In this part of the story, you will now be given the option to decide how to assign rackets and districts that you take over. This is a rather important decision, as your choices can have major ramifications on your relationship to each partner. Assigning control of rackets and districts, and completing their agenda missions, is a good way to improve your relationship and gain an underboss' loyalty. Repeatedly giving more control of the city to one boss over another, or taking that control away by giving a district to a different boss than who was assigned the racket is a great way to lose favor and potentially earn a new enemy.
There are several achievements related to how you approach the remainder of the game. Due to competing achievements, you will want to either assign districts equally between the three, or deem only one as worthy and give them control of the entire city. Below is a breakdown of both options and which achievements can be earned accordingly.
Assign districts equally, each underboss getting control of three in total. Be sure to plan ahead by assigning both rackets to the intended district manager, otherwise you risk pissing off the person who lost control of a racket. Since each will control three districts at the end, you can also complete each of the underboss' five part agenda mission as well; earning those respective achievements. Completing the agenda missions should be enough to earn the loyalty each underbosses and the hopefully net you the prized Family achievement; you may have to complete a few trafficking missions for each boss as well.
*My progress was corrupted so I didn't actually earn this achievement, and I cannot be 100% sure that the trafficking missions are needed to obtain Family .
Result - We're in This Together/IRA Don't Ask/I Need a Favor/.45 in My Hand/Trust/Family
Decide on one underboss that you want to stick with until the end, and assign all districts to them. Whomever you chose, will not be getting assigned rackets ahead of time. Instead, be sure to assign a racket to each of the non-chosen underbosses. These two will then become increasingly upset by the loss of influence when handing over the district, which subsequently reassigns all associated rackets, to your chosen underboss. Eventually, both undesired underbosses will turn hostile, and begin to retaliate against you. You will then need to kill the two dissenters, before assigning the last district to the only remaining underboss to complete the achievement requirements. As an added bonus, putting all your eggs in one basket will maximize that underbosses earn and reward you with a larger individual kickback. Since you earn 2% of the underboss' total earn in kickback, once their total earn exceeds $500,000 you can go pick up your cut of $10,000 or more for another achievement.
Result - Just You and Me/Big Earner
It is recommended to choose Option 1 for the first playthrough, but that is up to you. Whichever option you choose, just do the other on the second run.
After leaving the plantation house, you will usually be relatively close to one of the three random goods locations for any of the trafficking missions, and this is generally the most efficient time to pursue these missions. Just be sure that you speak to the underboss' lieutenant, initially, to get the mission objective to hijack the cargo location in the bayou. Additionally, be sure to return to them upon delivering the cargo to rest the objective for the next use.
Now that you have three new districts open, you will have to go meet Donovan to kick off each story mission. I strongly recommended that you work on taking over Tickfaw Harbor first. Successfully doing so will award you one of the best vehicles in the game.
You will usually have to meet Donovan at the mission waypoint to unlock the new racket contacts for the next three districts. In the below sections, I will list out all available objectives for reference as I did in the previous page, Story - Part 1 . Please note, the order in which the mission objectives are listed should not be taken as how they should be prioritized, instead this is just the order in which the mission lists them. Some objectives only become available after gaining intel from an informant, or another objective will lead into the next, which I will try to show through the outline format.
Some things to keep in mind during this next phase, is that not all objectives are created equal. Some tasks are unmarked, others spawn vehicles that drive around randomly, others direct you to the other side of the map, and some are simply not worth your effort. I will try to note these but just know you do not need to complete each objective. As long as you reach the required damage limit, there is no real need to complete any remaining tasks. Unmarked missions are stated as such in the outline below, for which the locations can either be found through wiretapping or happening upon them while exploring the district. I would argue these missions are a waste of resources to try and find, as wiretapping costs fuses. Instead, you can often spot one of these locations by noticing a few red dots on the mini-map that are outside of hostile areas.
Racket – auto theft – $40,000.
*The Racket Base of Operations is not visited in the previous objectives, so be sure to wiretap the appropriate region's junction box once the boss location is revealed.
7/18 Boss Killed or 6 /16 Boss Flipped
8/18 Boss Killed or 7/16 Boss Flipped
Mission - kill frank pagani: setup.
Infiltrate the tanager (large boat) and plant the tracker on the car in the hull, then escape.
Return to Donovan to receive a tracker, which you will use to locate Frank. Head north, as you get closer to the target the search radius gets smaller and eventually pinpoints his location at Pagani's Fine Motors. Once you enter the building, Frank will flee in his De'Leo Traviata. Since this is one of the fastest cars in the game, it is best to avoid a vehicle chase. You can bypass a car chase by destroying the car, or incapacitating him before he has time to escape. The easiest method will be to drop a proximity mine (preferred) or C4 (probably don't have this yet) in front of the garage door, allowing you to end the pursuit before it can start. If you have neither of those explosives, you can try to unload on Frank with your two-handed weapon as he tries to get the car started, hopefully dispatching him before he can flee; or you can try to use a standard grenade to destroy the car while it is still in the garage. If you kick in the front door, next to the garage door that opens for Frank to escape, you can then quickly move over to toss the grenade into the garage while Frank attempts to get into the car. Confront Frank when you are able to take over his district.
Completing this mission immediately calls another sit-down, allowing you to assign the district as you see fit. Just remember, that by assigning the district will also automatically assign both rackets to them as well even if other bosses were given control of them. So, if you didn't plan appropriately, you will likely offend and upset whomever loses control, good for Option 2 but bad for Option 1 .
You chased down and killed Frank Pagani
After the sit-down, you will now have access to the De'Leo Traviata in the vehicle delivery menu, to help with vehicle related achievements; specifically driving for 120mph for 20 seconds. See the “Vehicle Related Achievements” section of the General Hints and Tips page.
Racket – construction – $50,000.
9/18 Boss Killed or 8 /16 Boss Flipped
10/18 Boss Killed or 9 /16 Boss Flipped
You can either "Steal Dominick's Car" for a stealth method into the hotel, or head straight in for a harder/longer path to the target. Either way, infiltrate the Royal Hotel and make your way up to the top floor to eventually reach Tony. After the confrontation, backtrack to the elevator to reach the hotel lobby, use the stairway in the back left (northwest) to go down to the garage for an easier escape, avoiding most of Marcano's men and the cops.
You tossed Derazio out his penthouse window
Assign the district as needed at the following sit-down.
Racket – guns – $30,000.
11/18 Boss Killed or 10 /16 Boss Flipped
12/18 Boss Killed or 11/16 Boss Flipped
Meet Enzo at the quarry. Survive the waves of attacks and work to plant the explosives before escaping the area. Lose the remaining pursuers and drop off the VIP at the marked hotel on the south-side of Delray Hollow.
You helped Enzo escape
Regardless of which Option (1 or 2) you choose, assigning Cassandra a racket will surpass $100,000 in earn, unlocking her final associate - Operator [6/6 Associate]. This could have already been unlocked if you did two trafficking missions to max out both Delray Hollow rackets. Regardless, all associates will be earned following the completion of these three districts.
Unlock all Associates
*unlocked after controlling tickfaw harbor, racket – gambling - $50,000.
*The racket base of operations is not visited in the previous objectives, so be sure to wiretap the appropriate region's junction box once the boss location is revealed.
13/18 Boss Killed or 12/16 Boss Flipped
14/18 Boss Killed or 13/16 Boss Flipped
Head to the mission waypoint in the south end of the bayou. Find your VIP, then escort him to Father James’.
You helped Alvarez escape
You will eventually reach the Acadia, where you will enter the ring and fight three rounds of fighters. Use counters and brutal takedowns to help win all three rounds so you can confront your target. Escape the building afterwards and flee any pursuers to complete the mission.
Tommy Marcano was burned beyond recognition
*unlocked after controlling downtown, racket – drugs – $50,000.
*There is a money exploit that occurs during this mission, and only while the drug racket mission is active. After tailing the red De'Leo 58 and discovering the stash location, eliminate the hostiles and take the $10,000 stack inside the warehouse. Leaving the area, at least 100m away, should produce another $10,000 stack in the same location for you to return to and collect. Exiting the game or returning to Big Jim to complete the mission will result in this glitch losing its respawning capability. This is a great way to grind out $500k collected in a single playthrough and avoiding the potential for the related achievement to become corrupt or glitch your progress. This is still working as of November 2020 and is unlikely to be fixed via a patch, so happy grinding!
15/18 Boss Killed or 14/16 Boss Flipped
Recruited 15 Racket Informants
Killed 15 Racket Informants
16/18 Boss Killed or 15/16 Boss Flipped
You are now tasked with killing a judge as he is escorted by police from the courthouse. The easiest method for this is to plant some C4 in the road and detonate it when his armored car drives over it. Proximity mines are not as useful here as the escort police vehicle will trip it before the judge’s car can, meaning you would have to toss one at the car as it passes by. If you don't have either, a well timed/thrown grenade will also suffice. The convoy U-turns from the court house and travels towards the intersection that Donovan drops you off at. At the intersection, they turn left to head north. If you are having a hard time figuring out the path or where to place the charge, let the car go by to see where you can set up, then restart the checkpoint or allow the police to kill you. Once you have killed the judge, evade the cops to complete the mission.
You killed Judge Holden
Drive Donovan to the waypoint in the bayou. You will need to interact with all four marked charges, then use the detonator to stop the boat. Once you are able, jump into the water and quickly swim to boat to climb aboard. Head inside and follow the path available to eventually reach Uncle Lou.
You gutted Lou Marcano like a catfish
*unlocked after killing 2nd capo (controlling 8/9 districts).
While driving around the French Ward district, you will eventually be attacked by Santangelo, this is similar to the retaliation hit squad that comes after you from time to time. It is easiest to take out the attacking car with a proximity mine, or use a vehicle takedown. However you manage to incapacitate the hitmen, go confront Santangelo to complete the mission.
You jammed a knife through Santangelo's head
*unlocked after controlling barclay mills, racket – pcp – $50,000.
17/18 Boss Killed or 16/16 Boss Flipped
Flipped 16 Racket Bosses
18/18 Boss Killed or 16/16 Boss Flipped
Killed all of the Racket Bosses
Meet Donovan, then head back to Frisco Fields and drive around until the Deacon shows up, another retaliation-like mission. Confront him to discover your next target's location. Reach the park and confront your target at the rally.
You burned Remy Duvall on a cross
Infiltrate the wake at the yacht club. You won’t have any weapons so just follow the mission tasks to play the part. Eventually the scene will change, and you can follow your target upstairs. When you get to the bar, grab the gun and eliminate the guards, then confront your target.
Now you will have to go find and rescue the nephew at the other end of the complex. Use the car outside to escape the area and evade the cops (the police dispatcher associate is helpful here) before taking him to Donovan.
You left Olivia Marcano to her fate
Attend the sit-down to assign the final district. Depending on how you approached the story you should either be assigning the your third underboss their third district, having everyone ending with equal control; or handing over the final district to your only surviving underboss.
Kept all Underbosses alive until "Yet Here We Are"
Kept only one Underboss alive until "Yet Here We Are"
If all three underbosses are alive (Option 1), now is the right time to complete all three agenda missions, to earn your allies' loyalty and more achievements. This mission series is only fully accessible to underbosses who have control of at least three districts, so it is best paired with the Were In This Together achievement playthrough. You will need to speak to the underboss before the mission objectives advance, then return to them after you complete the task to complete the mission and earn your reward. Speak to them once more to start the next objective, if available, to keep making progress.
Districts Assigned – 1
Districts Assigned – 2
Districts Assigned – 3
Finish up with a conversation about Cassandra’s sister.
Completed all of Cassandra's side-missions
Finish up with a conversation about Vito’s friend Joe.
Completed all of Vito's side-missions
NOTE: Vehicle locations are random, and the chosen target has a tendency to become destroyed prior to you reaching the indicated location. Additionally, selecting and tracking the mission objective will often auto-select a vehicle location that is very far from your current position. Therefore, it is best to keep an eye out for new targets to pop up on the mini-map as you drive around, or you can sometimes manually select another vehicle waypoint from the map.
Finish up with talking to Burke about Nicki.
Completed all of Burke's side-missions
Completing the first underboss' agenda mission should also unlock.
Reached the Loyal state with one Underboss
Completing the third and final agenda mission should unlock the following as well.
Reached the Loyal state with all three Underbosses
Story mission – hotel paradiso – yet here we are.
Get started by checking in with Donovan. Now it will be time to head for the casino.
Reach the casino and make your way inside. There is not much to do here aside from fighting through all the enemies and confronting your final two targets.
You have avenged Sammy and Ellis
The following scene will play out and leave you with a decision. Make your choice and reach the applicable location to receive one of three potential endings. Sit through the credits, and you will get the last story achievement once you get back to the main menu.
Decide Lincoln's fate
You can continue your game from the main menu, if you wish, to finish up anything that was potentially missed. Once you have completed all that you desired on the first playthrough, you should start a new game to complete the remaining achievements that are left over. If you had any cumulative achievements glitch on the first run, please refer back to the General Hints and Tips page to see potential workarounds that you can use on the next playthrough, to hopefully earn them next time. The next page will outline the second playthrough.

I don’t know if I assigned the wrong district to the wrong people because there money is to the max and its not letting me do nothing else
I’ve giving everyone a district but now on my objectives it’s saying give berk a distric so how do I give him another one when I can’t
There isn’t anymore distric that have come up so how am I meant to give them another one
You have to keep playing story missions, defeat the district or racket then assign to one of the 3
I’m at the point in Mafia, where I can move and sieze ither districts (not the initials ones). The thing is Delrey Hollow is still UNassighned. River Row and Point Verdan are both assigned to Vito and the other dude. But Cassandra ain’t controlling nothing. Is it normal or is it some kind of a bug?
after you are done with the first 3 disctricts you will have a round table king of mission with the 3 boss after that you can choose which racket you want to give to which boss, just go right or left when the question pops
thank you, Bill! youre the real mvp 😀
Holy hell, I still dont know how to choose, it allways says “Assign to Vito” or Assign to whoever, but how do you actually choose who? Cant even scroll left or right…..
You never explained how to assign the racket! All you did was explain what we already know! How do you physically use the game selections to assign the dam rackets is the question!
once you conquer a district, it’ll give you options to assign said district to whomever you choose out of the three (Cassandra, Vito, or Burke)
thats funny
Mafia 3 is all about taking over and controlling territory. By taking control of districts you not only line your pockets with some extra cash, but you also build up your own group’s strength, readying them for the final confrontation that is the main goal of the game. Each of your three underbooses, Vito, Burke, and Cassandra, can control a district for you, giving you benefits, as well as building up your relationship with that character. But to do this, you need to know how to assign districts in Mafia 3, so here’s a quick guide. Of course, in order to assign districts in Mafia 3, you first need to take them over. I don’t want to go too in-depth on that. Essentially you need to attack rackets, kill enforcers, and do pretty much anything you can think of to disrupt operations in the area. Do this enough, and the boss of the district will confront you. Defeat him and the area is now yours to control, and assign as you see fit. Shortly after taking over, you should either have a meeting with your underbosses or receive a phone call, this should happen automatically. This is where you can decide who is going to take control of the district. You can assign the district to any of your three associates, but keep in mind that you need to try to keep them all happy. If you give all the good districts to just one underboss, the other might become pretty upset with you. Try to keep things even, as much as possible. You should also keep in mind who controls rackets within the district. As you took them over, if you gave them to Burke, giving the district to Cassandra will cost him those earnings. This could impact the perks he provides to you through the game. That’s it for how to assign districts in Mafia 3. It’s a simple enough process, but the implications and consequences can be very impactful. Keep this stuff in mind and you should be fine, but let us know in the comments if you have any questions.
Rackets are criminal operations found in Mafia III .
Each district in New Bordeaux contains two rackets, each run by their own Racket Boss , that Lincoln Clay will have to take over in his attempt to take down the Marcano Crime Family . Information on rackets, their location, and who runs them is obtained through Racket Contacts , and in some cases by interrogating various Racket Informants found in the district.
The initial income earned from each racket is dependent on whether or not Lincoln recruits the racket boss and informants while he's taking over the district. Recruiting a racket informant will raise that racket's earn by $1000 - $4000 per informant, while recruiting the racket boss will raise the earn by $2000 - $5000. Regardless of choices made, to raise the racket to its full earn potential Lincoln will have to perform trafficking runs and drop the shipments at the racket for them to sell. Perks received from Lincoln's underbosses are dependent on their total earn.
Once rackets are taken over they become safehouses for Lincoln. Most contain various supplies he can obtain for free, such as Medicine Cabinets and Weapon Lockers that contain a weapon and ammo or a Tac-Vest . He may also go to them if he is being chased by a retaliation squad and the guards there will defend him with their lives.

The Mafia Game Series on Reddit.
I feel like I’ve been playing this game for ages now. I recently got to where you first talk to the journalist in the parking garage. Am I supposed to have the ability to assign districts by this point in the story? I want to unlock all the Vito perks so I can get the mobile kickbacks and all that. The game is very bad at explaining what it means by things. Right now Vito and Cassandra each still only have 2 map thingies. Do they get more as the story progresses, or am I supposed to be doing something during free roam to get them more?

Mafia III Game Guide
Last update: 25 October 2016
It's one of two rackets in Barclay Mills. You can start weakening it up after you speak to Donovan in the story mission "The Dead Stay Gone". The main objective of this mission is to take care of the enemy lieutenant Pete Santini. You can weaken the racket by using various methods that are described below.
Important - Before you start weakening this racket, you should wiretap all the boxes in Barclay Mills.
Interrogating a thug, stealing santini's money, stealing the map with weapon locations, sabotaging the weapon trading locations, initiating a confrontation with santini.
You can find Connie in one of the cabins at the hill. Speak with her about the possible ways of weakening Santini's racket.
In order to complete this mission objective you must interrogate one of two thugs that are stealing from trains. This mission isn't much different from informant interrogations that you performed earlier in the game, but there might be some other gangsters near the tracked person - avoid or neutralize them. Once you interrogate the "main" bandit, you can kill or recruit him.
You should perform the theft in the warehouse located in the southern part of the district. Once you reach the destination, you should first find the stairs shown on the above picture - they lead to a closed door. Open it with the crowbar and you will get into the warehouse undetected.
The metal chest with the money you are looking for is located on the first floor of the warehouse. Break into it and take the money and you will weaken the enemy racket by 5 thousand dollars.
Important - While completing this mission, you will find chests with weapons that you can destroy. These actions are fully optional, but they enable you to weaken the attacked racket (each chest generates 2000 dollars of losses).
The map is located in one of the buildings guarded by gangsters. You should get inside it by using an alternative entrance. Look for the stairs shown on the above picture. They will lead you to the exterior balconies. From there Lincoln can use one of the open windows.
After using the window you will reach a small metal balcony on the first floor of the building. Now you must walk down to the ground floor - use the stairs shown on the above picture. They will allow you to reach the map left at one of the train cars without having to eliminate the encountered enemies. Leave the magazine by using the same way you walked in.
This objective will be unlocked once you manage to steal the map. The gun trade takes place in two different locations in the southern part of the map. Once you get close to one of these points, you should start sneaking up - there will be many gangsters in the area. Before you perform the sabotage, you should silently takedown as many enemies as possible. Once you clear the area enough, use guns or explosives to destroy the weapon supplies.
Important - You can take this chance to gather some equipment. In each camp you will find large quantities of weapons, ammunition and Molotov's cocktails.
Once you weaken the gun racket enough (actions related to Santini are marked with orange points on the map), go back to Connie. After the conversation with her you will have to return to the warehouse where earlier you could found a map. Once again you should use the exterior stairs to easily and safely reach the first floor of the building.
This time you should take interest in the offices on the first floor. Try silently takedown at least a few of nearby gangsters (whistling might be very helpful). Once you clear the path to Santini, get close to him and capture him. As usually, you can kill or recruit him.
Important - You must decide who you will give the district to - Cassandra, Burke or Vito. Each of them will offer you a different business in return for the district. You should know that you will be able to change your decision - after taking over whole Barclay Mills, you will have to decide which underboss will receive the district (and all of the rackets on its territory).

Hey guys, So I have assigned these districts so far: Vito: Southdowns, River Row and Downtown. Cassandra: Barclay mills, delray hollow. Burke: french ward, tickfaw and pointeverdun. Only thing that's left is Frisco fields and bayou, but the bayou is not a district to take over I don't think? Because right now my last main mission is Frisco so I ...
It's a smegging garbage pod! Azharra 7 years ago #6. well, a steam user pointed out a website that tries to assign districts to fit the character's theme. Vito - River Row, Southdowns, Downtown. Burke - Pointe Verdun, Frenchward, Tickfaw Harbor, Frisco Fields. Cassandra - Delray Hallow, Bayou Fantom, Barclay Mills.
Optimal racket and district assignment So is there an optimal way to assign rackets and districts to get as much as possible in return? Each underboss appears to have one unlock per district, so it looks to me like to get them all you need to assign give one racket each to two of them, then finally give the district to the third one.
It really doesn't make a difference, other than the free upgrades/ weapons you get now and then. Tickfaw Harbor for example unlocks the first 3 car upgrades aswell as giving you one of them for free, depending on the assigned asset. the other two are buyable at the arms dealer. So what I like to do is, to mainly use natural borders (rivers), instead of splitting, for example, Downtown and ...

Missions related to Cassandra. It is best to steal the boat after eliminating all gangsters. Prostitution and heroin rackets are automatically taken over by Cassandra. Because of that, optional missions related to Delray Hollow are given to you by Emmanuel Lazare who works for her. This happens during the "Are We Cool" missions.
Mafia 3 Assign District. First things first. In order to assign it, you'll have to conquer a district. To do this, you'll have to attack rackets, destroy smuggling rings, kill enforcers and do all kinds of activities in the area. This will decrease the earnings of the boss currently controlling it, making him come out and face you.
Rackets and Earn. These are the illegal operations currently operating in a district. Each district has two rackets. You have to complete a series of objectives to take over the racket which you can then assign to one of your underbosses. Rackets increase your underboss' total earn which in turn increases the amount of kickback you'll receive.
So say there are 6 districts to give out ( not including the first three you have to give to a particular boss) in the game an example of how you could do it would be through out your play through give the districts in this order: District 1:Cassandra 2:Vito 3:Burke 4:Cassandra 5:Vito 6:Burke. So by the end of the game each underboss has 3 ...
Of course, in order to assign districts in Mafia 3, you first need to take them over. I don't want to go too in-depth on that. Essentially you need to attack rackets, kill enforcers, and do pretty much anything you can think of to disrupt operations in the area. Do this enough, and the boss of the district will confront you.
You can pass through the collapsed crane on your way to Cavar. Once you weaken the construction racket enough (actions related to Cavar are marked with red points on the map), go back to Lennie. Speak with him and go to the construction site which you could have visited previously in order to sabotage the crane.
