूरे हो सकते हैं । मधुमक्खियाँ एक साथ मिलकर ही मधु संचय कर पाती हैं । सैनिक एकजुट होकर ही शत्रुओं को परास्त कर सकते हैं । नागरिकों की एकजुटता किसी बड़ी क्रांति को जन्म देती है ।

यहाँ तक कि अपराधी भी दल बाँधकर गिरोह बनाकर अपने बुरे मंसूबे में कामयाब हो जाते हैं । लेकिन हमें एकता को शुभ कार्यो में लगाना चाहिए । ऐसी एकता किसी काम की नहीं जिससे दूसरों का बुरा होता हो । एकता का उद्देश्य शुभ होना चाहिए ।

एकता किसी भी समाज अथवा राष्ट्र के लिए संजीवनी शक्ति है । बड़े-बड़े बाँध, कारखाने, आलीशान महल, नहरें, खनन उद्योग, कृषि एवं औद्योगिक विकास की आधारभूमि राष्ट्रीय एकता है । जब राष्ट्र के लोग मिलकर प्रयास करते हैं तो उनकी समस्याओं का अंत होने लगता है ।

स्वतंत्रता आंदोलन के समय राष्ट्रीय एकजुटता अद्वितीय थी इसलिए हम विदेशियों को बाहर करने में सफल हुए । स्वतंत्रता के बाद हमें कई विदेशी आक्रमणों का सामना करना पड़ा हमने सभी आक्रमणों का डट कर एकजुट होकर मुकाबला किया । शास्त्री जी ने ‘जय जवान जय किसान’ का नारा देकर राष्ट्र को उसकी सम्मिलित शक्ति का आभास कराया ।

कारगिल विजय हमारी संगठित शक्ति का प्रतिफल था । अंतरिक्ष में भारत की उपलब्धियाँ तथा भारत का परमाणु शक्ति से संपन्न होना हमारे वैज्ञानिकों के सम्मिलित प्रयासों का ही परिणाम कहा जा सकता है । आज पूरी दुनिया आतंकवाद का मुकाबला मिलकर कर रही है क्योंकि कोई अकेला देश अपने प्रयासों से इस समस्या पर काबू नहीं पा सकता ।

सामाजिक एकता के लिए आवश्यक है कि लोग अपनी-अपनी जिद छोड़े और लक्ष्यों का निर्धारण कर उनके प्रति संकल्पित हो जाएँ । लेकिन ‘अपनी डफली अपना राग’ छेड़ने वाला समाज बिखर जाता है, उनमें फूट पड़ जाती है ।

मजदूर और कर्मचारी अपना सघ बनाकर अपनी माँगे मनवाने में सफल हो जाते हैं । परंतु जब उनमें फूट पड़ती है तो नियोक्ताओं को लाभ होता है । एकता के बल की महिमा अनंत है । जिन्हें यह समझ है, वे अपने परिवार, समाज और राष्ट्र को सुखी-संपन्न और गौरवान्वित कर सकते हैं ।

Some people are forced to beg, since they are poor, and do not have any other source of livelihood. A beggar has no money, home, clothes or food. Usually, he does not even have a family or any other support system.

Many beggars are physically handicapped and unable to find proper jobs to make a living. They definitely need some help from us. There are others who try and entertain us by singing and playing some musical instruments. But there are some others who pretend to be handicapped and beg only because they don’t want to work to earn their living.

A street beggar is usually dirty. He wears dirty clothes and has dusty and matted hair. Generally, he is not a very pleasant sight. While we must discourage begging, we must not hate all beggars. Some are really helpless. It is common to hear people cursing beggars and asking why they don’t work.

We should be careful of those who pretend to be helpless and cheat us. Begging is a bane for any society. So, it must be discouraged. But government and NGOs should try to help the genuine beggars by providing them employment.

The Problem of Beggary in India

                In India, the tradition of charity is as old as civilization itself.  The true Indian culture calls upon every man or woman to part with some of his or her earnings to help the poor and needy.

                The problem of beggary should not, therefore, be seen in isolation as it has its roots in the basic infrastructure of our society.  Beggary is not new to India.  It is an age old practice.  Many a time in our history books we can read about some king or noble man who periodically distributed gifts amongst  the poor.  Our holy men and ‘sanyasis’ who lived  away from cities used to come to the cities to collect some alms or meals.  But today beggary has become a profession.  One can find beggars at all busy crossings, at the railway stations or the bus stands, at busy corners, near temples and gurudwaras and  at all other places where people are likely to visit.  They give out pathetic cries and present pathetic looks.  They have different ways of coaxing the innocent people into parting with a coin or two, an article of dress or a part of their food.  Many of these beggars are perfect hypocrite and swindlers.  Even though they are hefty and sturdy, they are not prepared to earn their living by putting in honest labour.

                Many a time the government has taken steps to ban this evil practice.  Legislations have been enacted.  Beggary has been banned, but it has made no difference.  No law can be effective unless it has a social support.

                Beggary is a blot on the face of any society and thus it should be tackled and wiped out like any other contagious disease.  It is only with the active co-operation of the people that the problem of beggary can be solved.  It is true that poverty is one of the main causes of beggary.  The government should come out with rehabilitation schemes for the beggars.  Able bodied men and women should be encouraged to work.  It is only possible if the rich decide not to help the poor in becoming beggars.  The old and the infirm should be sent to state run charity houses.  Religious institutions and social and charitable trusts should be set up to cater to the needs of such holy men or sanyasis as choose to renounce this world and dedicate themselves to the Almighty or to the service of mankind.    

                Lack of the proper awareness is one of the causes that makes people accept this evil of begging without protest.  Awareness can only come through education.  Only if people are educated, they will come forward and cooperate with the government in fighting out this evil.  Laxity on the part of the authorities is also encouraging beggars.  On account of vested interests the government also hesitates to burn its fingers by using force.
