डिजिटल इंडिया का उद्देश्य

डिजिटल इंडिया के तहत योजनाएँ

भारत में ई-गवर्नेंस के सफर में जन-आधारित सेवाओं पर जोर देने के साथ व्यापक क्षेत्रीय प्रयोगों के लिए नब्बे के दशक में कई उतार-चढ़ाव देखे। बाद में, कई राज्यों / केंद्र शासित प्रदेशों ने विभिन्न ई-गवर्नेंस परियोजनाएं चलाईं। हालांकि ये ई-गवर्नेंस जन-आधारित परियोजनाएं थी, लेकिन ये उतने प्रभावी नहीं हुए, जितना होना चाहिए था। 2006 में शुरु हुई भारत सरकार की यह पहल, विभिन्न डोमेन को कवर करने वाले 31 मिशन मोड प्रोजेक्ट को साथ ले चल रही थी। देश भर में कई ई-गवर्नेंस परियोजनाओं के सफल कार्यान्वयन के बाद भी  ई-गवर्नेंस वो सफलता नहीं दे पाई, जो अपेक्षित थी।

यह महसूस किया गया है कि देश में ई-शासन को सुनिश्चित करने के लिए बहुत अधिक जोर की आवश्यकता है, जो इलेक्ट्रॉनिक सेवाओं, उत्पादों, उपकरणों और नौकरी के अवसरों को शामिल करने वाले समावेशी विकास को बढ़ावा देता है। इसके अलावा, देश में इलेक्ट्रॉनिक विनिर्माण को मजबूत करने की आवश्यकता है।

सूचना प्रौद्योगिकी के उपयोग के माध्यम से सार्वजनिक सेवाओं के पूरे पारिस्थितिकी तंत्र को बदलने के लिए, भारत सरकार ने डिजिटल इंडिया कार्यक्रम को भारत में डिजिटल रूप से सशक्त समाज और ज्ञान अर्थव्यवस्था में बदलने के लिए आरंभ किया है

इससे सबसे अधिक लाभ ग्राम-निवासियों को हुआ है। रिलायंस इंडिया के जीयो नेटवर्क सर्विस ने बहुत कम दर पर नेट की सुविधा देकर मुकेश अंबानी जी ने देश का स्वरुप ही बदल दिया। अब हर हाथ में टचस्क्रीन मोबाइल फोन्स है, चाहे शहर हो या गांव।

डिजिटलीकरण के कारण अब घर बैठे हम रेल, वायुयान, बस के टिकट्स बुक कर सकते हैं। अब लंबी-लंबी कतारों में खड़े होने की जरुरत नहीं। अब हर काम ऑनलाइन संभव है। कोई भी जानकारी चाहिए, सब कुछ इंटरनेट पर मौजूद है। समय नहीं है, और खरीदारी करनी है, कोई दिक्कत नहीं, घर बैठे, ऑनलाइन खरीदारी करिए। ई-कामर्स मंचों ने बहुतों को रोजी-रोटी का साधन दिया है।

भारत सरकार द्वारा संचालित, डिजिटल इंडिया देश को डिजिटल रूप से सशक्त बनाने के लिए शुरू किया गया एक अभियान है। इस अभियान का मकसद सरकारी सेवाओं को उन्नत करके कागजी कामकाज को कम करना है।

डिजिटल भारत के नौ स्तंभ

1) ब्रॉडबैंड सुविधा

डिजिटल भारत के अन्तर्गत करीब ढ़ाई लाख पंचायतों को इससे जोड़ने का प्लान है। बीस हजार करोड़ की अनुमानित राशि से ऑप्टिकल फाइबर नेटवर्क को देश भर में फैलाने की योजना 2016-2017 में बनाई गयी थी।

2) घर-घर में फोन

भारत में मोबाइल फोन उपयोगकर्ताओं ने 2014 में 581 मिलियन उपयोगकर्ताओं को पार किया और पिछले एक दशक में लगातार वृद्धि हुई है। 2015 में ई-मार्केटर के एक सर्वेक्षण के अनुसार, भारत में 2019 में 800 मिलियन से अधिक मोबाइल फोन उपयोगकर्ता आंके गये।

3) सार्वजनिक इंटरनेट एक्सेस कार्यक्रम – राष्ट्रीय ग्रामीण इंटरनेट मिशन

इस कार्यक्रम के द्वारा सीएससी को ग्राम-पंचायतों के माध्यम से सेवा वितरण के लिए बहुआयामी अंत-बिंदुओं के माध्यम से सबके अनुकूल बनाया गया है। डीआईटीवाई के माध्यम से तकरीबन 4,750 करोड़ रुपए लागत से करीब 130,000 से 250,000 गांवों तक पहुँचाने का लक्ष्य है। साथ ही डाक-घरो को भी बहु-सेवा केंद्र बनाया जाना है।

4) ई-गवर्नेंस : प्रौद्योगिकी के माध्यम से सुधार

सरकार सरलीकरण और कटौती, ऑनलाइन अनुप्रयोगों,  विभागों के बीच विकासशील इंटरफ़ेस, स्कूल प्रमाणपत्र और मतदाता पहचान पत्र, सेवाओं और प्लेटफार्मों के एकीकरण जैसे ऑनलाइन संग्रह का उपयोग सहित लेनदेन में सुधार करने के लिए आईटी का उपयोग करके बिजनेस प्रोसेस री-इंजीनियरिंग (बीपीआर) करेगी। जैसे पेमेंट गेटवे, मोबाइल प्लेटफॉर्म आदि।

5) ई-क्रांति : इलेक्ट्रॉनिक डिलीवरी ऑफ़ सर्विसेज

इसमें नियोजन, कृषि, शिक्षा, स्वास्थ्य, वित्तीय समावेशन, न्याय और सुरक्षा के क्षेत्रों में प्रौद्योगिकी को बढ़ावा देना शामिल होगा। कृषि के क्षेत्र में, किसानों के लिए प्रौद्योगिकी का विकास वास्तविक समय की जानकारी, इनपुट के ऑनलाइन ऑर्डर (जैसे उर्वरक) और ऑनलाइन नकदी, ऋण, राहत-भुगतान के साथ-साथ मोबाइल बैंकिंग के विकास में परिणत होगा।

6) सभी के लिए सूचना

‘सभी को जानकारी’ का स्तंभ का उद्देश्य ऑनलाइन जानकारी प्रदान करना और वेबसाइटों और दस्तावेजों की मेजबानी करना शामिल होगा। यह सामान्य रूप से खुले डेटा प्लेटफार्मों के विकास के साथ-साथ जनता द्वारा सूचना के लिए एक आसान और खुली पहुंच के रूप में होगा।

7) इलेक्ट्रॉनिक्स विनिर्माण : 2020 तक नेट शून्य आयात लक्ष्य

भारत में, इलेक्ट्रॉनिक विनिर्माण को बढ़ावा देने के लिए मौजूदा संरचना को मजबूत करने की आवश्यकता है; आने वाले दिनों में इस डोमेन में ‘नेट शून्य आयात’ का लक्ष्य रखा गया है। यह एक महत्वाकांक्षी लक्ष्य होगा, जिसमें कराधान, प्रोत्साहन, पैमाने की अर्थव्यवस्था जैसे कई मोर्चों पर समन्वित कार्रवाई की आवश्यकता होगी, और लागत के नुकसान को खत्म करना होगा।

8) आईटी नौकरियां

इस स्तंभ का उद्देश्य आईटी सेक्टर की नौकरियों के लिए छोटे शहरों और गांवों में लोगों को प्रशिक्षित करना है।

9) प्रारंभिक फसल कार्यक्रम

इसके तहत ग्रामीण अंचल में बहुत सारी योजनाएं कार्यांवित हो रही है। इंटरनेट के माध्यम से ग्राम स्तर पर आधारभूत सुविधाएं मुहैय्या कराने की योजना है। शीघ्र कटाई कार्यक्रम में सरकारी मंच के द्वारा शुभकामानाएं भेजना, केन्द्र सरकार के सभी कार्यालयों के कर्मचारियों को बायोमैट्रिक उपस्थिति कराना अनिवार्य किया गया है।

सूचना प्रौद्योगिकी के उपयोग के माध्यम से सार्वजनिक सेवाओं के पूरे पारिस्थितिकी तंत्र को बदलने के लिए, भारत सरकार ने डिजिटल इंडिया कार्यक्रम को भारत को एक डिजिटल रूप से सशक्त समाज और ज्ञान अर्थव्यवस्था में बदलने के लिए जारी किया है।

भारत सरकार द्वारा भारत में प्रौद्योगिकी के उपयोग को बढ़ावा देने के लिए डिजिटल इंडिया अभियान शुरू किया गया था। इसका उद्देश्य पूरे देश में अपने ऑनलाइन बुनियादी ढांचे में सुधार करके नागरिकों को इलेक्ट्रॉनिक रूप से सरकारी सेवाएं आसानी से उपलब्ध कराना था। भारत 2047 तक विकसित राष्ट्र बनने के लक्ष्य को लेकर आगे बढ़ रहा है। किसी भी देश के लिए डिजिटल अर्थव्यवस्था की मजबूती आज के वक्त में प्राथमिकता वाला मुद्दा है. डिजिटल अर्थव्यवस्था को मजबूत करके ही भारत विकसित राष्ट्र के लक्ष्य को हासिल कर सकता है। 

केंद्रीय कैबिनेट ने 16 अगस्त को डिजिटल इंडिया कार्यक्रम के विस्तार मंजूरी दे दी। इस पर INR 14,903 करोड़ खर्च होंगे। डिजिटल इंडिया विस्तार के तहत पहले से जारी कार्यों को आगे बढ़ाया जाएगा। बजट खर्च को वित्त वर्ष 2021-22 से 2025-26 तक पांच साल के लिए स्वीकार किया गया है। 

डिजिटल इंडिया कार्यक्रम के विस्तार का फैसला कुछ लाभ को रखकर किया गया है.  डिजिटल इंडिया कार्यक्रम के विस्तार के तहत कुछ लक्ष्य तय किए गए हैं. ये इस प्रकार हैं:

  • फ्यूचर स्किल प्राइम कार्यक्रम के तहत INR 6.25 लाख आईटी पेशेवरों को आधुनिक टेक्नोलॉजी के हिसाब से प्रशिक्षित कर उनके स्किल को बेहतर किया जाएगा। 
  • सूचना सुरक्षा और शिक्षा जागरूकता चरण (ISEA) कार्यक्रम के तहत 2.65 लाख लोगों को सूचना सुरक्षा के क्षेत्र में ट्रेनिंग दी जाएगी। 
  • राष्ट्रीय ज्ञान नेटवर्क (NKN) के आधुनिकीकरण के तहत इसमें 1,787 शिक्षण संस्थानों को जोड़ा जाएगा। 
  • डिजीलॉकर के तहत डिजिटल दस्तावेज सत्यापन की सुविधा अब  सूक्ष्म, लघु और मध्यम उद्यमों के साथ दूसरे संगठनों के लिए भी होगी। 
  • यूनिफाइड मोबाइल एप्लिकेशन फॉर न्यू एज गवर्नेंस (UMANG) ऐप पर फिलहाल 1,700 से ज्यादा सेवाएं उपलब्ध कराई जा रही हैं।  अब इस निःशुल्क मोबाइल ऐप उमंग पर इनके अलावा 540 अतिरिक्त सेवाएं भी मुहैया कराई जाएंगी। 
  • डिजिटल इंडिया कार्यक्रम के विस्तार के तहत  टियर 2/3 शहरों में 1,200 स्टार्टअप्स को  वित्तीय मदद दी जाएगी। 
  • तीन आर्टिफिशियल इंटेलिजेंस उत्कृष्टता केंद्र बनाए जाएंगे, जो स्वास्थ्य, कृषि और टिकाऊ शहरों की ज़रूरतों पर आधारित होंगे। 
  • साइबर-जागरूकता पाठ्यक्रम चलाकर 12 करोड़ कॉलेज छात्रों को साइबर सुरक्षा को लेकर जागरूक किया जाएगा। 
  • साइबर सुरक्षा के क्षेत्र में नई पहल शुरू की जाएगी. इसके तहत उपकरणों के विकास और राष्ट्रीय साइबर समन्वय केंद्र के साथ 200 से अधिक साइटों का एकीकरण किया जाएगा। 
  • राष्ट्रीय सुपर कंप्यूटर मिशन के तहत फिलहाल 18 सुपर कम्प्यूटर काम कर रहे हैं। डिजिटल इंडिया कार्यक्रम के विस्तार के तहत अब इस मिशन में 9 और सुपर कंप्यूटर जुड़ जाएंगे।

भारत को डिजिटल युग को सही मायने में अपनाने के लिए नागरिकों को डिजिटल रूप से साक्षर होना चाहिए। डिजिटल कौशल प्रदान करने के प्रयास किए जा रहे हैं, खासकर ग्रामीण महिलाओं, किसानों और पुरानी पीढ़ी के बीच। छह करोड़ ग्रामीण व्यक्तियों को डिजिटल रूप से साक्षर बनाने के लिए प्रधानमंत्री ग्रामीण डिजिटल साक्षरता अभियान जैसे कार्यक्रम शुरू किए गए हैं।

डिजिटल रूप से जुड़े भारत का उद्देश्य देश में लोगों की सामाजिक और आर्थिक स्थिति में सुधार लाना है। सूचना और संचार प्रौद्योगिकी अकेले किसी देश के समग्र विकास को सीधे प्रभावित नहीं कर सकती। बुनियादी डिजिटल अवसंरचना समग्र विकास को प्राप्त करने में मदद कर सकती है। 21वीं सदी के परिवर्तनकारी परिदृश्य में भारत डिजिटल क्रांति के मुहाने पर खड़ा है, जो अपने सामाजिक-आर्थिक ढांचे को नया आकार देने के लिए तैयार है।

डिजिटल इंडिया की शुरुआत

भारत के प्रधानमंत्री नरेंद्र मोदी जी के द्वारा 1 जुलाई, 2015 को डिजिटल इंडिया अभियान की शुरुआत की गई थी। सरकार द्वारा इस अभियान को 2019 तक पूरे भारत में डिजिटल सुविधाएँ प्रदान करने की योजना बनाई गई थी। इस योजना के अनुसार ग्रामीण स्थानों में तेज इंटरनेट की सुविधा प्रदान की जाएगी। डिजिटल इंडिया होने से कागजों में रिकॉर्ड रखने का समय भी बचेगा और कार्यालयों में लोगों की लंबी कतारों भी काम होंगे। इस प्रोजेक्ट में मुख्य भूमिका संचार एवं सूचना प्रौद्योगिकी मंत्रालय की है जो इसके पीछे काम में लगे हुए हैं। वरिष्ठ मंत्रालयी सहयोगियों और प्रमुख कंपनियों के सीईओ की मौजूदगी में बुधवार को पीएम के द्वारा डिजिटल इंडिया सप्ताह की शुरुआत हुई।

डिजिटल इंडिया का उद्देश्य

डिजिटल इंडिया का उद्देश्य भारत में अधिक से अधिक सेवाएं ऑनलाइन उपलब्धि कराना है जिससे देश का आर्थिक और विकास में बढ़त मिलेगा। डिजिटल इंडिया मुहीम के अनुसार भारत में छोटे गाँव से लेकर शहर तक सभी जगह हाई स्पीड इंटरनेट की सुविधा दी जाएगी जिसकी सहायता से लोग घर बैठे-बैठे ऑनलाइन सारी सुविधाओं का उपयोग कर सकेंगे और आने वाले कल में अपने जीवन का एक हिस्सा बनायेंगे। आज देश के अधिकतर कार्यालयों में इंटरनेट के माध्यम से काम हो रहा है। लेकिन कुछ कार्यलयों में ऑनलाइन काम शुरू नहीं हुआ है। इस मुहीम के अनुसार सभी सरकारी संगठन में बहुत ही जल्द सारी सेवाओं को ऑनलाइन उपलब्ध करा दिया जाएगा।

सरकार ने डिजिटल इंडिया अभियान के माध्यम से कई महत्वपूर्ण कार्य किए है जैसे आधार कार्ड से मोबाइल नंबर, पैन कार्ड, बैंक अकाउंट, जीवन बीमा जैसी सेवाओं को जोड़ने का काम शुरू किया है जिसकी मदद से हर भारतीय की पहचान आसानी से हो जाएगी और एक कार्ड के माध्यम से कई सरकारी योजनाओं का लाभ उठा सकते है। डिजिटल इंडिया का उद्देश्य है की देश के करीब 3 लाख पंचायतों के समेत 7 लाख गांवों को ब्रॉडबैंड से जोड़ने का लक्ष्य है। सरकार ने इस लक्ष्य को 2017 के अंत तक हासिल करने का लक्ष्य रखा था। आज करीब 5 लाख गांव इस सेवा का लाभ उठा रहे है। सरकार का मुख्य उदेश्य है की सरकार से मिलने वाली सभी योजनाओं का लाभ देश के हर नागरिक को मिले और अपने समय अनुसार ऑनलाइन के माध्यम से योजनाओं का आवेदन भर सके।

डिजिटल व्यवस्था की सेवाएं

डिजिटल व्यवस्था की कई सेवाएं आज देश में उपलब्ध है जैसे आधार कार्ड की मदद से लोगों को भारतीय नागरिकता की पहचान मिली। भारतीय लोगों को अद्वितीय पहचान मिलने के बाद भारतीय नागरिकों से सभी सेवाओं जैसे मोबाइल नंबर, पैन कार्ड, बैंक अकाउंट, जीवन बीमा, राशन कार्ड, गैस कनेक्शन, ड्राइविंग लाइसेंस को आधार कार्ड से जोड़ने का मुहीम शुरू किया। इसके अतिरिक्त आधार कार्ड की सहायता से लोगों को सभी सुविधाएँ दी जा रही हैं। इससे लोगों की पहचान सरलता से होगी और उनको सही सुविधा प्रदान की जाएगी। आज घर पर बैठे आधार कार्ड की मदद से मोबाइल सिम खरीद सकते हैं, अपना पैन आवेदन कर सकते हैं, आदि कई सेवाएं हैं जो डिजिटल व्यवस्था के माध्यम से देश के उचित नागरिक को उचित सुविधा का लाभ उठा सकेंगे। आज देश के सभी बैंकों में ऑनलाइन बैंकिंग और एटीएम की सुविधा उपलब्ध कराई गयी है जिसकी सहायता से लोग अपने स्थान से पैसों का लेन-देन कर सकते हैं। पैन कार्ड को आधार कार्ड से जोड़ा जा रहा है जिसकी मदद से कोई भी आयकर चोरी या घोटाला नहीं कर पाएंगे और साथ ही लोग घर बैठे आयकर का भुगतान कर सकते हैं।

डिजिटल इंडिया होने से लाभ

डिजिटल व्यवस्था की सहायता से आज देश में लगभग सारी सुविधाएं ऑनलाइन उपलब्ध कराई गयी है। ऑनलाइन रजिस्ट्रेशन, डॉक्टर से मिलने का समय निश्चित करना, बच्चों का फीस जमा करना, ऑनलाइन लक्षणिक जाँच करना, खून जाँच करना, कोई पढाई के लिए आवेदन करना, आदि। कई सरकारी सुविधाएं भी उपलब्ध कराई है जैसे अर्जियां जमा करने, प्रमाणीकरण प्रक्रिया, अनुमोदन और संवितरण की स्वीकृति के द्वारा राष्ट्रिय छात्रवृति पोर्टल के माध्यम से लाभार्थी के लिए लाभ उपलब्ध कराता है। डिजिटल इंडिया अभियान एक ऐसा मंच है जहां देश के नागरिकों के लिए पूरे देश भर में सरकारी और निजी सेवाओं के प्रभावशाली वितरण को आसान बनाता है।

मोबाईल पर ऑनलाइन सेवाओं को बेहतर प्रबंधन के लिए बीएसएनएल की आने वाली पीढ़ी का नेटवर्क 35 साल पुराने टेलीफोन एक्सचेंज को बदल देगा। राष्ट्रीय केंद्र द्वारा फ्लेक्सिबल इलेक्ट्रॉनिक को बढ़ावा देने में मदद मिलेगी। पूरे देश में बीएसएनएल के द्वारा बड़े पैमाने पर वाई-फाई हॉटस्पॉट को फैलाने की योजना बनाई गई है। कनेक्टिविटी से जुड़े हुए सभी संबंधित मुद्दों को संभालने के लिए ब्रॉडबैंड हाइवे है। सभी शहरों, नगरों और गांवों में ब्रॉडबैंड हाइवे की खुली पहुंच माउस के एक क्लिक पर विश्व स्तरीय सेवा की उपलब्धता को मुमकिन बनाएगा।

डिजिटल इंडिया होने से हानि

जिस प्रकार से डिजिटल इंडिया अभियान के लाभ हैं उसी प्रकार इसके कई नुकसान भी हैं। डिजिटल इंडिया होने से गरीबों और कम पढ़े लोगों को कोई भी ढग सकता है क्योंकि उन्हें यह तकनीक समझने में और इससे अभियस्त होने में कुछ समय लग जायेगा। कई लोग ऑनलाइन माध्यम से भले लोगों को लूटने तथा ढगने का काम करते है। काम का या पैसों का लालच देकर कई लोगों लूटना शुरू कर दिए। डिजिटल इंडिया अभियान से लोगों को लूटने का नया साधन ढूढ़ लिया है। कई लोग गलत जगह अपनी जानकारी देकर भारी नुकसान का सामना करते है। अगर आपको सही जानकारी ना हो तो आप डिजिटल व्यवस्था उपयोग नहीं कर सकते और आप उसका लाभ नहीं उठा सकते।

आज सरकार सभी डिजिटल सुविधाएँ और सेवाएं लोगों के लिए शुरू कर दी है। आज देश के हर युवा बड़े पैमाने में डिजिटल अभियान का लाभ उठा रहे है और अपने रोजमारा जीवन में डिजिटल भुगतान कर रहे है। कई गांव आज भी है जहां इस अभियान की शुरुआत नहीं हुए है और उनके गांव में इसकी सेवाएं उपलब्ध नहीं हुए है। लेकिन आने वाले कल में हम आशा करेंगे की डिजिटल इंडिया की सेवा हर गांव, हर घर में पहुंचे और इसका लाभ देश का हर नागरिक अपने सही उदेश्य तथा अपने कामों के लिए उपयोग करें।

A total of 117 Indian athletes, including five reserves, are on the hunt for medals and sporting immortality at the Paris 2024 Olympics , which runs from July 26 to August 11.

There will be Indian interest in a total of 69 medal events across 16 sports - archery , athletics, badminton , boxing , equestrian, golf , hockey , judo, rowing , sailing , shooting , swimming , table tennis and tennis - at the Paris 2024 Olympics.

Neeraj Chopra , who created history at Tokyo 2020 by winning gold in men’s javelin throw , is a part of the 29-member Indian athletics contingent to France and will look to contribute to India's Paris 2024 Olympics medal tally .

Badminton ace PV Sindhu , weightlifter Mirabai Chanu, boxer Lovlina Borgohain and select members of the Harmanpreet Singh-led Indian men’s hockey team will be the other returning Olympic medallists in the Indian contingent to Paris 2024.

The likes of Avinash Sable, Antim Panghal, Vinesh Phogat and Aman Sehrawat will also be eager to add to India’s Olympic medal tally at Paris 2024.

Manu Bhaker won the first medal for India at the Paris 2024 Olympics. She bagged a brone and became the first Indian woman to win an Olympic shooting medal. She then created history to become the first Indian to win two medals at a single edition of the Olympics after she clinched a mixed team 10m air pistol bronze with Sarabjot Singh.

Overall, India have won 38 medals at the Olympics to date. Interestingly, it was Norman Pritchard’s dual silver which opened India’s account in Paris 1900.

KD Jadhav, with a wrestling bronze at Helsinki 1952, was the first individual athlete from independent India to get on the Olympic medal winners list. Weightlifter Karnam Malleswari became the first woman to win an Olympic medal at Sydney 2000.

Men’s hockey, with 12 medals including eight golds, has been the biggest contributor to India’s Olympic medals tally followed by wrestling with seven medals.

India returned with its best-ever haul of seven medals, including one gold, from Tokyo 2020 and will look to better the count at Paris 2024.

So far, India have won three medals, all bronze, at the Paris 2024 Olympics.

The tragedy, which unfolded in the early hours of July 30, 2024, has claimed over 150 lives and left many injured, with the death toll expected to rise further as rescue operations continue.

Landslides in Southern India Kill More Than 100 People

Rescue workers struggled to reach isolated villages in the state of Kerala, where torrential rains have washed away terrain. The death toll was expected to rise.

At least 108 people were killed and dozens more injured in the southern Indian state of Kerala after days of heavy rainfall set off multiple landslides in a hilly region, in what government officials called one of its worst natural disasters.

The landslides in the district of Wayanad — a region whose natural, rugged beauty draws millions of tourists every year — uprooted trees, knocked down communication lines, submerged roads and washed away a bridge. Rescue operations were hindered by the region’s terrain, which made it harder to reach hundreds of residents in the areas that were hit the hardest.

“This is one of the worst natural calamities Kerala has ever witnessed,” said Pinarayi Vijayan, the chief minister of Kerala, in a statement. Mr. Vijayan said the damage to homes and livelihoods was “immense,” adding that his government had set up relief camps for thousands of people affected.

The death toll rose throughout the day as rescue workers recovered more bodies from under debris, and the number was expected to rise as the search continued, according to government officials. More than 125 people were injured.

“We are fighting nature at its worst,” said Akhilesh Kumar, an official with India’s National Disaster Response Forces who was overseeing the rescue operation along with the Indian Army and firefighters.

In his statement, Mr. Vijayan said the government was sending tankers of drinking water and rations and setting up temporary hospitals. He said there were efforts underway to identify the dead even as search teams looked for other victims of the catastrophe.
