Making Schools Safe for Students

High-profile school shootings, like the one at Marjory Stoneman Douglas High School in Parkland, Florida, have raised concerns that schools can be dangerous places for students. Yet the data suggest that school crime rates have dropped nationwide since the early 1990s and that the student victimization rate declined by 70% from 1992 to 2013 ( see exhibit 1 ). [1]

To the general public, though, thoughts on school safety are often shaped by high-profile school shootings and other tragic incidents that dominate a news cycle. For educators, however, issues such as bullying, harassment, and school discipline policies are at the forefront of their thoughts and can affect school safety on a daily basis.

“It is very important that we continue working to understand and prevent mass shooter events,” said Phelan Wyrick, director of the Crime and Crime Prevention Research Division within NIJ’s Office of Research and Evaluation. “However, we cannot allow the saliency of mass shooter events to overshadow the importance of a wide range of more common safety issues that schools face.”

Shootings are just one of many traumatic events that children may face at school. They may also be threatened or injured by a weapon, be bullied, be physically assaulted, or be affected by natural disasters.

In support of stakeholder efforts to ensure that students are safe in school, NIJ has funded numerous initiatives over the years that evaluate school safety practices. These efforts range from how to prevent tragic incidents like school shootings to how to promote a positive school environment where day-to-day challenges, like bullying and harassment, can be reduced.

Historical School Safety Efforts

Although federal programs and policies related to school safety can be traced to the early 1970s, the United States did not begin collecting national data on school violence until 1989, [2] when the School Crime Supplement was added to the National Crime Victimization Survey. The School Crime Supplement was conducted for a second time in 1995 and then became a biannual survey starting in 1999.

A series of school shootings in the late 1990s, including the one that occurred at Columbine High School, led to new programs that examined the thinking, planning, and other pre-attack behaviors of school shooters. One such program was the Safe School Initiative led by the U.S. Department of Education and U.S. Secret Service.

As part of this initiative, NIJ supported a 2002 study that explored the behavior of student-attackers in an effort to identify information that could help communities prevent future attacks. [3] The study evaluated 37 incidents of targeted school violence in the United States between December 1974 and May 2000. It found that these 37 attacks were rarely sudden or impulsive. In 95% of the cases, the attacker had developed the idea to harm before the attack.

Perhaps most importantly, the study found that 93% of the evaluated attackers behaved in a way that caused others to be concerned or that indicated a need for help. In fact, in more than 75% of the cases examined, the attacker had told a friend, schoolmate, or sibling about the idea before taking action. But the person who was told about the attack rarely brought the information to an adult’s attention.

“That’s the critical element if we’re going to prevent, reduce, or head off these types of incidents from occurring,” Wyrick said. “We need to have mechanisms in place, school cultures amenable to folks reporting that information.”

The study also showed that there was no accurate profile of a school shooter. The shooters came from a variety of racial and ethnic backgrounds and ranged in age from 11 to 21 years old. Some came from intact families with ties to the community and others came from foster homes with histories of neglect. The academic performance of attackers ranged from excellent to failing.

Evaluating School Safety Technology

School security measures have increased since the Columbine shooting. Today, nearly 100% of schools serving 12- to 18-year-olds use at least one safety or security measure. [4] This includes locked doors, security cameras, hallway supervision, controlled building access, metal detectors, and locker checks. However, use of these measures varies by factors such as the school’s population and location.

NIJ has long supported studies on school safety technology, including one by Sandia National Laboratories. Released in 1999, The Appropriate and Effective Use of Security Technologies in U.S. Schools covered the effectiveness of a variety of school safety technologies. The report also provided basic guidelines for law enforcement agencies and school administrators as they decide which security technologies should be considered when developing safe school strategies. It helped schools and law enforcement partners analyze their vulnerability to violence, theft, and vandalism, and suggested possible technologies to address these problems effectively.

Overall, the report stated that security technologies are not the answer to all school security problems. No two schools will have identical and successful security programs, meaning that a security solution for one school cannot just be replicated at other schools with complete success. However, many pieces of technology can be excellent tools if applied appropriately.

More recently, NIJ has supported other school safety technology evaluations through the Comprehensive School Safety Initiative (CSSI). This initiative includes a report from the Library of Congress outlining federal school safety efforts between 1990 and 2016 and two complementary projects by the RAND Corporation and Johns Hopkins University, which assess current school technology and outline school needs.

These CSSI reviews of school safety technology shared a major conclusion: No one technology, school climate intervention, or other school safety strategy can guarantee school security or eliminate the underlying cause of school violence. An integrated approach that includes emergency response plans, drills, a positive school climate, and situational awareness is called for, and school security plans must be tailored to the needs of each individual school.

Comprehensive School Safety Initiative

Safety and security technology is just one tool in a comprehensive program that each school should develop to create a safe learning environment for students and staff. NIJ’s CSSI aims to make clear that there is no one solution to ensuring students are safe in school.

Developed following the tragedy at Sandy Hook Elementary School in 2012, CSSI is one of NIJ’s latest and largest investments in school safety research. Projects funded through CSSI examine different factors from the individual, school, community, and family levels that affect school safety.

A unique program of research for NIJ, CSSI provided funding for both implementation and evaluation as well as research projects that examine root causes. Under a directive from Congress, NIJ allocated approximately $75 million per year between fiscal years 2014 and 2017. Two-thirds of that funding went toward implementing school safety projects, and one-third went toward studying the impact of each program and the causes and consequences of school-related violence. Some CSSI projects have concluded and some are ongoing. They have covered or aim to address a wide range of school safety subjects, including school resource officer training, assessments of social media threats, bullying prevention, and positive behavioral interventions, among other topics.

This initiative will compile a large amount of information over a very short period of time, but the next few years will bring a wealth of knowledge on the effectiveness of school safety practices.

“We’re trying to move the field further and more quickly with so much information in such a short period of time,” said Mary Carlton, an NIJ social science analyst.

Through CSSI, NIJ has funded 96 studies with a focus on K-12 schools. These grant-funded projects are taking place in more than 30 states and more than 2,700 schools. The initial projects are still in the final stage, so it is too soon to assess the impact of the initiative. It may take six to seven years, if not longer, for the projects to reach their conclusions and for the results to be disseminated. Even after the last set of findings is published, taking that body of work and synthesizing it for the field may require another year or so of work, said Nadine Frederique, an NIJ senior social science analyst.

Moving Forward

School shootings are frightening and make headlines. However, today’s students are less likely to be threatened or injured with a weapon at school, including a gun, than they were 10 years ago.

But educators and public safety officials continue to grapple with the challenge of creating and maintaining a safe and healthy learning environment for students. Threats to schools and student safety continue from both inside and outside the school and from adults and other individuals, including students.

NIJ has sponsored numerous studies on the issues of school safety and school climate over the past 25 years and continues to support efforts to improve the safety of students in school. The outcomes of CSSI-funded research will provide valuable context for school officials in the coming years. The 96 projects funded through this effort examine a variety of school safety issues and offer an opportunity for educators, the community, and law enforcement to better understand the factors that most affect school safety.

Talking About School Safety With Kids: A Guide for Educators

High-profile acts of violence like the shooting in Uvalde, Texas, where a gunman shot and killed 19 students and two teachers at an elementary school, resonate with students and educators far beyond where the tragedy takes place. After the Texas shooting—as with other such attacks—educators nationwide were called upon to help students manage their fears, and help them feel safe and ready to learn.

That work can prove ongoing and complex. In the year ahead, for instance, educators also will need to know that most states require lockdown drills or active shooter drills in schools , and that may trigger fear or anxiety over school violence. Analysis of social media conversations spanning over 100 K-12 schools by Everytown Research & Policy, an advocacy group for gun violence prevention, and the Georgia Institute of Technology found that active shooter drills are associated with increases in depression (39 percent), stress and anxiety (42 percent), and physiological health problems (23 percent) overall for children from as young as five years old to high schoolers, their parents, and teachers.

How students understand these disturbing events and deal with them can also vary widely depending on their developmental level. The following is a list of age-appropriate steps educators can take to help kids feel safe, protected, and comfortable processing the feelings that surround school shootings and violence.

  • Emphasize that schools are safe. Review safety procedures and guidelines so that students understand the measures in place to keep the school environment safe.
  • Help students understand the difference between the possibility of something happening in their schools, and the probability of that happening at their school. The chances that a particular school will experience a school shooting in any given year is statistically very low.
  • Helping students understand that there is a key difference between telling (or tattling) on someone and informing adults.
  • Creating an anonymous reporting system in your school or school district.
  • Helping students identify at least one adult in their school or community that they would feel comfortable talking to if they have questions orfeel stressed or threatened.
  • If schools are going to conduct a lockdown drill, students should be informed of the drills in advance, and classroom check-ins should happen before and after a drill. Experts advise that drills should focus on basic lockdown procedures and not include the presence of a mock active shooter in the drills.
  • Help staff look for changes in behavior in individual students, after a high profile violent event as well as before or after an active shooter drill that could trigger feelings of distress or anxiety .
  • Since not all students want to talk about their feelings, educators need to develop age-appropriate activities that help them surface their feelings such as drawing, writing, or composing.

Elementary school students

  • During times of stress, students may exhibit fear of going to school, sleeping problems, trouble paying attention, or aggressive behavior. Look for these type of behavior changes, and engage in conversations to understand the source of that behavior change.
  • When discussing a violent event or concerns over active shooter drills, elementary students need simplified basic information that is balanced with reassurances of their safety.
  • Educators can ask open-ended questions to understand what kids may or may not know or have heard, like “What did you hear?” or “How do these drills make you feel?” to help kids talk about any feelings.
  • Provide examples of school safety like exterior doors being locked, child monitoring efforts on the playground, and emergency drills practiced during the school day.
  • Emphasize that emergency drills help keep children safe. Even as the drills may be controversial because of the lasting trauma they may trigger, states often require them to help kids feel supported and cared for.

Middle and high school students

  • At older ages, students are likely to have more questions about events like the shootings in Uvalde.
  • Students may have strong and diverse opinions about the causes of violence in schools and society. Engage in conversation that is open and inclusive of all perspectives.
  • Help students understand that information can vary widely between different news sources, the information they get from social media, and peers. Help students distinguish facts from false or embellished information, and help them vet sources of information.
  • Talk about the role that students might play in maintaining safe schools by following school safety guidelines, reporting strangers on campus, and reporting threats to school safety made by students or community members, communicating any personal safety concerns to school administrators, and accessing support for emotional needs.

How it works

The education system in the united states is riddled with issues, arguably the most critical is student safety. For students to receive the knowledge teachers impart they must be in an environment that fosters education, not one that prompts fear and avoidance. The “Indicators of school crime and safety” national report (2017), published by the US Department of Education, US justice office and the CDC, found a higher occurrence of violent incidence in school such as sexual assault, rape, physical attacks or fights and robbery at a 69%, as well as a growth in bullying which was surprisingly higher in middle school than in the high school grade levels (p.

7). In addition, one can easily observe how School shootings have become a major cause for teacher and student distress. These instances of violence create apprehension in students and teachers; They elicit feelings of insecurity and highlight the lack of safety greatly impacting academic involvement and performance.

Instances of Violence

The menacing bullies, abusive peers, vulgar insults and sexual perpetrators (assault) are facets of education that teachers and students alike must manage. These instances of bullying are mostly perceived as minor transgressions. Not many recognize comments like “You’re a loser” or acts like hiding a peer’s belongings as a violent crime. Nevertheless, this type of behavior is not conducive to academic success it can cause psychological, physical, and emotional distress in victims. The Stop Bullying Government Program found that victims of bullying are vulnerable to experience depression, anxiety, health complaints, and decreased academic achievement (Stopbullying.gov, 2017). Many of these students struggle to focus on their studies because their thoughts are consumed with fear of there peers. They may feel isolated, alone and unmotivated.

Bullying can lead to other risky behaviors such as alcohol abuse or drug use, fights, vandalism, criminal conviction, and suicide or could escalate to more serious crimes (Stopbullying.gov, 2017). If these instances are not adequately dealt with students will be apprehension with regard to their safety and security and develop a perception of danger in their schools. Erica Maisonet a teacher in a local public school provided an example during an interview we conducted, “I was giving a lesson and a fight broke out outside of my class. I had observed the student being bullied the weeks before and now he was being assaulted…he left school after that…It’s my responsibility as a teacher to prevent and intervein in these situations.”. These cruel offenses have become a violent culture and are difficult to identify and control. For fear of Victimization or causing aggravation to perpetrators, victims tend to conceal their struggles.

In the last two years the issue, highly guided by this fear of victimization, seems to have grown to a rate of 28 crimes per 1,000 students of which 9 may be reported to police authorities (“Indicators of school crime and safety” national report, 2017, p.7). Students reluctancy to share complicates a teacher’s role as protector. Their inability to identify these situations can induce feelings of inadequacy or frustration thus interfering in the teaching process and preventing students and teachers from accomplishing their goals. There are certain risk factors that help identify victims and perpetrators. School crimes can be gang-related or influenced by drug-related issues. Most perpetrators have a unique family dynamic, history of criminal activity and low Socio-economic statues all of which affect their violent tendencies (Violence prevention, October 30, 2018).

The feeling of impotence and hopelessness in a victim come from not knowing how to resolve this type of conflict and results in them taking matters into their own hands. Their sense of shame and feelings of anger drives them to find something stronger and more powerful than the bully. Many of these individuals seeking revenge are influenced by events like the Santa Fe school shooting. In which 8 students and 2 teachers were killed and 10 others wounded. CNN reports that there have been over 23 school shootings this year alone averaging to about one shooting a week. In addition, The New York Times reports (February 14, 2018) that since the 2012 sandy hook shooting, more than 400 people have been shot in over 200 schools (Jugal K. Paltel, 2018). Not all these individuals were guided by a need for revenge some of these events were unprovoked or executed by people previously seen as stable. This compromises a school’s ability to protect their students because they can’t identify all possible threats. Though threat assessment teams are formed to identify threats and prevent tragic events, they continue to prevail because of the limitations in knowledge. Ms. Maisonet shares an experience she had at her school:

“I don’t know if I’m supposed to say but last year there was this kid, he didn’t have many friends and he was always being picked on…One day in class he said really angrily ‘oh whatever yall are gonna see on Monday… ya’ll are gonna die…the teacher reported it to PD… they found a whole bunch of guns that he had been storing. Everyone had been talking about that, it was all over Twitter and Facebook. On Monday half of our school population was out. Nobody went because all throughout the weekend everybody was passing around that on Monday there was going to be a shootout. Parents called asking what was going on and if it was true. They had to do a mass announcement that there was a threat, but everything is fine they caught it on time and kids could return to school. When things like that happened it [makes you aware] of the insecurity and concerns for student well-being…You don’t really think about it until it happens. But a lot of the time when it happens it’s too late, Like at Fredrick Douglass or sandy hook.”

Everywhere we go, no matter how old we are, we must follow safety rules. While many people may find these rules to be too overbearing or unnecessary, rules are what keep our society in order. Without rules, things would become chaotic very quickly and people may get hurt. Safety rules are important for a variety of different reasons, and it's never a bad idea to take a minute and ask yourself why these rules exist in the first place.

Safety rules exist in order to keep people safe from injury and death and to prevent destruction of property.

Benefits of Rules and Regulations

Rules and regulations are visible in all aspects of life. Whether it be at the highest court in the land or the laws of driving on the road, rules and regulations can truly be seen everywhere. Though many people might not see the purpose of, say, stopping at a stop sign or driving at the speed limit, the benefits of rules and regulations is that ultimately, they keep us safe. If someone were to ignore the rules of the road, then he can easily get into a car accident, perhaps harming himself or another person. We may sometimes think that rules are silly, but at the end of the day, we might not make it to the end of the day without them.

Safety Rules for Children

People start to learn about the importance of rules when they are children. Needless to say, there are many rules in place for children to teach them right from wrong and how to keep themselves and their friends safe. For instance, children learn safety rules when they walk in the hallway at school. They are told not to run because they may trip and hurt themselves or collide with another student.

In the lunchroom, children are taught to sit nicely while they eat because they are more likely to choke if they are jumping around in their seat. On the playground, they are told to use the equipment properly. For instance, they should not go down the slide backward or climb up the slide when someone is going down because there can be an accident. Children may not always understand why these rules exist, but generally, they will learn quickly the first time they break one.

Safety Rules for High School and College Students

High school and college students will also be given safety rules but at a different level than younger children. High school students may be taught, for instance, safety rules in the science lab. Lab safety is extremely important because if one thing is done wrong, it can result in a fire or a bad accident. Students in high school are often reminded of safety rules that they learn as children, like how to behave on the school bus and what to do if there is a fire drill.

By the time high schoolers go to college, they are considered young adults and therefore should know these rules like the back of their hand. In college, intentional rule breaking of any sort won't be tolerated. However, there are other safety rules that arise in college. For instance, there may be rules for what things you can or can't have in your dorm room. Many students are not allowed to have hot plates, for example, because they can lead to a fire. Drug and alcohol use are also monitored on campus, and those caught participating in these activities (especially on "dry" campuses) will likely be in trouble. Again, these rules are designed to help prevent students from getting hurt.

Why Is Safety Important in the Workplace?

You may ask why we should follow safety precautions even as adults in the workplace. Well, all that learning about safety rules as a child had a purpose. As an adult, you're expected to already know what the general rules are, even without being told. However, depending on your place of work, there will be more specific safety rules in place. These rules may dictate everything from how to operate a machine correctly to prevent injury or death to what to do if there is a fire or earthquake. Safety in the workplace is just as important as safety procedures in any other environment.

Why Is it Important to Follow Safety Procedures?

It's human nature to not want to be told what to do. However, when we begin to understand the reasons behind the safety procedures that are in place, it helps us to recognize that these rules are always designed with one intention in mind: to keep ourselves and others as safe as possible. Without rules and regulations, people also wouldn't be accountable for when they do disregard safety rules and potentially harm others. All these rules exist to establish order, responsibility and a sense of stability in our day-to-day lives.

Agrilife extension expert offers advice for school zone, bus, pedestrian safety.

With the new school year underway, it is a great time for a reminder that keeping kids safe in school zones is everyone’s responsibility. Whether you’re dropping off your own children or just passing through, staying alert can help prevent accidents and keep our roads safe for everyone.

Every year in Texas, hundreds of crashes happen in school zones, leading to serious injuries or worse. Many of these accidents can be avoided with a bit of extra care and attention. By following school bus and school zone laws, and driving safely, you can help keep the kids in your community safe.

“Whether they are simply walking or even riding a school bus, bike, skateboard or scooter, it’s important that we remind children about potential traffic safety hazards,” said Rachel Walker, program director for the Passenger Safety and KidSafe Initiatives program in the Texas A&M AgriLife Extension Service Family and Community Health unit.

Tips for driving around school zones 

Walker encourages drivers, when driving around school zones, to be alert to child and adult pedestrians, bicyclists and skateboarders coming from behind parked cars, and said they should double-check side mirrors before opening the car door.

Some of her additional tips for school zone safety are:

  • Be patient: Slow down and plan to arrive early.
  • Stay off your phone: Avoid distractions like texting or checking your phone while driving.
  • Look for signage: Be familiar with where the school zones begin and end, and stick to the speed limit.
  • Watch for children: Children can appear unexpectedly between parked cars or in crosswalks.
  • Obey crossing guards: Look for crossing zones and always follow crossing guard instructions.
  • Follow parking rules: Obey all posted parking restrictions and use the school’s designated drop-off areas.
  • Drop off at the curbside: Make sure children exit the cars and can immediately get onto the sidewalk, away from traffic.
  • Be mindful of bus stops: Use caution around bus stops and watch for groups of children waiting.

Safety advice when driving around school buses

While school buses are one of the safest ways children can travel to and from school, they can still be at risk getting on and off the buses. Walker said some tips for motorists sharing the road with school buses are:  

  • Keep your distance : When driving behind a bus, follow at a safe distance and keep in mind the bus will make frequent stops.                            
  • Stop for flashing lights: When the bus has flashing red lights or the stop sign is extended, be sure to come to a complete stop, regardless of the direction you’re headed.
  • Yield to crosswalks: Give children and other pedestrians in crosswalks the right of way, especially in school zones.

Reminders for children walking to school

Children walking to school should use the sidewalk or walk close to the curb where they would be facing oncoming traffic, Walker said. Other advice she had for young pedestrians includes:

  • Cross at intersections: Always use the marked crosswalk or cross at intersections.
  • Look both ways: Make sure to look for cars before stepping into the street. Look left, right and left again before proceeding.
  • Listen to the crossing guards: They will let you know when to cross.
  • Make eye contact: Before crossing the street, make sure drivers see you as well.

“Traffic safety really is a two-way street,” Walker said. “Pedestrians and drivers sharing the road are responsible for one another’s safety and should always be alert to any potential dangers. And back-to-school traffic safety requires that everyone remain patient, alert and vigilant in addition to obeying all traffic rules and avoiding distractions.”

Here's how Passaic Tech, other high schools will tighten security after football shooting

WAYNE — A new set of security measures is in place for Friday’s football game at Passaic County Technical Institute , a week after two teenagers were shot and injured at the Bulldogs home opener.

Spectators will be prohibited from carrying bags, loitering in the parking lot and wearing face coverings, said a spokesperson for the largest high school in New Jersey.

Those are just some of the precautions being implemented as the shooting continues to cause a widespread ripple effect.

It also prompted at least three nearby high schools to review their own safety rules for crowd-drawing activities this week. On Wednesday, for example, the Wayne schools superintendent said he would meet with police to discuss the issue.

Meanwhile, the PCTI spokesperson defended the safety record of the 56-acre tech school.

Sandra Woods, its director of communications, said the institute on Reinhardt Road operates more like a college than a “traditional high school” and that its safety plan is nationally recognized. The enhanced measures, she said, are part of an “ongoing commitment to maintain a secure environment, ensuring that students, staff and visitors feel safe while enjoying all school functions.”

The Bulldogs will host the Mountaineers of West Orange High School at 6 p.m. Friday.

Shooting after PCTI victory over Lenape High

A 16-year-old juvenile, whose name was withheld by authorities, shot two other teenagers following the PCTI victory last Friday over the Indians of Lenape High School in Medford Township, the county prosecutor said in a statement. The victims sustained nonfatal injuries.

The juvenile was charged on a delinquency complaint, the prosecutor said, adding that the matter was referred to the family division of state Superior Court in Paterson.

If the alleged shooter had been an adult, the prosecutor said, the charges would have included first-degree attempted murder — the maximum penalty for which is life in prison.

Last week’s episode marked the third shooting at a New Jersey school this year — the most since 2019, when there were five.

The previous shootings this year occurred in late March — within 3 miles of each other — at high schools in Newark. One person was killed, and two were hurt, in those cases.

According to Everytown for Gun Safety , a Manhattan-based nonprofit that tracks school shootings, there have been 139 such incidents in the U.S. this year, resulting in 42 deaths and 93 injuries.

Those figures include an attack Wednesday at a high school in Winder, Georgia, about 50 miles northeast of Atlanta, where a 14-year-old student — now in custody — reportedly killed two classmates and two teachers while injuring nine other people.

“When these unfortunate situations occur,” said John Coviello, the superintendent of Manchester Regional High School in Haledon, “they become opportunities to review these things even more — to get creative and to further improve deterrence and prevention, as well as our response.”

Manchester Regional will restrict the use of most bags and fanny packs at its events, including the Falcons home football opener against the Vikings of North Arlington High School at 6 p.m. Friday.

Certain clutches, diaper bags and small pocketbooks will be permitted, Coviello said, but even those will be searched by police. Ski masks and non-religious face coverings are banned, he said.

Woods, the PCTI spokesperson, would not disclose every new measure to be put in place, but she said there will be more staff on duty and that the tech school will reinforce its law enforcement presence.

She said the gate at the entrance to the football field will shut at halftime of all games and that pickup locations will be more clearly designated in the parking lot.

Another change affecting access concerns ticketing. PCTI will only sell tickets through a passcode-protected system on its website, Woods said. The electronic method, she said, allows officials to limit attendance.
