Application level selection.
The GRFP Application requires you to select the academic level that best describes the stage of your academic career. Use the GRFP Academic Level Questionnaire to help you select the appropriate academic level in your application. Levels are determined as follows:
Level 1. You have not previously enrolled in a graduate degree-granting program, but plan to start graduate study next fall. Includes undergraduates in the final year of a bachelor’s degree program and individuals who previously earned a bachelor’s degree.
Level 2. First year graduate student currently enrolled in a graduate degree-granting program, who has never applied to GRFP before as a graduate student or returning graduate student, or a student currently enrolled in a joint bachelor’s-master’s degree program (must have completed three academic years in program).
Level 3. Second year graduate student who has completed no more than one academic year of graduate study while enrolled in any graduate degree-granting program, does not have a graduate degree, and has never applied to GRFP before as a graduate student or returning graduate student.
Level 4. Returning graduate student who is not currently enrolled in a degree-granting program, and may have more than one academic year in a graduate-degree granting program and/or a master’s or professional degree, followed by an interruption of at least two years just prior to the GRFP application deadline. Note: address the reasons for the interruption and why you should be considered to be in the early stages of your graduate education in the Personal, Relevant Background and Future Goals Statement.
GRFP recognizes and supports outstanding graduate students who have demonstrated the potential to be high achieving scientists and engineers, early in their careers. Applicants must be pursuing full-time research-based master’s and doctoral degrees in science, technology, engineering, and mathematics (STEM) or in STEM education at accredited US institutions.
NSF welcomes scientists and engineers to serve as reviewers of GRFP applications. Serving as a GRFP Reviewer is an excellent opportunity to apply your research and career expertise to help identify future science and engineering leaders.
Reference letters are a key component of a strong GRFP application package. The most effective reference letters provide detailed and specific information about how an applicant meets the NSF Merit Review Criteria of Intellectual Merit and Broader Impacts.

Financing your PhD studies can be challenging, but it's essential to your academic journey. Scholarships and grants can ease this burden, although finding and securing them may seem daunting.
Navigating your financial prospects can present a challenge, but scholarships and grants are there as available resources. In this blog, we will explain the opportunities to fund your PhD. We’ll also provide practical advice to help you find the right funding options for your PhD. Our guidance aims to give you a strong foundation for success.
Finding funding for graduate studies can be stressful, but scholarships and grants are available if you know where to look.
Initially, most students think of scholarships as a lifeline for PhD funding , but it's surprisingly uncommon for students to fund their PhD with scholarships alone. Can you get a scholarship for a PhD? Absolutely. But scholarships for doctoral students can be quite competitive.
In reality, most PhD students utilize a variety of funding sources. PhD programs commonly offer doctoral assistantships and fellowships, which are typically more widely available. Some students even explore additional routes like postgraduate loans, employer support, crowdfunding, and research council grants.
Knowing the ins and outs of each type of funding can help you make a decision that best suits your academic and financial needs.
Scholarships, financial awards you don't need to repay, often reward merit or specific factors like demographics or career aspirations.
Potential drawbacks:
Grants operate much like scholarships in that they do not need to be repaid. They are frequently awarded based on need, although some may also take into consideration academic merit or field of study.
Benefits:
Potential drawbacks:
Assistantships and fellowships are also common ways to pay for a PhD. Assistantships involve providing services to the university by undertaking teaching or research roles, usually in exchange for a stipend and tuition waiver. Fellowships, like scholarships, are merit-based and don't require repayment or work in return. Fellowships usually offer generous resources and are specific to the student's field of study.
While fellowships, assistantships, grants and scholarships for PhD programs aim to reduce the financial burden, they’re understandably different in their commitments, benefits, and application process.
Finding and securing the right funding for your PhD is crucial in shaping a stress-free and productive doctoral journey. Remember, scholarships and grants, while beneficial, are just pieces of a wider resource puzzle that may include assistantships or fellowships.
These funding options are aimed to ease your financial commitments, so explore opportunities for each, align them with your academic goals, and pave your way towards a rewarding PhD experience .

Graduate school can help you take your career ambitions to the next level. But the cost can be very high. That's where grad school scholarships and grants come in. Scholarships and grants don't need to be repaid, which means you can leave school with minimum drag on your post-graduation finances.
Merit-based scholarships are awarded based on your academic achievements and other achievements. In contrast, need-based scholarships are awarded based on the financial need of the student.
Beyond these need-based and merit-based scholarships, you can find specialized scholarships designed for particular fields of study or demographics. For example, you might find a scholarship opportunity based on your prior military experience or your desire to obtain a graduate degree in STEM.
Before you can snag a scholarship, you'll have to find the opportunity and apply for it. Your school's financial aid office is a good place to start your search because they might have information on school-specific scholarships.
You can also find scholarship opportunities through online search engines, like the U.S. Department of Labor's free tool or Scholarships.com . To locate scholarships specific to you, filter searches by "graduate level" and your field of study.
Many organizations offer some form of scholarship or tuition reimbursement to students pursuing related careers, or those gaining skills to aid in their existing role.
Grants are another form of funding that you usually don't have to pay back. Below are some of the most popular grants for grad school:
Tapping into this source of free money for college is a worthwhile option. If you are interested in grant funding, start by filling out the FAFSA (Free Application for Federal Student Aid) to potentially tap into federal grant opportunities.
In terms of state-level, institutional, and private grants, you'll need to do some research to find grants that might apply to your unique situation. Consider reaching out to your school's financial aid office, they might have more information on grant opportunities you can apply for.
When you find an enticing opportunity, it's important to craft a compelling application. Many scholarships require an essay, which could make or break your chances.
"Writing essays for a graduate scholarship is not the same as it was for undergraduates," says Ben Ralston, president of Sachs Foundation , an organization that provides scholarship opportunities to Black Coloradans.
"You are later in your career and can focus less on what you want to do with your education and more about what you have already accomplished," Ralston says. "Get specific in how graduate studies will develop more professional skills to build on previous accomplishments instead of speaking more generally about future goals."
It's important to note that the scholarship search process can take quite a bit of time, and once you've identified scholarships to apply for, you'll need time to prepare. Don't be selective with your scholarship applications; The more scholarships you apply to, the better your chances of winning.
When applying, personalize your essays and highlight how your experience aligns with the scholarship's mission. Be sure to triple-check your essays, and ensure that you're not referencing a separate scholarship opportunity from the one you're applying for.
Choose recommenders who can speak to your academic abilities and potential. This can be a teacher, employer, coworker, etc.
Competition for graduate scholarships can be high, but many scholarships are available. Applying to a wide range increases your chances of success.
No, you don't. Scholarships are typically considered gift aid and don't need to be repaid.
While it's uncommon, there are some full-ride scholarships are available, especially for highly competitive programs or exceptional students.

Dr. Kanok Boriboonsomsin, Research Engineer and Associate Director at CE-CERT, praised their contributions, noting, "Both students have a unique ability to translate complex theoretical concepts into practical solutions that address real-world problems. It’s this practical application of their research that has already begun to influence our approach to projects at CE-CERT, paving the way for more sustainable transportation solutions."
Dr. Guoyuan Wu, Adjunct Professor and Research Engineer, also expressed his admiration for the progress and dedication of the students. "Both Saswat and Dongbo are not just focused on results but are truly passionate about understanding and solving the underlying challenges in transportation systems. Their innovative approaches and diligent work ethic are impressive," said Dr. Wu.
Professional Development at the ITSCA Annual Meeting
The scholarships also include invitations to the ITSCA Annual Meeting—a key event for professional development in the ITS field. This opportunity allows Saswat and Dongbo to engage with industry leaders, share their research, and expand their academic and professional horizons.
Looking Forward
Both scholars are excited about the potential for their research to make a lasting impact.
"It’s an exciting time in ITS research. The technological advancements are opening new doors for innovation,” says Saswat. “It’s never too late to contribute to this evolving field, be it in policymaking, planning, or research."
Dongbo encourages his peers to embrace new challenges:"embrace challenges as opportunities to innovate and explore new research ideas and career opportunities."
As representatives of the Transportation Systems Research (TSR) group at CE-CERT, Saswat and Dongbo are prime examples of how dedicated research and innovative thinking can profoundly influence the future of ITS. We celebrate their achievements and the continued impact of their work in pushing the boundaries of sustainable transportation technologies and services.
City University of Hong Kong (CityUHK) and the University of Cambridge signed several Memoranda of Understanding (MoUs) to foster academic and research collaboration in 2024.

The Higher Education, Student Affairs, & International Education Policy–Student Affairs Concentration, Master of Arts program explores the landscape of student development, counseling and administration within higher education institutions. Student affairs professionals play a pivotal role in shaping the college experience and promoting student success. The program’s foundation rests on two mutually enhancing dimensions: knowledge and skills concerning both counseling and the college student population, and the student affairs profession. Ideal candidates possess strong interpersonal skills, empathy and a genuine desire to support student success, embodying a commitment to social justice and equity in higher education. Whether you're a recent college graduate exploring career options or a seasoned professional seeking to advance your skills and knowledge, our program can help you transform education for good.
Information on admissions and application to this program can be found on the University Graduate Admissions website and the program handbook.
Admission Requirements Guide to Applying Student Affairs Concentration Handbook
How do I apply? What is required? You can access the application from the UMD webpage. http://www.gradschool.umd.edu/application . We require a resume, personal statement, transcript(s), and three letters of recommendation. GRE scores are optional. Typically statements of goals/experiences are about 4-5 pages.
GRE Scores, GPA, and Provisional Admission GRE scores are OPTIONAL. A minimum undergraduate GPA of 3.0 is required. Students who do not meet one of these requirements, but show other evidence of outstanding potential, may be considered for provisional admission. Provisional status is removed when students maintain a graduate grade point average of 3.5 or better after 12 credits of course completion.
What can I do to strengthen my application? Use your personal statement to show us more than just your resume. We appreciate reflection on meaningful personal or professional/academic experiences (something that has made you who you are today), as well as reflection on social identities such as race, class, gender, or sexual orientation, etc.
When will I find out whether or not I have been accepted? Applicants are usually notified in February.
What is the difference between the Student Affairs and Higher Education concentrations in the HESI program? The Higher Ed concentration generally has a strong orientation towards policy and some of the macro-level dynamics that shape higher education. For SAC masters students, the SAC curriculum has a counseling-based sequence and some required classes that focus on the development and experience of the college student. Students commonly take classes across the concentrations, and 1st year Higher Ed and SAC students take a first-year seminar together. We encourage you to review the curriculum and faculty in both concentrations.
What are some unique features of your program? Overall our faculty address issues related to race, social identities, diversity, and inequality, and we often attract students who are interested in these issues. For the masters program, unique features include the opportunity to take an intensive practicum with either the Counseling Center or to facilitate an Intergroup Dialogue. Students note that our seminar project/seminar paper/thesis option provides a particularly rigorous culminating experience. We also have affiliate faculty who work full-time in the Division of Student Affairs who serve as mentors for our students.
What about assistantships, stipends, and tuition? Admitted students are invited to the Preview Program. Employers review resumes, students review job descriptions, and both send in preference lists. Interviews are scheduled during Preview. Over 60 assistantships were posted this year. You do not need to apply for assistantships prior to notification of admission. Both 9 and 12 month assistantships are available. Generally all attending students hold assistantships unless they are working full-time.
Can I take classes without being admitted to the program? Yes, you can take several classes without being admitted to the program. If you contact Graduate Admissions ( [email protected] ), they can advise you as to how to be admitted as an "advanced special student" so that you can take any course that is open enrollment or with instructor permission. You can view open courses at testudo.umd.edu. Some courses, but not all, may not be open to you.
Please feel free to email [email protected] if you have additional questions.
